Mali: Protection Cluster Co-Facilitator - Mali

Background

The Danish Refugee Council (DRC) is looking for a Protection Cluster Co- Facilitator for our Mali operation to actively support the field sectoral protection group coordination process.

DRC has been operational in West Africa since 1998 with a regional office based in Abidjan, Côte d’Ivoire, and has expanded its operations in Mali and Burkina Faso following on the recent crisis.

The overall strategic objective of the DRC regional programme is: to support peace and stabilization, protect and promote durable solutions to the conflict-affected populations in Liberia, Côte d’Ivoire, Guinea, Burkina Faso and Mali on the basis of humanitarian principles and fundamental human rights.

The cross bordering programme between Mali and Burkina Faso focuses on a) strengthening the communities’ capacities to reduce the protection risks they face as well as b) monitoring of the overall protection environment in Mali and c) cross-bordering monitoring with a special focus on displacement and the border area with Burkina Faso.

Overall objective

The Protection Cluster in Mali was activated in April 2012 following reported mass internal displacement due to the conflict in the north of Mali at the request of the Humanitarian Country Team. The UNHCR was designated as the Cluster-lead Agency for Protection. The effects of the on-going complex emergency have compounded the pre-existing food security and nutrition crisis to date. As a result, the protection cluster is currently adjusting its key objectives and overall protection strategy according to the developments in 2013. From January to November 2014, DRC has supported the protection cluster with a co Facilitator which allowed it to reach its stride with an average of 33 members attending each meeting. During this period, the cluster efforts focused on strengthening the management of information, coordination of the response to protection needs, availability of resources, building capacities of cluster members.However in 2014, it was noted the need for developing and strengthening coordination of the sectoral protection groups in the regions of Gao - Mopti and Timbuktu without which the protection cluster cannot continue to improve.

Roles and Responsibilities

The Protection Cluster Co-Lead will work with UNHCR sub offices - as lead agency and responsible for the overall implementation of the sectoral protection groups coordination role in accordance with IASC guidelines on cluster leadership and accountability - to a) strengthen effective management of the sectoral protection groups for ensuring that they are functioning to the highest standards, b) improve the representation of civil society on the field, and c) reinforce the accountability of humanitarian response towards beneficiaries.

Main duties and responsibilities

Promote and Support Accountability to Affected Populations

  • Support timely and coordinated action by members of the protection sectoral groups to meet the protection needs of IDPs – returnees –– host communities and other affected populations;
  • Support the establishment and maintenance of effective coordination mechanisms and tools, including making sure that information and data management are established and maintained with participants of the protection sectoral groups, government counterparts and donors;
  • Secure commitments from humanitarian partners in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the protection sectoral group, with clearly defined focal points for specific issues where necessary;
  • Co-represent the interests of the protection cluster in discussions with stakeholders on prioritization, resource mobilization and advocacy;
  • Developing/updating agreed response strategies and action plans for the protection cluster and ensuring that these are adequately reflected in overall country strategies
    Promotion of protection mainstreaming
  • Ensure integration of protection issues in sectoral needs assessment, analysis, planning, monitoring and response; ensure gender-sensitive programming and promote gender equality;
  • Ensure that the needs, contributions and capacities of women and girls as well as men and boys are addressed.
  • Support the development of beneficiary selection guidance dissemination of vulnerability criteria.

Support Monitoring, reporting and analysis

  • Support proper reporting on the protection activities and functioning of information management system for the protection cluster (with a main focus on conflict induced IDP movement, monitoring, data management);
  • Ensure effective and coherent sectoral needs assessment and analysis, involving all relevant partners;
  • Ensure adequate reporting and effective information sharing, with due regard for age and sex disaggregation;
  • Streamline methods to share information including reports to be submitted to OCHA, UNHCR; GPC; including the protection cluster monthly report; the MRM Report to UNICEF and MINUSMA; the MARA Report to MINUSMA; the Reports on risks analysis and recommendation/advocacy for the protection of civilians to MINUSMA; etc…Support Advocacy and resource mobilization in consultation and coordination with NGOs and UNHCR
  • Identify core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the HC and other actors;
  • Support advocacy and resource mobilization efforts for implementation of protection related to relief/return/recovery efforts
  • In consultation and coordination with NGOs and UNHCR, advocate for donors to fund humanitarian actors to carry out priority activities in the sector concerned, while at the same time encouraging sectoral group participants to mobilize resources for their activities through their usual channels.

Application of standards

  • Ensure that protection sectoral groups participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government has undertaken under international humanitarian and human rights law;
  • Ensure that responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations.

Emergency preparedness

  • Ensure adequate contingency planning and preparedness for new emergencies.

Training and capacity building

  • Promote/support training of staff and capacity building of humanitarian partners;
  • Support efforts to strengthen the capacity of the local authorities and civil society;
  • Promote and support training of other protection sectoral groups members, Government and humanitarian personnel and capacity building of humanitarian partners on the developed reporting and monitoring system;
  • Organizing and delivery of technical and substantial training and capacity building for local authorities and cluster members on use of inter-agency tools and systems that are/have been developed.

Qualifications

Required

  • Post graduate degree in international law , social sciences or related field
  • Excellent understanding of protection issues in emergency situations and detailed knowledge of humanitarian principles, guidelines and laws;
  • Excellent leadership, coordination, capacity building, planning and analytical skills;
  • Minimum of 4-5 years proven experience working on protection or rule of law related issues in humanitarian environments, including provision of technical advice to field teams;
  • Excellent leadership, coordination, capacity building, planning and analytical skills;
  • Excellent advocacy and representation skills including the development of strong interpersonal relationships to facilitate communication within the cluster;
  • Self-motivated and excellent observant of protection issues in the country;
  • Proven ability to live and work in an unstable, insecure environment.
  • Proven experience with IMS, emergency protection monitoring, documentation & analysis of protection data, cluster coordination, child protection, set of community protection networks;
  • Fluency in French and English (spoken and written) is a must.

Preferable

  • Previous experience of working within the cluster system preferred;
  • Experience in other sectors such as food security/ early recovery/livelihoods;
  • Experience working for or with UNHCR is an advantage;
  • Good experience in training and liaising with national NGO & partners (both institutional and from civil society);
  • Experience with donors such as ECHO, OFDA, BPRM, UNHCR, UNICEF.

Conditions

Duty station: The position will be based in Gao, Mali, with frequent travels to the Regions of Tombouctou and Mopti. Contract: 10 months - subject to funding, can be prolonged.

We are looking for a highly motivated individual to have overall responsibility for office management and project activities in Kilis within DRC’s Turkey programme.

Who are we?

DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.

The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. The program focused on 3 main sectors: community services (community center and outreach activities), protection (risk education and catered assistance to protection cases), and distribution (NFIs and vouchers to new arrivals and most vulnerable). DRC Turkey currently works with one main national partner in Sanliurfa, and also carries out activities directly in Sanliurfa, Hatay and Kilis.

Duties and Responsibilities

The Head of Office has the overall responsibility for timely and quality implementation of the DRC humanitarian operations in his/her Area of Responsibility (AoR).

Internal relations

The HoO is managing all human resources available his/her AoR with the support of his/her project/operations managers and coordinators.

Specific duties and responsibilities:

Representation

  • Represents DRC before relevant donors at field level, in the sector working groups and interagency meetings,
  • Represent DRC before local authorities with the support of key national staff.

Programming & operations

  • Ensure that project cycle is carefully applied (needs assessment, planning, resources allocation, beneficiaries’ selection, monitoring, supervision, reporting and evaluation),
  • Managerial oversight of CRI distributions (in-kind/voucher/cash) and a Commuinty Center.

Strategy & Analysis

  • Analyse the specific local contexts, needs, gaps and constraints and anticipate forthcoming movements and displacement-related trends,
  • Provide recommendations to management on adjustments that need to be made,
  • Participate to strategic meetings organised by the management whenever needed.

Implementation

  • Properly plan activities with key staff team and monitor progress vs. plan (with the support of Head of Program, Project Coordinator and support staff),
  • Make sure that activities are logically prioritised and teams briefed on regular basis by the field management team,
  • Establish and/or enhance local networking and community mobilisation mechanisms to ensure smoother and safer programme’s implementation,
  • Coordinate the activities through weekly and monthly field management meetings,
  • Participate to the recruitment, management, training, monitoring and evaluation of the field staff,
  • Supervise the daily work of the program functions (Cash and In-kind Distribution, & Protection and community development) and the support functions (admin, finance, HR, logistic and procurement).
  • Guarantee that M&E tools are used by the field teams in coordination with field managers/coordinators and the Program Quality & Grants Manager.

Finance/Admin

  • Oversee the set up/enhancing of admin-finance system and application of policies by various teams with the support of respective specialised teams,
  • Perform an accurate financial planning on a regular basis, and efficient follow-up of the multi-sector programme’s budget with the Head of Program, other field managers, grants and finance teams.
  • Monitor expenditure, budgets and expenses tracking activities for his/her AoR;

Logistics

  • Oversee the implementation and optimisation of log-procurement system and application of DRC global and Turkey specific policies.
  • Follow up on fleet management, including the monthly vehicle monitoring report and weekly team movement planning.
  • Follow up on the procurement of necessary items, including AoR specific procurement planning
  • Follow up with the Logistic department on updating regularly the assets list; conduct quarterly physical checks with the Fleet/Asset assistant.
  • Supervise and monitor the warehousing system, if applicable, with the support of the Operations Manager and Country Logistics Manager.

Capacity Building

  • Mentor continuously field staff on management skills needed (planning, prioritisation, organisational, financial management, representation, HR management),
  • Identify gaps, prepare and implement a training plan for the field staff.
  • Organisation, administration and personnel management
  • Support recruitment of field staff in AoR, in coordination with HR personnel.
  • Ensure administration of human resources according to DRC guidelines, including yearly performance appraisal (PADA) of every single employee.
  • Support the establishment of staff complaint mechanisms.
  • Utilising proper management procedures, apply disciplinary measures and sanctions where appropriate.

Safety and Security:

  • Working with DRC’s Country Director to ensure that all DRC security management protocols and procedures are updated, made locally relevant and applied consistently,
  • To be overall responsible for ensuring security analyses is being done regularly in AoR,
  • Ensuring compliance with risk mitigation against corruption, fraud and diversion.

About you

To be successful in this role you must have:

Required

  • A Bachelor’s degree in development studies, economics, international humanitarian law, humanitarian or human rights studies, sociology, psychology, protection or a related field.
  • At least 5 years of relevant professional humanitarian experience with an international humanitarian aid organization, in complex emergencies, with technical experience in managing projects in one or more of following areas: emergency direct assistance, cash, protection and community services programming.
  • At least 3 years in a managerial role (strong managerial skills required), with several years in a programme management role.
  • Solid experience managing an office, and managing/capacity building both national and expatriate and partner staff.
  • Ability to deal with and build the capacity of duty-bearers such as ministries, LNGOs and other local authorities,
  • Extensive practical experience working with all steps of the project cycle management (needs assessments, proposal writing and development, implementation, monitoring, reporting and evaluating).
  • Previous work experience in direct assistance (cash, voucher, in-kind), livelihoods, protection and community services.
  • Excellent English language skills, both written and spoken.
  • Excellent interpersonal skills and demonstrated ability to establish effective and team and external relations.
  • Expatriate experience in a minimum of 2 different contexts.
  • Familiarity with EU-ECHO, DFID and US donor guidelines.

Ideally you will also have:

  • A Master’s degree in one of the above fields
  • Post graduate management qualifications
  • Working knowledge of Arabic and/or Turkish is a strong advantage.
  • Previous DRC experience is a strong advantage.

Ukraine: Cash Coordinator, Ukraine DFID Consortium

We are looking for a highly qualified professional with strong experience in Substantial experience in humanitarian/development work focused on Cash transfer programming, expertise in Monitoring and Evaluation (M&E) for Cash Based Responses (CBR), demonstrated knowledge and understanding of approaches and tools for undertaking market analysis, experience in collecting and analysing information on cash based responses. The Cash Coordinator plays a central role in coordinating the MPG Technical Group to set-up and implement the MPG component of the Consortium, while ensuring harmonisation and adoption of best practice. The Cash Coordinator is mandated to streamline the design, development and implementation of cash based responses while working to develop standards, harmonise approaches and ensure best practices are adhered to. The Coordinator will be responsible for leading the group forward through capacity building, best practice and shared learning within the technical group.

Who are we?

DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.

The Danish Refugee Council (DRC) has responded to the humanitarian crisis in Ukraine by re-entering the country in the autumn of 2014 and launching emergency humanitarian assistance for internally displaced persons (IDPs) in Berdyansk (Zaporizhia Oblast), Mariupol (southwestern Donetsk Oblast) and Dnipropetrovsk city (Dnipropetrovsk Oblast). In the de facto Donetsk People’s Republic, DRC provides emergency support for conflict-affected persons. The specialized unit of the Danish Demining Group (DDG) has a national mine risk education (MRE) programme based out of Severodonetsk. The representative office is located in Kyiv.

By March 2015, a total of 1,133,728 persons were displaced due to conflict in eastern Ukraine. The vast majority of internally displaced persons (IDPs) currently reside in five eastern oblasts including Luhansk, Donetsk, Kharkiv, Dnipropetrovsk, and Zaporizhia (source: OCHA, March 2015). The conflict continues to remain volatile with violations of the ceasefire reported regularly between January to March, while the humanitarian situation continues to worsen – particularly in the non-government controlled areas (NGCAs). According to humanitarian actors, access to benefits and services in these areas have been cut off for several months, contributing to a worsening situation for people living in the area. By the middle of March 2015 a total of 5,943 people were killed and 15,309 wounded in the conflict area.

The objective of the proposed intervention aims to address to the first two strategic objectives in the 2015 Ukrainian Humanitarian Response Plan: 1) Responding to the protection needs of displaced and other conflict affected people; and 2) Provide life-saving assistance and ensure non-discriminatory access to essential service for displaced and other conflict affected people. Details: Multipurpose grants (MPGs) will target extremely vulnerable households in five oblasts that face exposure to negative coping strategies and associated protection risks with immediate relief to secure basic needs and maintain a minimum of economic security. Consortium partners will use the same beneficiary criteria that was developed and agreed by the UN emergency shelter and NFI cluster. Criteria will continually be re-assessed, taking into consideration social-economic and protection considerations scored against protection and livelihood feedback from consortium members and the clusters. Furthermore, the MPGs will provide flexible, immediate financial support to meet a variety of emergency needs, recognizing that the lack of access to income and depletion of assets can exacerbate protection concerns through increasing dependence on negative coping strategies and increase psychosocial distress.

The Ukraine DFID Consortium is composed of 5 agencies (DRC, Save the Children, NRC, PIN, and HelpAge), led by Danish Refugee Council/Danish Demining Group (DRC/DDG). A dedicated Head of Consortium and direct program staff reporting to this position will head the consortium. Consortium members will work within an agreed governance structure, including a steering committee, technical working groups (protection and cash-based assistance), and the MPG structure. Represented by senior management from each partner agency, the steering committee will provide strategic oversight and jointly manage risks as well as undertake fundraising and advocacy on behalf of the consortium. The technical working group (TWG, comprising operational, technical and monitoring & evaluation staff from each of the individual agencies will review project implementation (including regular financial reviews, undertake joint monitoring and data analysis, provide quality assurance and ensure harmonization of approaches.

Duties

Lead MPG coordination through the MPG Technical Group

  • Plan, chair and document monthly technical group meetings. Coordinate technical sub groups in response to emerging technical working group needs (see Structure for guidance).
  • Follow up with MPG technical leads to ensure compliance with their specific roles and responsibilities, and with Technical Group TORs.
  • Review all relevant literature (guidelines, M&E tools, assessment tools, training materials, lessons learnt and SOPs), adapt to develop context specific guidance documents and tools and support other members in using these tools.
  • Provide technical guidance to all relevant stakeholders where required. This includes a capacity building output (training/workshop) within the first 2 months of beginning the work.
  • Represent the Consortium in relevant sector working group meetings, with the donor communities and other external forums – particularly the Cash Working Group.
  • Engage with coordination bodies addressing cash based responses in Ukraine; coordinate with other counterparts to share learning and efforts towards developing standards and harmonized approaches.
  • In coordination with the Head of Consortium, engage with donors on cash issues related to the Consortium, and share information with members accordingly. Disseminate information on compliance and risk concerns from donor perspective specific to the Ukrainian contexts (GCAs and NGCAs). Facilitate the development of a common risk mitigation approach if requested.

Information management and reporting

  • Analyse data and produce monthly reports on the MPG component of the Consortium programme, based on data gathered through Consortium MPG technical leads.
  • Alongside the MPG markets technical lead (Save the Children), maintain the Consortium market monitoring system and produce monthly reports on market functionality and elasticity to be shared with the humanitarian community.
  • Update and maintain the Consortium information-sharing platform as it relates to the cash component.
  • Alongside the MPG M&E technical lead, aggregate PDM data from members and produce analytical reports to inform cash transfer programming.
  • Facilitate information sharing among members, particularly in relation to best practice, through technical presentations, technical trainings etc.

Research and advocacy

  • Advocate in the Cash Working Group for market based programming where considered most appropriate based on evidence, including using a minimum expenditure basket to determine transfer values.
  • Provide information for liaison with donors, government and other stakeholders to facilitate funding opportunities for cash learning and interventions.
  • Alongside members, develop and lead Consortium learning agenda and identify funding opportunities if necessary.

Developing standards and harmonising approaches

  • Alongside the MPG M&E technical lead, work with members of the Consortium to develop and encourage the use of standardised indicators and tools for the MPG, and ensure these are viewed with a gender and protection lens proposing necessary revisions to integrate gender and protection.
  • Alongside the MPG technical leads, support the development of standard operating procedures for cash transfer programming technical areas (see “MPG Structure).

About you

To be successful in this role you must have University degree in international relations, management, human rights, social science or related field;

  • A graduate degree in an appropriate technical field (economics, humanitarian assistance).
  • Substantial experience in humanitarian/development work focused on Cash transfer programming (minimum 3 years).
  • Expertise in Monitoring and Evaluation (M&E) for Cash Based Responses (CBR).
  • Demonstrated knowledge and understanding of approaches and tools for undertaking market analysis
  • Experience in collecting and analysing information on cash based responses.
  • Practised presenter of information to an external audience and in conducting trainings.
  • Excellent coordination skills such as ability to liaise with various agencies/individuals, organise events, prioritise work and ensure a smooth flow of information and an environment of cooperation and information sharing.
  • Excellent analytical skills with ability to influence decision makers.
  • Ability to work independently and to work with people located in different geographic locations and in other organisations.
  • Excellent spoken and written communication skills in English, Russian skills an asset.
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
  • Experience working in the Ukrainian context / post-Soviet region would be an asset.

We are looking for an experienced and knowledgeable Country Director to lead our Syria in one of the world’s largest and most complex emergencies.

Who are we?

DRC is a leading protection agency and has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief programmes. DRC has seven country programmes throughout Iraq, Lebanon, Syria, Jordan, Turkey, Libya and Tunisia.

DRC Syria became operational in 2007 as a response to the influx of Iraqi refugees. Since June 2012, DRC has dedicated our focus to assist the conflict affected Syrian population and has become one of the largest INGOs in the Syrian Arab Republic. The operation is conducted in close cooperation with the Syrian Arab Red Crescent and other key national and international partners.

The program strategy for the emergency activities is Emergency protection / NFIs as well as Shelter and Rehabilitation. The strategic focus on durable solutions and improved livelihoods is promoted out of the DRC Community Centers and this has become complimented by an increasing attention to more imminent protection needs. The mission thus provides legal and social counselling; PPS and outreach activities to displaced communities. Finally, DRC provides education including Risk Awareness in close coordination with the Ministry of Education.

Duties and Responsibilities

The Country Director will lead and manage DRCs operations of estimated 30 million USD in this highly volatile yet sensitive environment to promote the most effective relief and protection to the conflict and displacement affected population inside Syria. The Country Director will have the overall responsibility for the day to day management, programming, implementation, fundraising and continued development of DRC’s programme in Syria. More specifically, the Country Director will:

  • Represent DRC within Syria to partners, donors and duty bearers, and to promote an optimal operational space for pursuing DRCs strategic priorities in coordination with all relevant entities.
  • Set the strategic direction of DRC operation in Syria in consultation with the Regional Director and in line with the corporate strategic direction and interests.
  • Ensure that the programme is organized and managed in order to pursue opportunities while at the same time operate in compliance with minimum requirements and relevant guidelines.
  • Responsible for the timely and efficient implementation, management and reporting on the resources entrusted DRC in Syria by our donors and partners.
  • Overall responsible for risk management and especially for the safety and duty of care for national and international staff.

The CD reports to DRC Regional MENA Director based in Amman. Due to the strategic and extraordinary circumstances around DRCs presence in Syria, the Country Director should expect to be in frequent contact with the senior management in HQ.

Operating and working in Syria brings with it a number of risks and special responsibilities both on behalf of DRC and the individual staff member to promote ensure their duty of care responsibilities. DRC has an extensive safety setup at all levels, but all staff members are required to review and self-assess whether being prepared to accept such risks, live in a stressful environment and take such responsibilities for one self and ones colleagues.

About you

To be successful in this role you must have:

  • Minimum 6 years of management experience in emergency contexts for a humanitarian agency.
  • Demonstrated security management experience; familiarity with remote management necessary.
  • Ability to motivate and guide staff working in a complex and unpredictable conflict environment.
  • Proven experience working with protection issues within the context of refugees and IDPs. Experience from the Middle Eastern context a strong advantage.
  • Solid experience with financial management, human resource development and logistics.
  • A strong ability to collaborate, network and negotiate with Local partners; Governments, UN, donors and other NGOs including proven experience in developing fundraising strategies.
  • Relevant educational background (e.g. political science, international development, economics).
  • Strong analytical, negotiation, advocacy and communication skills.
  • Ability to work under pressure and to meet deadlines in a changing and insecure environment.

You must be able to work in English, while the ability to also do so in Arabic will be a distinct advantage.

DRC Iraq has been assisting the Iraqi displaced and Syrian refugees since 2003. DRC presently has some 200 national and 40 expatriate staff in Iraq. DRC is looking for a highly qualified Safety Advisor for its programmes in Iraq. Under the direct supervision of the country director, in close cooperation with the Senior Management Team (SMT) and supported by the Regional Safety Advisor, the incumbent is responsible for the implementation of the DRC Risk Management System in Iraq with a strong focus on mentoring and enabling national safety staffers.

Duties and Responsibilities

Pursuant to Chapters 19 & 20 of the DRC Operational Handbook, the safety advisor will:

  • Mentor national safety advisors in Iraq and enable them to implement DRC’s safety risk management system
  • Undertake and support others to undertake safety risk assessments and facilitate the implementation of mitigation measures
  • Provide guidance to national safety officers with regard to the safety level system
  • Tutor national safety advisors on the subject of reporting by fostering the use of the SIR data base and advance analysis products, in particular access-focused assessments
  • Drive scenario developments for Iraq and place emphasize on humanitarian implications
  • Evaluate access prospects for new operations and facilitate programme access/continuity through the provision of informed advice
  • Support the Senior Management Team (SMT) in all safety-related issues, particularly in cases of emergency, and be a standing member of the incident management team. Assist with the implementation of the CIMP (Critical Incident Management Plan) by office/location and act as surge capacity in case regional emergencies demand so
  • Based on an assessment of training needs develop, support, facilitate and/or deliver safety trainings to all staff members and partake in regional training initiatives

About you

  • To be successful in this role you must have the following qualifications:
  • University degree in relevant discipline (political science, peace & conflict studies, history, etc.)
  • Minimum five years spent with a humanitarian/development actor
  • At least four years INGO/IO safety management experience with a proven ability to develop and implement effective and contextualized protocols and systems
  • No less than three years work experience in volatile contexts and conflict-ridden environments

Who are we?

DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Libya/Tunisia, Jordan, Syria, Iraq, Lebanon, Turkey and a Regional Office (RO) in Amman. DRC has 17 offices and about a thousand staff members across the MENA region.

DRC is presently leading a Consortium of five international NGOs in response to an anticipated funding opportunity through the European Union aiming to support the self-reliance, resilience and social stability of displacement-affected communities hosting Syrian refugees in the Middle East. The proposed intervention is focused on activities in Lebanon and Jordan in its first phase.

Duties

  • Coordination with Consortium partners and serve as chair of the Steering Committee;
  • Development of the Consortium intervention strategy and Theory of Change;
  • Oversee planning, programme design and delivery of Consortium objectives, and budgets;

Somalia: Area Manager - Somalia

Background

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Horn and Africa and Yemen (HOAY) operation focuses mainly on Somalis who are affected by displacement, but also oversees programmes for internally displaced in Kenya, Yemen and Ethiopia. DRC aims to create a synergy between the different humanitarian aid and development projects in the HOAY – both in terms of geographical coverage and types of activities implemented in support of refugees and populations displaced or otherwise affected by conflict, consequences of climate change and natural hazards in the region.

DRC’s mandate is driven by three global strategic objectives within the DRC Assistance Framework: Saving lives and alleviation of immediate suffering among people affected by conflict, Safeguarding, restoration and development of livelihoods, and, Institutional and organisational change that contributes to protection of people’s rights and peaceful handling of conflict.

DRCs current regional objective is to support and strengthen a regional protection framework for displacement affected communities throughout the Horn of Africa and Yemen. HOAY have developed a programme framework specific for the current context in which all projects and programmes contribute. These key sectors include Protection, WASH, Food security and Livelihoods, Shelter and NFIs.

DRC strives to be one of the leading displacement focused INGOs in the Somalia region in terms of relevance, impact and quality. Currently, focus is shifting from emergency programming to an increased pursuance of durable solutions and sustainable livelihood strategies for the displaced populations as well as building better strategic, programmatic and operational coherence and synergy across the wider Somalia region.

PURPOSE

The Gedo region Area Manager’s prime objectives will be to provide leadership and strategic management with a view to position DRC as the leading INGO in Gedo on protection and promotion of durable solutions; oversee the strengthening of DRC’s programme development, quality and accountability framework and be a pro-active partner in the Somaliland strategic and programme development process in close collaboration with the Country Director; Deputy Country Director, other AM colleagues and senior programme staff and advisors,

The AM supervises all the senior management team for Gedo including the Finance coordinator, project staff and other support staff. The Gedo operation currently includes Doolow Gedo and Dobley field offices. Currently there are approximately 10 DRC staff working in Gedo.

KEY RESPONSIBILITIES

Strategic management and development

Contribute to the local and regional program strategy and assist in the development and implementation of pillar projects according to the SPD and Somalia operational strategy. Tasks include:

a) Lead strategy development, context analysis and set annual plans, implementation and monitoring for Gedo programme,

b) Play a leading role in annual program portfolio analyses,

c) Develop Gedo strategic initiatives, d) manage strategic partnership and support fundraising and donor contract management.

Program Development and Quality Management:

Responsible for Somaliland programme quality including monitoring evaluation and learning, accountability, partnerships, alliances, communications and programme cycle management, including:

a) Ensuring DRC policies, standards and approaches are met in programmes,

b) Ensuring quality checks of projects, proposals & reports against organizational and donor standards,

c) Ensure internal and external reporting is completed on-time and to organizational and donor standards,

d) Ensuring all staff have work plans which are in line with strategic priorities,

e) Epply performance management systems, and f) ensure standard approaches and learning across programmes and contribution to Somalia learning initiatives

Safety and Security:

With technical support from the Regional/Assistant Regional Security Advisor and Safety Liaison officer, responsible for ensuring programs are delivered in a safe and secure manner pursuant to Operational Handbook Chapters 19 & 20, and that all reasonable steps are taken to ensure duty of care to staff. Tasks include:

a) Eork to ensure that security management protocols and procedures are updated, made locally relevant and applied consistently,

b) To be overall responsible for ensuring security analyses and safety risk assessments are being done collectively and regularly,

c) Ensuring that risks to staff, beneficiaries and assets are mitigated through a deterrence, acceptance, protection and program-enabling lens, and

d) Ensure compliance to MOSS standards and improvement plans in all field offices

Funding, Grant and Finance management.

Responsible for achieving program compliance with quality and accountability commitments. Key actions include:

a) Maintain excellence in area level Donor liaison, fundraising and proposal development,

b) manage area level fiscal function and performance, ensuring compliance to policies of risk management and that all risks are managed within Somaliland,

c) Ensure agreed standards and indicators are being met across programmes

d) Ensure timely country reporting to Country,

e) Ensure area internal and donor reports are to the appropriate organizational and donor standards, and

f) Eanage area level finances and master budgets, monitor financial input at area level is to organizational and donor standards, and ensure compliance to internal and external standards

Human Resources and Support Services Management:

Oversight of the HR/Admin, Finance and Logistics teams to ensure effective support for program needs. Tasks include:

a) Ensure implementation of HR policies and procedures at area level and compliance with recruitment and performance management policies,

b) Ensure effective Performance management and development of staff,

c) Ensure consistency and legal compliance with Somaliland requirements,

d) Ensure that support services are adapting and responding to programmatic needs,

e) Play a very active oversight role in sensitive areas, such as recruitment, discipline and complaints handling) eensure compliance and roll out of DRC brand and use in all communication media, and

f) Support country level media, digital and corporate communication strategies and initiatives to help DRC achieve its organisational goals,

Reporting Arrangements

The post holder reports to the Country Director of Somalia. The Area Manager will supervise senior programme and support staff based in Gedo region.

Background

DRC is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict affected territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance activities.

The Danish Refugee Council (DRC) runs a regional programme in West Africa focusing on border areas between Liberia, Côte d’Ivoire, South East Guinea, Mali and Burkina Faso that includes protection and emergency interventions as well as rehabilitation and recovery activities.

The programme currently has a regional office located in Abidjan-Côte d’Ivoire as well as coordination offices located in Ouagadougou (Burkina Faso), Bamako (Mali), N’Zérékoré (Guinea) and Monrovia (Liberia). The programme receives funding from DANIDA, EC, ECHO, NOVO, SDC, UNHCR, WFP and UNICEF along with private contributions with a portfolio of around US$ 15 million. Presently the programme is employing approximately 30 expatriate employees and 400 local staff.

Purpose

DRC strives to be one of the absolute leading displacement focused INGOs in West Africa in terms of relevance, impact and quality. To that end, DRC is currently engaged in an organizational development process aimed at building more solid strategic, programmatic and operational coherence and synergy across the region.

In close collaboration with the Regional Director and DRC regional senior programme staff and advisors, the incumbent’s prime objectives will be to provide leadership and management of the strategic programming aspect of this process, oversee the strengthening of DRC’s programme development, quality and accountability framework and coordinate DRC’s regional engagement in protection and migration issues.

The RHoP is part of DRC’s Regional Senior Management Team and has direct line-management of the Regional Grants Management Manager/Officer, the Regional M&E Manager/Officer, the HAP Regional Team and the Programme Development Section.

The RHoP is expected to have senior level management experience and a demonstrable successful track record of organizational development and resource mobilization, to be able to conceptualize and articulate DRC’s vision and to have the strong oral and written communication skills required to translate the vision into action.

Experience and understanding of refugee and displacement issues in the region and/or from other similar complex protracted displacement situations is an advantage.

Specifically

  • To conceptualize and articulate DRC’s vision and translate that vision into action across the West Africa region
  • To establish a high performing programme team that supports and facilitates the building of a cohesive and transformative regional programme
  • To work as part of DRC’s Senior management Team (SMT), refining, developing and improving operational approaches, compliance and systems, supporting the Regional Director to build and deliver the most effective and sustainable interventions

Key Responsibilities

Strategy Programme Development. Collaborate with the RD to develop the regional strategy and related processes, the context analysis and the SPD and identify key regional strategic initiatives. Ensure DRC’s country programmes are guided by a consistent, updated regional strategic framework that promotes a right based approach to the displacement challenges in the region.

Policy coordination. Play a key role in promoting DRC as a main actor within protection and migration issues in the region, through coordination activities and interaction with key players such as donors, relevant NGOs, and government counterparts.

Donor, grant and relationship management.Work with the RD, the CDs and others to ensure high quality donor and stakeholder relationships and compliance.

Programme Development & Quality Management

  • Ensure the implementation of a regional programmatic strategy through a cross border and community based approachWork with the Regional Director, the CD’s and the protection teams to strengthen the Protection sector in WA and to define the strategic directions of DRC’s protection programming; update the regional protection framework.
  • Coordination and leadership of protection activities based on the DRC’s WA strategy and cross border approach across five countries, including management and trainings.
  • Work to integrate the protection and cross border approach into the programme; work with the Sector Coordinators and Managers to ensure that all programmes are contextually appropriate and that they consider and apply protection principles to their activities.
  • Ensure that global policies, standards and approaches are met in all regional and country projects/programmes, ensuring the quality of projects, proposals & reports against organisational and donor standards of operation,
  • Develop an Advocacy Strategy with donors as well as with government authorities at the local, regional and international levels.
  • Ensure appropriate programme development, technical, communication and advisory support is available to country and regional programmes, in line with organizational priorities

Being operational in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in South Central. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH and Shelter.

The Iraq programme presently employs about 320 national staff and 40 international staff, but is expanding in responds to the current emergency through funding from various donors.

Roles and responsibilities:

  • Develop/update and implement monitoring and evaluation plans for all DRC Iraq projects in collaboration with program and project managers.
  • Assist the project managers and field staff in implementing and following up the monitoring and evaluation plan.
  • Develop and implement DRC Iraq accountability plan.
  • Coordinate the design and implementation of accountability systems for DRC projects working closely with Head of Offices and Programme Managers.
  • Build the capacity of staff to plan and implement effective accountability systems for the country programme.
  • Do ongoing progress and output monitoring and impact assessment on project
  • Coordinate with field staff to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary data.
  • Link with data and grants management tools developed to collect information and profiling. Support team to use these tools on all projects activities levels. (Excel, SPSS, online tools…)
  • Assist field team in using monthly reports and planning templates.
  • Organize, participate and collect field data and process / analyse this data.

  • Undertake field trips and do physical observation on on-going projects.
  • Assist in the development of reporting templates
  • Develop an M&E work plan and ensure its implementation.
  • Guide the regular sharing of the outputs and the M&E findings with projects staff and implementing partners when need be.
  • Capacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needs.
  • Review the questionnaires developed for the assessments by the field team.

Your profile

Essential qualifications:

  • A bachelor’s degree in relevant field (development, finance, social research preferable with a focus on monitoring and evaluation as well as compliance issues)

Essential experience:

  • Minimum of 3 years of work experience within the field of monitoring and evaluation;
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies;

Safety Environment

While the safety situation in broader Iraq remains volatile, safety in the KRI remains relatively secure. While there has been no direct threats to International NGOs or their expatriate staff care must be taken when traveling. The stability in the KRI allows for substantial freedom of movement. The position

DRC-DDG South Sudan is currently undergoing a management restructuring and the role of Deputy Country Director (DCD) Operations is new, so you will be able to set your own mark in developing the potential of this challenging and multi-faceted position.

Your responsibilities and tasks

You will provide leadership to, and supervise senior managers responsible for: Finance; HR & Administration/IT; and Procurement & Logistics, ensuring overall compliance with policies, strategies, systems and procedures. As a member of the Senior Management Team you will, together with the Country Director, DCD Programmes, DDG Programme Manager and Safety Adviser, support the overall management of the organisation to achieve our strategic objectives.

Key responsibilities and tasks include:

About the job

Under the guidance of the Country Director, the Emergency Coordinator will contribute to the achievement of DRC’s humanitarian and emergency objectives in CAR and responsible for the overall planning, development and implementation of the Emergency Response & Preparedness Project (ERP) in CAR

Duties and Responsibilities

  • Develop steps and procedures in the planning and implementation of the ERP projects in accordance with donor agreements, implementing partners, and internal and external policies and procedures and ensure that activities are in line with budget lines and limitations
  • Monitor, evaluate and suggest changes and improvements in programme and materials based on observations and discussions with the ERP staff and the CD
  • Provide the CD with relevant documents, and channel issues; communicate, exchange information and co-operate with both relevant internal and external actors to ensure an internal integrated approach and to mobilise external intervention.

  • Ensure that performance objectives are met and reported upon, and that field reports are produced on time and to the required standard.

Background

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC seeks to protect refugees and internally displaced people (IDPs) on the basis of humanitarian principles and human rights in general and to promote long term solutions to the problems of forced displacement. The Horn of Africa and Yemen region includes operations in Somalia, Kenya, Ethiopia, Djibouti, Yemen and Uganda and is based on the displacement axis of Somalis, South Sudanese as well as mixed migration flows.

The Somalia programme is the largest programme in the region, with over 20 field bases, approximately 275 staff, a team of senior technical staff, and a broad portfolio of programmes. Programmes range from emergency response activities (shelter/NFI, protection, livelihoods, and WASH, livelihood and food security, and community development programmes.

Purpose

The Deputy Country Director, reporting to the Country Director, will provide leadership and oversight of Danish Refugee Council’s programming across Somalia and is instrumental in donor engagement, liaison and fundraising. DRC Somalia. The DCD will contribute to strategic planning and lead in management of all technical experts within the Somalia programme. The incumbent will oversee and coordinate programmatic issues related to quality and delivery with a focus on program sector integration and collaboration. The DCD is responsible for high quality and accountable programme design and delivery. In DRC, the DCD retains a high degree of autonomy, within a clearly defined regional strategic framework.

The Deputy leads the development of new programming strategies and program reporting. He/she has a close working relationship with the CD and the Head of Finance and Administration as part of the executive management team. The below list of responsibilities is not exhaustive but other tasks maybe required to adapt to operational needs.

Management Responsibilities

  • As Head of Programmes, provides leadership in the design, delivery and quality of DRC Somalia programme.
  • Has the responsibility for managing and developing staff under his supervision and ensuring that the DRC values are in cooperated in the leadership and upheld.
  • Serves as member of the SMT, including supporting the Country Director (CD) to lead the SMT toward the achievement of common goals, and, at times, serving as the Acting Country Director in the absence of the CD.
  • Work closely with the Head of Programme for DDG to ensure complementarity of action and enhance synergies between the program sectors as appropriate.
  • Supports the development of in country expertise in each sector as well as supporting the agenda for capacity building of national staff.
  • Responsible for ensuring that the program is donor compliant and respects DRC accountability principles.

Fundraising and New programme development

  • Assist with development of new programmes and activities as required to respond to critical needs or for strategic development of programme.
  • Support fund raising from traditional and new donors and especially OFDA, ECHO, UN agencies and other sources’
  • Support opening of new strategic locations for program expansion.
  • Support the CD in fundraising through Consortia approach.
  • Facilitate the technical teams to come up with a fundraising strategy for Somalia.

Programme Strategy:

  • To contribute to the Somalia programme strategy, within DRC’s overall country and regional and global strategic frameworks. Tasks include:
  • Ensures all staff understand the regional and global frameworks,
  • In collaboration with RO, manages a consultative process for local strategy development, plays a leading role in annual programme portfolio analyses,
  • In collaboration with the CD is responsible for fundraising and donor contract management,
  • Responsible for the coordination of quarterly meetings, project kick off and closure meetings, and the Annual Review and
  • Facilitates synergy between DRC and DDG program activities.

Programme Delivery:

  • To be responsible for delivering a high quality and accountable programme in Somalia. Tasks include:
  • Ensuring the local quality assurance systems are developed and followed,
  • Providing staff with direction and input and prioritize technical expertise according to programme needs,
  • Ensuring timely implementation and reporting,
  • Ensuring all programmes have work plans which are in line with strategic priorities,
  • Consulting with AMs and advise them on timely implementation of programs.

Quality and Accountability:

  • To be responsible for achieving programme compliance with the organisational quality and accountability commitments. Task include:
  • With RO and Country programme, ensure that Programme Handbook is presented to all staff,
  • lead process of developing and updating local HAF and Quality Management System (QMS),
  • enabling programme reach compliance with HAF/CHS and follow QMS,
  • ensure complaints handling mechanisms are in place for all programmes,
  • promote accountability concepts and practices amongst humanitarian community
  • supervise and prioritize M&E and learning section activities to ensure effective quality monitoring and evaluation for DRC Somalia programmes
  • Support program teams in ensuring learning across the programs and replication of best practices.
  • support to ensure that all programs are complying with standards and procedures in terms of HR and Administration; Safety; logistics, procurement and financial accountability

Representation Coordination and Stakeholder management.

  • To ensure that DRC maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities, the humanitarian community and donors. Tasks include:
  • representing DRC at relevant and senior forums/ meetings such as donor meetings, fundraising forums, HCT, field donor meetings,
  • ensuring other senior staff under your supervision staff are appropriately representing DRC at relevant forums/ meetings,
  • maintaining agreed profile of DRC at country/ programme level,
  • conducting regular stakeholder analyses to ensure that DRC has good understanding of dynamics/ relationships in Somalia,
  • Representing DRC Somalia in strategic forums on behalf of the CD,
  • Engaging in coordination processes amongst key stakeholders particularly national and regional authorities and donors for Somalia). Taking lead in specific donors namely UNHCR, OCHA, UNFPA and GIZ.

Advocacy and communication.

  • To lead the team’s advocacy in all DRC’s key and agreed messages. Tasks include:
  • With Country programme and RO, preparing a programme advocacy and communication strategy,
  • Guiding staff to advocate clearly, appropriately and strategically.
  • Support the CD in the development of communication materials, including brochures, case studies as well as press releases.

Capacity Building

  • Ensure that staff are continuously developing their ability to fulfill their job descriptions as well as the organisational requirements. Task include:
  • With Country programme HoFA and RO, preparing a capacity building strategy and action plan,
  • Securing resources to enable capacity building,
  • Implementing a variety of capacity building techniques,
  • Ensure EPRP training is carried out in all program locations and updated annually
  • Review relevancy of requested training among the program staff.

Background

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Horn and Africa and Yemen (HOAY) operation focuses mainly on Somalis who are affected by displacement, but also oversees programmes for displaced populations in Kenya, Ethiopia, Djibouti, Uganda and Yemen, responds to the South Sudanese affected by displacement within the region, and regional mixed migration flows. DRC aims to create a synergy between the different humanitarian aid and development projects in the HOAY – both in terms of geographical coverage and types of activities implemented in support of refugees and populations displaced or otherwise affected by conflict, consequences of climate change and natural hazards in the region.

DRC’s mandate is driven by three global strategic objectives within the DRC Assistance Framework: Saving lives and alleviation of immediate suffering among people affected by conflict, Safeguarding, restoration and development of livelihoods, and, Institutional and organisational change that contributes to protection of people’s rights and peaceful handling of conflict.

DRC is currently scaling up programming in Djibouti to respond to the Yemen response, including protection, livelihood and WASH programming. In Yemen, DRC programmes continue where possible and include Protection, WASH, Food Security, shelter, MRE, and community driven development and safety programmes.

Purpose

This role will lead or coordinate the set up or scale up of emergency response logistics functions and responsibilities and will supervise and manage logistics staff, under the supervision of the Yemen Head of Finance and administration. To establish procurement and logistics systems for the Yemen response, in close cooperation with the Yemen Country Director.

  • Provision of technical support, monitoring, and oversight to all procurement and logistics activities in Yemen response, ensuring compliance with DRC and donor regulations
  • Ensure standardization of procedures and policy in Yemen through support, guidance and training of all new logistics/procurement and programme staff, and in coordination with colleagues involved in the Yemen response.
  • Provide capacity building support and advice on procurement and logistics matters as required to both Yemen Country programme.

Key Responsibilities

  • Ensure adherence to DRC Operational Handbook policies and procedures in all areas relating to logistics and procurement through monitoring and support visits, review of reports, and day to day liaison with field based colleagues
  • Provide technical advice to managers and other colleagues on logistics policies and procedures, and feed into budgeting and planning processes as required
  • Report against key performance indicators related to the logistics function, and feed into quarterly reports to Regional Logistics and Procurement Manager and CD on the overall performance of the logistics function
  • Establish standard processes and formats for all documents relating to logistics that are contextualized as needed, in line with the DRC Operational Handbook

The position

The main responsibility of this position is to represent and organise DRC-DDG in South Sudan and to make us a leading international humanitarian organisation in terms of quality assistance, advocacy and visibility.

Duties and Responsibilities

Overall responsibilities are in the areas of: external relations; supervision/management; organization of operations; strategy development; programmatic support; grants management; financial administration; HR; and safety, including:

  • Daily leadership, supervision and capacity development of staff.
  • Leading the strategic and programmatic direction of DRC-DDG in South Sudan.
  • Representing DRC-DDG within South Sudan to partners, donors and duty bearers, and promoting an optimal operational space for pursuing our strategic priorities in coordination with all relevant entities.
  • Ensuring the programme is organized and managed to enable pursuit of opportunities while at the same time operating in compliance with minimum requirements and relevant guidelines.

​**Reporting lines**

The CD reports to the Head of Unit for South Sudan at DRC’s Headquarters in Copenhagen. The following positions currently report directly to the CD: Head of DRC Program, Head of DDG Program, Head of Finance, Procurement & Logistics Coordinator, Human Resources Advisor and Safety Advisor.

DRC-DDG South Sudan is currently undergoing a management restructuring in which a Deputy CD Programmes, a Deputy CD Operations, the DDG Programme Manager and the Safety Adviser will report to the CD, with the five positions forming the Senior Management Team.

About you

To be successful in this role you must have:

  • Minimum 10 years of senior management experience with a humanitarian agency;
  • In-depth knowledge of and experience working with displacement issues of both internally displaced persons and refugees and related international standards/frameworks;

Our respective programmes in Afghanistan, Pakistan, Iran and Tajikistan are integral parts of the regional strategic approach to Afghans displacement. Long-standing conflict and frequent natural disasters have caused massive displacement in the region over the past more than 30 years, affecting millions of people. More than three decades of violent conflict, insecurity and continuous political upheaval has resulted in millions of Afghans fleeing the country for protection in neighboring countries, mainly Pakistan, Iran and – to a lesser degree – Tajikistan.

Danish Refugee Council’s operational presence is established along the displacement axis with DRC country offices in Kabul, Peshawar, Tehran and Dushanbe and several field sub-offices in Afghanistan and Pakistan. In addition, DDG and DACAAR’s long-standing presence in Afghanistan provide the background of DRC's response to Afghan displacement and presence in the region. As a result of the highly volatile security situation and fluctuating crisis scenarios, DRC carries out a comprehensive set of activities reflecting specific local needs and conditions, focusing on improving protection, livelihoods and emergency response capacity and partake in repatriation support along the entire displacement axis in Afghanistan, Pakistan, Iran and Tajikistan.

Your responsibility

DRC’s regional approach to Afghan and Pakistani displacement is continuously being consolidated and further conceptualized and you will as our new Country Director feed into this strategic process in close cooperation with the Regional and HQ offices.

The CD will report to and be under the supervision of the Regional Director.

Most essentially you will:

  • Maintain and further develop DRC’s programme in Afghanistan in line with the regional strategy;
  • Represent DRC in Afghanistan with partners, donors, local government, and other actors as needed including non-state actors;
  • Be responsible for the safety and security of all DRC employees and DRC’s operation in Afghanistan;
  • Maintain and further develop financial, human resource and administrative procedures;
  • Contribute to the continuous development of DRC’s regional strategy processes.

Your overall tasks

  • Overall management of the operation and programmes and direct line management of the senior management team in Afghanistan, including recruitment, coaching, capacity building and conduction of appraisals of senior staff;
  • Provide active leadership in the development of DRC Afghanistan’s Strategic Programme Document ensuring that it clearly defines the operational context and optimises the impact of DRCs programmes
  • Design and lead DRC’s representation profile and active participation in relevant coordination, network and advocacy activities such as HCT, clusters, ACBAR, donor meetings and other forums as needed;
  • Provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements;
  • Overall responsible for the Afghanistan programme security ensuring staff adherence to safety & security DRC protocols;
  • Design the Results Contract annually in line with the Regional Strategic Programme Document and report on it quarterly, incorporating adjustments as needed;
  • Ensure adherence to the ICRC/NGO and DRC Code of Conduct and promote the implementation of the DRC Values' Compass.
  • Lead the process of closer integration and develop joint operations with DRCs mine action entity, the Danish Deming Group DDG.

Your qualifications

You have auniversity degree in international relations, management, human rights, social science or related field; and a minimum 7 years professional work experience within international humanitarian/development work

In addition you have:

  • Good understanding of displacement issues of both internally displaced and refugees and related international standards/frameworks; particularly in the Afghan context
  • Solid programme development experience;
  • Extensive experience in representation and networking;
  • Excellent analytical and strategic skills;
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
  • Excellent negotiation, advocacy and communication skills;
  • Professional fluency in written and spoken English;

Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Egypt, Jordan, Lebanon, Syria, Turkey and Iraq.

Being operational in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in South Central. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH and Shelter.

The Iraq programme presently employs about 320 national staff and 40 international staff, but is expanding in responds to the current emergency through funding from various donors.

Roles and responsibilities:

The Consultant will be responsible for the development of capacity amongst DRC staff, WASH staff and duty bearers in the delivery of hygiene promotion primarily in three refugee camps in Erbil Governorate, as an integrated part of water and sanitation programming in the Kurdistan Region of Iraq (KRI) and neighbouring areas. This will include the design and delivery of advocacy materials, presentations and modalities of implementation focused on Hygiene Promotion as part of a WASH toolkit that may be applied also to non-camp settings during an emergency response or during the recovery phase of assistance.

Specific objectives include:

  • To define indicators and means for assessing the impact of Hygiene Promotion activities in the target locations;
  • To enable participants to acquire knowledge and practical skills in the use of participatory Hygiene Promotion tools;
  • To develop an Action Plan and Workplan for implementation of Hygiene Promotion activities in Qushtapa, Basirma and Kawergosk refugee camps;
  • To develop a flexible and adaptable toolkit for Hygiene Promotion for use in a variety of contexts.

Activities include:

  • Assess the existing mechanisms and effectiveness of Hygiene Promotion in DRC’s WASH programming in a variety of contexts and humanitarian responses, in parallel with other WASH activities;
  • Identify key staff for participation in training of trainers (ToT) to deliver awareness training sessions focused on: basic body hygiene; food hygiene and the contamination cycle; importance of safe/protected water sources; safe water storage; and prevention/elimination of WASH related diseases.
  • Provide input and guidance to the structuring and integration of Hygiene Promotion activities in refugee camps as well as in other emergency and recovery operations;
  • Develop and verify Hygiene Promotion material (IEC material), with detailed strategies/modalities and indicators for effective implementation/dissemination;
  • Develop the capacity of DRC staff, incentive workers and duty bearers in Hygiene Promotion as part of overall WASH programming, through ToT and other training and awareness sessions (including CHAST, PHAST);
  • To develop an action plan for the implementation of hygiene promotion activities in 3 refugee camps in Erbil Governorate;
  • Develop toolkits for implementation of hygiene promotion activities in camp and out-of-camp emergency responses with scale up to recovery assistance.

Other duties:

  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with DRC Code of Conduct, HAP and other key documents.

DELIVERABLES

  • Report based on assessment(s) of current Hygiene Promotion structure and activities in DRC Iraq’s WASH programming, with recommendations and action plan [softcopy, English];ToT training focused on Hygiene Promotion for delivery to DRC staff, hygiene promotion monitors and duty bearers (including on-the-job training during active Hygiene Promotion sessions) [softcopy, English and Arabic];
  • Action plan and workplan for implementation of Hygiene Promotion activities in refugee camps [softcopy, English];
  • Create a toolkit for Hygiene Promotion that can be used in camp and non-camp settings at both emergency and recovery phases of humanitarian response, and as part of an integrated approach to WASH programming [softcopy; English and Arabic]

Qualifications and Experience
Essential:

  • University degree in water and/or sanitation, public health or other relevant background.
  • Several years’ professional work experience in WASH projects, specifically in managing Hygiene Promotion activities and projects (required).
  • Proven experience in designing and conducting participatory training (PHAST, CHAST), assessments and developing reports, action plans and workplans.
  • Proficiency in spoken and written English and Arabic is essential.
  • Strong organisational and interpersonal skills, and proven ability to work in a complex multicultural environment.

Desirable:

  • Experience working with or for NGOs and/or UN agencies, particularly international humanitarian organisations in refugee / IDP contexts (e.g. camps).

The Project Assistant will support the Project Officer to conduct trainings for adolescents and youth in line with related grants and outputs. The training forums are focused on life skills development, resilience and child to child methodologies.

Key Responsibilities:

Communications and Information Services/Products:

Background

Danish Demining Group (DDG) is the Humanitarian Mine Action department of Danish Refugee Council (DRC); a humanitarian INGO providing support to displaced and conflict-affected populations in more than 35 countries.

DDG has been present and operational in south Iraq since 2003 with a broad Mine Action portfolio - Technical Survey, Battle Area Clearance, Explosive Ordnance Disposal, Mine Risk Education and capacity building of local NGOs and national authorities. Since January 2015, the activities are relocated to central Iraq and KRI to meet the needs of the Iraqi IDPs and Syrian refugees.

Purpose

The Operations Manager (OM) has the primary function of ensuring that the highest technical standards are maintained in MA and that DDG works in line with local, international and DDG procedures. S/he is also responsible for the proper implementation of the Armed Violence Reduction (AVR) portfolio.

The OM will contribute with ideas and technical input to donor proposals, develop detailed plans for the implementation of activities in close liaison with the national authorities (such as NMAA and UNMAS), ensure that operations are adequately staffed with well-qualified personnel, monitor all field activities through regular visits to project sites, and prepare appropriate reports for various audiences.

Management

The Operations Manager (OM) reports directly to DDG’s Country Director in Iraq. MA Technical Field Managers and AVR Project Managers will report directly to the OM; the exact number is TBD but around 3 staff in total. At times, a Medical Coordinator will deploy to the program for a fixed-term period, during which s/he will also report to the OM.

Specific duties

a) Operations Management:

Ensure the highest possible standards of safety and security are maintained in all operations.

Take responsibility for daily management and supervision of the operational mine action activities.

Plan, monitor and evaluate all aspects of MA activities.

Oversee the planning, monitoring and evaluation of all AVR activities by AVR Project Managers.

Ensure that the prioritisation set by the National Mine Action Authorities (NMMA), UNMAS, and the donors are taken into consideration in the planning of operational activities.

Manage, monitor, and supervise the MA Technical Field Managers and AVR Project Managers, ensuring that they carry out their duties and responsibilities in accordance with their job descriptions and as tasked.

Monitor and analyse productivity achieved and recommend methods and practices to enhance productivity, ensuring cost effective operations to be conducted in the program.

Lead the planning and monitoring of training and competence building of national employees within the operational part of the program, with a specific objective of nationalization of posts.

Support the Support Functions, especially the Logistics Manager, in developing plans for meetings the supplies, communications and transport needs of the field teams.

Report the operational outputs to DDG’s Copenhagen HQs on a monthly basis, based on input from Technical Field Managers and Project Managers.

b) External Relations:

Liaise with Mine Action authorities, and other organisations active in demining.

Support and advise DDG’s CD in Iraq in operational matters and ensure that accreditation of operations is achieved and maintained the authorities.

Support with strategic planning and implementation of all MA and AVR projects.

Contribute to the writing of donor proposals and reports and assist the HoP in donor liaison when required.

Develop a professional collaborative relationship with national authorities and other agencies involved in mine action, conflict prevention and other fields of interest, including development agencies.

c) Other:

Serve in the joint DRC-DDG Senior Management Team.

Maintain and develop Standard Operation Procedures (SOP) and implement changes in the programme accordingly.

Deputise for DDG’s CD as in-country representative for DDG, as required (at times DRC’s Head of Programme can cover this task).

Required qualifications

  • Minimum 5 years’ previous experience in humanitarian mine action and full understanding of its technical requirements.
  • IMAS EOD 3 qualifications and previous work experience as an Operations Manager.
  • Proven management experience, gained in a range of settings.
  • Experience with accreditation to IMAS standard.
  • Proven record of training national staff and ability to train and mentor national counterparts.
  • Experience of working in insecure environments.
  • Diplomatic, patient and persistent.
  • Fluency in written and spoken English.
  • Good knowledge of Word and Excel.
  • Willingness to embrace and further develop overall objectives such as gender equity, impact monitoring, and cross-sector cooperation.

Desirable qualifications

  • Previous working experience in a similar context to Iraq.
  • Knowledge of logistics systems.
  • Knowledge of safe weapons storage and management.

Conditions

Duty station: DDG Erbil, KRI, with daily work at MA tasks and AVR project sites. This is a ‘non-family duty station’ and applicants must be prepared to live and work in an unstable security environment with limited recreational and social facilities, particularly when working in field locations.

Contract: 12 months with a possibility for extension, subject to funding and performance.
