Background
The Danish Refugee Council (DRC) is looking for a Protection Cluster Co- Facilitator for our Mali operation to actively support the field sectoral protection group coordination process.
DRC has been operational in West Africa since 1998 with a regional office based in Abidjan, Côte d’Ivoire, and has expanded its operations in Mali and Burkina Faso following on the recent crisis.
The overall strategic objective of the DRC regional programme is: to support peace and stabilization, protect and promote durable solutions to the conflict-affected populations in Liberia, Côte d’Ivoire, Guinea, Burkina Faso and Mali on the basis of humanitarian principles and fundamental human rights.
The cross bordering programme between Mali and Burkina Faso focuses on a) strengthening the communities’ capacities to reduce the protection risks they face as well as b) monitoring of the overall protection environment in Mali and c) cross-bordering monitoring with a special focus on displacement and the border area with Burkina Faso.
Overall objective
The Protection Cluster in Mali was activated in April 2012 following reported mass internal displacement due to the conflict in the north of Mali at the request of the Humanitarian Country Team. The UNHCR was designated as the Cluster-lead Agency for Protection. The effects of the on-going complex emergency have compounded the pre-existing food security and nutrition crisis to date. As a result, the protection cluster is currently adjusting its key objectives and overall protection strategy according to the developments in 2013. From January to November 2014, DRC has supported the protection cluster with a co Facilitator which allowed it to reach its stride with an average of 33 members attending each meeting. During this period, the cluster efforts focused on strengthening the management of information, coordination of the response to protection needs, availability of resources, building capacities of cluster members.However in 2014, it was noted the need for developing and strengthening coordination of the sectoral protection groups in the regions of Gao - Mopti and Timbuktu without which the protection cluster cannot continue to improve.
Roles and Responsibilities
The Protection Cluster Co-Lead will work with UNHCR sub offices - as lead agency and responsible for the overall implementation of the sectoral protection groups coordination role in accordance with IASC guidelines on cluster leadership and accountability - to a) strengthen effective management of the sectoral protection groups for ensuring that they are functioning to the highest standards, b) improve the representation of civil society on the field, and c) reinforce the accountability of humanitarian response towards beneficiaries.
Main duties and responsibilities
Promote and Support Accountability to Affected Populations
- Support timely and coordinated action by members of the protection sectoral groups to meet the protection needs of IDPs – returnees –– host communities and other affected populations;
- Support the establishment and maintenance of effective coordination mechanisms and tools, including making sure that information and data management are established and maintained with participants of the protection sectoral groups, government counterparts and donors;
- Secure commitments from humanitarian partners in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the protection sectoral group, with clearly defined focal points for specific issues where necessary;
- Co-represent the interests of the protection cluster in discussions with stakeholders on prioritization, resource mobilization and advocacy;
- Developing/updating agreed response strategies and action plans for the protection cluster and ensuring that these are adequately reflected in overall country strategies
Promotion of protection mainstreaming - Ensure integration of protection issues in sectoral needs assessment, analysis, planning, monitoring and response; ensure gender-sensitive programming and promote gender equality;
- Ensure that the needs, contributions and capacities of women and girls as well as men and boys are addressed.
- Support the development of beneficiary selection guidance dissemination of vulnerability criteria.
Support Monitoring, reporting and analysis
- Support proper reporting on the protection activities and functioning of information management system for the protection cluster (with a main focus on conflict induced IDP movement, monitoring, data management);
- Ensure effective and coherent sectoral needs assessment and analysis, involving all relevant partners;
- Ensure adequate reporting and effective information sharing, with due regard for age and sex disaggregation;
- Streamline methods to share information including reports to be submitted to OCHA, UNHCR; GPC; including the protection cluster monthly report; the MRM Report to UNICEF and MINUSMA; the MARA Report to MINUSMA; the Reports on risks analysis and recommendation/advocacy for the protection of civilians to MINUSMA; etc…Support Advocacy and resource mobilization in consultation and coordination with NGOs and UNHCR
- Identify core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the HC and other actors;
- Support advocacy and resource mobilization efforts for implementation of protection related to relief/return/recovery efforts
- In consultation and coordination with NGOs and UNHCR, advocate for donors to fund humanitarian actors to carry out priority activities in the sector concerned, while at the same time encouraging sectoral group participants to mobilize resources for their activities through their usual channels.
Application of standards
- Ensure that protection sectoral groups participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government has undertaken under international humanitarian and human rights law;
- Ensure that responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations.
Emergency preparedness
- Ensure adequate contingency planning and preparedness for new emergencies.
Training and capacity building
- Promote/support training of staff and capacity building of humanitarian partners;
- Support efforts to strengthen the capacity of the local authorities and civil society;
- Promote and support training of other protection sectoral groups members, Government and humanitarian personnel and capacity building of humanitarian partners on the developed reporting and monitoring system;
- Organizing and delivery of technical and substantial training and capacity building for local authorities and cluster members on use of inter-agency tools and systems that are/have been developed.
Qualifications
Required
- Post graduate degree in international law , social sciences or related field
- Excellent understanding of protection issues in emergency situations and detailed knowledge of humanitarian principles, guidelines and laws;
- Excellent leadership, coordination, capacity building, planning and analytical skills;
- Minimum of 4-5 years proven experience working on protection or rule of law related issues in humanitarian environments, including provision of technical advice to field teams;
- Excellent leadership, coordination, capacity building, planning and analytical skills;
- Excellent advocacy and representation skills including the development of strong interpersonal relationships to facilitate communication within the cluster;
- Self-motivated and excellent observant of protection issues in the country;
- Proven ability to live and work in an unstable, insecure environment.
- Proven experience with IMS, emergency protection monitoring, documentation & analysis of protection data, cluster coordination, child protection, set of community protection networks;
- Fluency in French and English (spoken and written) is a must.
Preferable
- Previous experience of working within the cluster system preferred;
- Experience in other sectors such as food security/ early recovery/livelihoods;
- Experience working for or with UNHCR is an advantage;
- Good experience in training and liaising with national NGO & partners (both institutional and from civil society);
- Experience with donors such as ECHO, OFDA, BPRM, UNHCR, UNICEF.

Conditions
Availability: Mid April 2015
Duty station: The position will be based in Gao, Mali, with frequent travels to the Regions of Tombouctou and Mopti. In these regions, due to the volatile security context the staff are required to observe sometimes very strict guidelines such as limited or suspended movement within cities -GAO – MOPTI and TOMBOUCTOU are non-family Duty Station -
Contract: 10 months - subject to funding, can be prolonged.
