Who are we?

Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq.

Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations.

About the job

The DRC Iraq program is managed out of Erbil and supports country-wide humanitarian activities out of three hub offices: Erbil, Dohuk, and Baghdad. The country program manages a portfolio of 40+ current grants and an expected annual turnover of 40+ million USD. DRC works in multiple sectors, with project ranging from short-term emergency response to multi-year early recovery and stabilization. These activities are supported by over 600 national and international staff.

In close collaboration with the Iraq Country Director, the Program Development team, and Head of Program/Deputy Country Director, the Senior Finance Manager’ prime objective is to promote optimal and accountable usage of resources. The SFM coordinates support to and ensures supervision of the country programs to ensure that DRC’s operations are characterized by quality, consistency and compliance in lines with DRC country, regional, and global strategic priorities, guidelines, and requirements.

The SFM is expected to have senior level management experience and a demonstrable successful track record of organizational development and resource mobilization, be able to conceptualize and articulate DRC’s vision, and have the strong oral and written communication skills required to translate that vision into action.

The SFM will work closely with the head of the Finance department in each hub-office (Erbil, Baghdad and Dohuk) and will regularly visit those offices to audit the processes and documentation while reinforcing the cooperation with those offices.

Duties and Responsibilities

Finance

With the support of the (senior) finance officers, ensure the existence and maintenance of accurate and timely Financial and Compliance Management. This includes overall planning, budget and control of expenditure for shared operational costs, but also coordination of budgeting and expenditure related to program implementation:

· Supervision, audit, and controlling the implementation of corrective actions related to the DRC standards for operations. This includes supervision of all financial reporting and financial procedures for DRC and implementing partners, including donor reporting and audits, cash flow and liquidity management, legal framework, and reporting relations to national authorities

· Technical line-management of the heads of the Finance department in each hub-office (Erbil, Baghdad and Dohuk)

· Ensure that payments and associated actions are in accordance with DRC requirements and national law

· Facilitate and analyze the Master Support Budget, country level budgets, and monitor costs and resource allocation needs

· Ensure compliance with and adherence to DRC policies, guidance, and handbooks; donor/auditor requirements

· Develop and implement trainings to develop the finance and other teams capacities

· Update and share general financial and administrative procedures, relevant policy issues, etc.

Reporting & Other

· Work closely with the Project Development Unit and the other support departments to ensure that donor’s requirements are known and shared

· Ensure that timely and quality project financial reports are provided internally and externally on time according to donor and DRC requirements

· Document support activities and developments and integrate lessons learned into program development

· Participates to the development and update of internal tracking systems (risk matrix, result contracts..)

· Serve as a member of DRC Iraq’s Senior Management Team (SMT)

· Serve as acting Country Director when requested / needed

· Flexibly carry out other tasks and responsibilities, as requested by Country Director, to ensure the effective management and operations of the country program

About you

To be successful in this role you must have:

Essential qualifications and experience:

·Advanced University Degree in Finance; Logistics/HR and other qualifications a plus

·Minimum 5 years of relevant experience (including 3 years at senior management level) in international emergency and/or post-conflict settings

·Demonstrated ability to effectively manage support functions in a large country program with multiple operational hubs and cost centers

·Demonstrated familiarity and experience with requirements of key humanitarian donors

·Experience in negotiating and advocating with government authorities and donors

·Able to manage a large financial turnover and mitigate risk in a systematic manner

·Experience of risk management, including fraud mitigation and investigation.

·Experience in organizational development and implementation of policies regarding staff, code of conduct, anti-corruption measures, and transparent management.

·Interpersonal and staff development capabilities

·Ability to work in a deadline-driven environment and undertake a proactive approach

·Strong experience in working with national partners and local authorities

·Able to lead and mentor teams in a result-oriented and system-sensitive approach

·Excellent communication skills

·Excellent written and spoken English required; Arabic an asset.

·Willingness to follow security policies and procedures.

Greece: Team Coordination Officer (of Roving Cultural Mediators)

Introduction

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in 40 countries around the world.

DRC’s mandate is driven by three global strategic objectives within the DRC Assistance Framework: Saving lives and alleviation of immediate suffering among people affected by conflict, Safeguarding, restoration and development of livelihoods, and, Institutional and organizational change that contributes to protection of people’s rights and peaceful handling of conflict.

Background

DRC has been operating in Greece since December 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island. In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece.

Purpose

Under the supervision of the Attica Field Protection Manager, the Team Coordination Officer of Roving Cultural Mediators (TCO-RCM) will be responsible for the coordination of the movements and scheduling for a team of roving cultural mediators who accompany and interpret for vulnerable refugees who need to access medical and other services in the Greek public sector. The TCO-RCM will work closely with the Protection Monitoring Teams, the on-site medical actors at the various camps, and other stakeholders who request this service. The position is primarily office-based but with occasional visits to the sites and hospitals to provide further support and quality control as needed. The TCO-RCM serves as the direct Line Manager of a team of eight Roving Cultural Mediators.

Duties and Responsibilities

Responsibilities will include, but not necessarily be limited, to the following:

· Coordinate the movements and scheduling of appointments for all Roving Cultural Mediators (RCM)

· Allocate the RCM as requested based on language, gender and availability upon receipt of the relevant referrals and follow up on the status of their appointments (completed, cancelled, rescheduled)

· Coordinate the financial, logistical and other arrangements for the transportation and accompaniment purposes, in compliance with DRC standards and procurement procedures

· Serve as a focal point between the RCM, the Protection Monitoring Teams in the field, the Field Protection Manager and other actors;

· Develop and implement an orientation plan for new RCM; ensure that they have a clear understanding of their roles and responsibilities and that they perform their duties

· Liaise directly with external and internal actors to ensure that all the accompaniments are scheduled correctly and handled appropriately

· Responsible for handling the RCM’s administrative and HR matters and address any changes in shifts in a timely manner, so as not to affect the scheduled appointments of the beneficiaries

· Ensure and maintain all data and reports up to date as well as timely reported

· Conduct administrative duties as required

· Ensure that all RCM understand and comply with DRC Code of Conduct and protection standards of confidentiality, neutrality and impartiality

· Directly supervises the team of the RCM and motivates them

· Assign tasks to the RCM and facilitate when needed dedicated activities at the site only if no appointments are scheduled.

· Ensures the team is trained and seeks development opportunities

· Regularly organizes and attends team meetings.

· Coordinate with protection team to facilitate access to public services

· Provide appropriate and relevant information to RCM in regards to refugee and migrant rights in accessing services, provide any new development that will facilitate their access to public services within Greece

· Monitor and analyse trends in the field where RCM are working, in the fields of access to public services and health system in Greece for management, programme and advocacy purposes

· Any other duties, as assigned by the Field Protection Manager.

Required Qualifications

· University degree in a relevant field (social sciences, administration, etc.)

· Minimum 1-3 years working experience in a humanitarian / refugee context; previous working experience with international NGOs will be considered as a strong advantage

· Very good command of verbal and written English and Greek

· Proven track record of staff management, especially of a mobile staff

· Strong computer skills (Word, Excel) and ability to manage basic Excel databases

· Strong professional ethics

· Understanding and sensitivity to the needs of people from a variety of backgrounds and cultures

Skills & Qualities

· Highly organized and able to respond effectively to rapidly changing conditions and competing deadlines with minimal supervision

· Excellent interpersonal and teamwork / team-building skills

· Ability to prioritize and manage multiple, completing demands with time constraints

· Strong initiative and self-motivated, with a commitment to teamwork and humanitarian principles

· Knowledge of Greek public services, particularly hospitals, would be a great advantage

Terms and Conditions

The contract will be under the Greek Labor Law, and all allowances will be provided to the employees (Christmas, Easter, Vacation bonus).

DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance.

DRC has been operating in the West Africa region for over 15 years, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) Guinea, Liberia, Ivory Coast, Mali, Burkina Faso, Niger, Nigeria and a Regional Office (RO) in Abidjan. DRC has 17 offices and more than 500 staff members across the WA region.

DRC increasingly works in the domain of “mixed migration”, a notion that acknowledges the complexity of today’s migratory flows, where people of distinct backgrounds, with diverse and changing legal statuses move along similar routes and often face similar protection concerns (abuse, trafficking, etc.). DRC has set up the Reginal Mixed Migration Secretariat West Africa (RMMS WA), which collects data, produces in-depth analysis and supports policy and programming in the mixed migration domain. THE JOB

The Trainee (Mixed Migration) will support the West Africa Regional Mixed Migration Secretariat (RMMS) Coordinator on a number of activities in the region. Based in Abidjan, Ivory Coast, the post will be part of DRC’s wider work in the WA region. The RMMS WA coordinator is primarily based in Dakar, Senegal, managing the trainee remotely.

Duties and responsibilities

  1. Draft and consolidate the Mixed Migration Monthly Summary and Map for West Africa based on a thorough analysis of the available information
  2. Liaise with DRC country Offices as needed to collect information for the Monthly Summary
  3. Liaise with DRC Regional Office and Country Offices regarding the implementation of the 4Mi project as needed.
  4. Assist in the development of Concept Notes and other material as requested by the RMMS Coordinator
  5. Proofread and edit documents produced by RMMS in English
  6. Support research-based initiatives through research and analysis, particularly analysing the data collected through DRC’s 4Mi Project.
  7. Support the administration and project management of RMMS WA
  8. Support in other tasks as requested by the RMMS Coordinator

KEY REQUIREMENTS

Essential:

  • Completed Master’s degree in international relations, political science, development, human rights or international law
  • Experience of working or interacting within an international policy environment, preferably in the field of migration/refugee
  • Knowledge of contemporary trends related to migration and displacement.
  • Experience in analysis, including working with statistical data analysis tools such as SPSS
  • Ability to work independently and as part of a team under remote supervision
  • Excellent English writing skills and at least basic French communication skills (fluency in both languages will be an asset)
  • Experience in working with graphic/layout programms such as Adobe
  • Self-starting and responsible personality, striving for excellence, able to work under remote supervision
  • Previous experience in West Africa is an asset

Evaluation of BPRM Supported project - Promotion of a protection environment that strengthens Syrian refugee and Iraqi returnees, IDPs and host community members self-reliance and access to basic services and targeted assistance

WHO WE ARE

Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization founded in 1956 and working in over 30 countries in the world. In 2003, following the advent of military operations in Iraq, DRC was one of the first organizations to provide humanitarian assistance, opening an office in Diyala and soon after in Basra. Since then, DRC has been implementing programmes to improve the protection and promotion of durable solutions for displacement-affected populations in Iraq.

With support from BPRM, DRC is implementing protection activities in 9 governorates (Erbil, Duhok, Kirkuk, Baghdad, Diyala, Kerbala, Najaf, Babylon, Anbar) governorates whose overall goal is to promote self-reliance of displacement affected communities while supporting access to basic services and providing assistance to address the protection concerns of vulnerable individuals.

EVALUATION OBJECTIVES

The overall objective of this evaluation is to review DRC’s BPRM supported protection project focusing on the implementation strategy used, key achievements, challenges and lessons learnt. This evaluation is expected to contribute to increased protection of displacement affected communities we serve by formulating an understanding of what has worked well and what the challenges have been in the current project and in the current context, along with recommendations for improvement. This will inform programming decisions for this project as well as inform overall protection responses in DRC Iraq. The evaluation will focus on the following evaluation criteria: relevance, integration, and effectiveness

SCOPE OF WORK

The main tasks of this consultancy include but are not limited to the following activities:

• Carry out a desk review of relevant project documents and the different sources of secondary data.

• Develop an inception report detailing evaluation design and methodology, tools, workplan schedule and budget to carry out the whole assessment. Include a sampling and data collection design where necessary.

• Conduct data collection, analysis and reporting using appropriate tools and approaches.

• Prepare a draft evaluation report and share with DRC for comments and feedback.

• Conduct a debriefing session with DRC Iraq to present key findings of the evaluation.

• Submit a final evaluation report to DRC Iraq, including all raw data, original field notes for all in-depth interviews conducted.

DRC Iraq has sole ownership of all the final data and any findings shall not be reproduced or shared without the express written permission of DRC.

EVALUATION METHODOLOGY

The consultant will design an appropriate evaluation methodology based on a firm understanding of the expectations of the terms of reference as well as consultations with DRC Iraq Monitoring and Evaluation and Protection departments. The evaluation methodology should use a multi-method approach to data collection to provide both the qualitative and quantitative picture as well as provide the much needed triangulation. The methodology should include desk studies and field visits. The field visits should include interviews with target groups (beneficiaries, PoC, local leaders and authorities, local and International NGOs and donor representatives). The methodology should also make use of protection minimum standards and humanitarian principles as key reference standards for the evaluation process

COVERAGE

The evaluation will cover all nine governorates where the project is being implemented, but field visits of the consultant will be limited by both security and visa restrictions.

TIME-FRAME

The evaluation is expected to commence on August 1, 2017 and will take a maximum of 10 days which includes desk review, preparation, data collection, and report writing.

CONSULTANT PROFILE

The Consultant is expected to meet the following criteria in order to be eligible for this work:

• A protection specialist with extensive work experience working in and evaluating protection interventions in emergency and fragile contexts.

• At least 10 years evaluation experience in the protection sector and preferably in the Iraq context.

• Sound knowledge of protection approaches with a strong emphasis on fragile and displacement contexts.

• Sound knowledge and experience of the Middle East context, preferably the Iraq context.

• Strong knowledge and experience of designing evaluation approaches for protection of refugee and IDP focused interventions.

• Sound knowledge of evaluation approaches for emergency and recovery programmes

• A good understanding of principles, legal and policy issues around protection of vulnerable displacement affected populations, especially women and children.

A demonstrated high level of professionalism and an ability to work independently and in high pressure situations under tight deadlines.

About the job

Finance/Procurement and Administration Manager (FPAM) will supervise and ensure that support functions (finance, logistics procurement, fleet, warehousing, administration and human resources) in DRC’s Tikrit meet programme requirements and are carried out in an effective and accountable manner according to DRC policies and procedures.

Duties and Responsibilities

• Provide guidance and technical support to managers of different support functions in Tikrit Office

• Ensure that logistics and procurement functions are conducted in a timely manner and according to DRC policies and regulations

• Monitor and support the finance functions at Tikrit field office level to make sure that adequate funds are available at all times and that all transactions are properly processed and documented

• Establishing and maintain internal financial and administration procedures compatible with the country’s law, the organization’s internal regulations and donor requirements;

• Work with the Project Managers in budget preparations, revisions and follow ups

• Ensure Compliance of all processes with DRC Internal Regulations, Donor requirements and the local legislation;

• Provide support to the Tikrit HR department, ensuring that DRC HR policies and procedures are clearly understood and are followed

• Ensure payments to suppliers and recurrent expenditures are made in a timely manner with the appropriate authorisation;

• Ensure that the organization and donor compliance is mainstreamed

• Ensure that inventory and assets lists are maintained and regularly updated in coordination with logistics department in Baghdad

• Conduct on-the-job training to field staff as necessary and induction/training for new field staff

• Assist in the preparation of budgets and budget revisions for new and existing projects for south-central Iraq

• Build capacities of DRC expatriate and national staff in DRC policies and regulations relating to support functions

• Other activities as requested by Head of Field Office, Deputy Director or Country Director.

About the job

The Logistics and Procurement Manager has the overall responsibility for leading, coordinating and overseeing DRC logistics and procurement function/activities in the assigned DRC area of operations.

Duties and Responsibilities

Planning and Operation

  • Implement sustainable and robust procurement and logistics systems for the efficient and effective delivery of operations in the area of operations following DRC’s operational handbook
  • Ensure the timely implementation of recommendations and improvements indicated by the Senior Logistics Coordinator or requested by the Head of Office
  • Develop procurement plans in collaboration with the Project Managers
  • Ensure efficient and timely ordering of all items procured to ensure timely access to necessary goods and services for the area of operation, including through delivery to point of distribution as necessary
  • Ensure compliance with donor requirements, rules and regulations relating to logistics, particularly in relation to local procurement and anti-corruption measures
  • Liaise with the Head of Office and other managers in the area of operations on all logistics issues to ensure that all bottlenecks to delivery are overcome;
  • Represent DRC at Logistics Cluster Meetings in area of operations
  • Ensure that the asset register and inventory items for the Area of Operations are up-to-date at all times;
  • Ensure that the warehouses in the area of operations are operated in an effective and efficient manner, with timely disbursement of materials as requested
  • Ensure that the fleet management requirements are actioned on a monthly basis;
  • Provide input for project proposals and budgets as requested;
  • Build procurement and logistics capacity with the Logistics Team in area of operations
  • Ensure that all relevant non-logistics staff (particularly including programme and finance staff) are trained on logistics procedures;

Organisation, administration and personnel management

  • Overall responsibility for the management of the procurement and logistics team in area of operations, including oversight in distribution activities
  • Oversee the observance of the DRC Code of Conduct within the procurement and logistics department, ensure that logistics staff fully understand what corruption is and are trained at least once a year on the detail of the Code of Conduct and anti-corruption measures;
  • Ensure that all suppliers and logistics staff are aware of the procedures to whistle-blow for corruption and other breaches of the Code of Conduct.
  • Ensure that all suspicions and allegations of corruption are reported to the Head of Office immediately, unless the Head of Office is alleged to be involved, in which case suspicions and allegations should be reported to the country director.
  • Ensure that a training and professional development plan is developed for all staff in the logistics team;

About you

To be successful in this role you must have:

  • Bachelor’s degree in relevant field.
  • Minimum 5 years of logistics and supply chain experience gained in developing countries
  • Excellent communication skills – verbal and in writing
  • Excellent inter-personal skills and proven ability to negotiate with a wide range of people (internally and externally)
  • Ability to adapt to the complex and stressful working conditions of the area of operations
  • Experience in international humanitarian work and refugee and/or IDP complex emergencies
  • Experience with managing teams and providing technical guidance and training
  • Experience in capacity building of national staff, and in convening and facilitating trainings and workshops.
  • Fluency in English, Arabic is a plus

Jordan: Analyst - Durable Solutions Platform

Who are we?

The search for durable solutions to the protracted displacement stemming from the Syrian crisis is a key humanitarian and development necessity for the Middle East and North Africa (MENA). This search for durable solutions is a regional, cross-border issue and demands a multi-sectorial response that goes beyond the existing humanitarian agenda. The discussion around the options and rights of the displaced are highly politicised.

DRC, IRC, and NRC have recently established the Durable Solutions Platform (DSP). The objective of this platform is to generate knowledge and promote dialogue and strategic programme approaches to the long term future of Syrian refugees and internally displaced people based on international best practice and principles for preparing and supporting durable solutions for people in displacement.

The platform’s work consists of research, stakeholder engagement, advocacy and liaison with civil society. The platform’s research assists NGOs in setting joint programmatic principles and strategies, continue advocacy work, develop guidance on mechanisms for cross border programming, and take this common approach for leverage with donors and stakeholders.

The platform consists of a small team and is hosted by the DRC regional office in Amman, Jordan.

About the job

The analyst will lead on selected research projects, design data collection and initiate analysis for the durable solutions platform:

Duties and Responsibilities

Research (70%):

  • Lead on research projects related to refugee and IDP displacement patterns in Syria and neighbouring countries
  • Develop research proposals, methodological frameworks and data analysis plans, using both qualitative and quantitative research methodologies
  • Provide technical support to the development of training modules as part of the platform’s civil society capacity building programme
  • Provide support to the design and organization of seminars, workshops, and conferences on durable solutions
  • Develop research reports, briefing papers and fact sheets

Representation (20%):

  • Develop and maintain a network of analysts among the INGO community and UN agencies

Qualifications

Greece: Shelter Officer (Electrical) - National Contract

Introduction

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in 40 countries around the world.

DRC’s mandate is driven by three global strategic objectives within the DRC Assistance Framework: Saving lives and alleviation of immediate suffering among people affected by conflict, Safeguarding, restoration and development of livelihoods, and, Institutional and organisational change that contributes to protection of people’s rights and peaceful handling of conflict.

Background

DRC has been operating in Greece since December 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island. In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece.

Purpose

The Shelter Electrical Officer will be responsible for effectively coordinating, implementing, and ensuring the quality of DRC shelter and WASH programmes related to Electrical aspects at multiple sites across the Attica, Larissa and Thessaloniki region. With close support from the Shelter/WASH advisory team and the responsible Shelter/WASH Coordinator of each area, the Officer will be assigned as necessary to oversee all technical assessments, reports and monitoring of various projects undertaken by DRC. S/he will work closely with the Shelter/WASH advisory team to ensure that all projects are technically sound and proportionate to the need for humanitarian assistance. Shelter Electrical Officer reports directly to Shelter/WASH Advisory Team Leader.

Duties and Responsibilities

Responsibilities will include, but not necessarily be limited, to the following:

  • Coordinating with Shelter/WASH Advisory Team, Shelter Coordinators and Site Operations staff, visit DRC sites to assess and resolve issues regarding the electrical supply and installations at the Sites.
  • Lead surveys of electrical projects at multiple sites as needed
  • Provide technical (electrical) guidance to ongoing design works by shelter staff
  • Draft TOR’s, technical annexes and BOQ’s and contract requirements for all Electrical Consultants or Contractors to be hired by DRC
  • Coordinate with all external Electrical actors contracted by DRC to monitor works and receive and review all reports
  • As necessary, oversee activity of contractors for any Electrical works related to shelter and WASH maintenance and improvements
  • Develop efficient, safe and technically sound electrical programming based on assessments, consultant reports and Greek standards.
  • Develop a program for periodic electrical assessment of DRC's Sites.
  • Inspect and improve electrical installations in DRC's Sites as needed.
  • Any other tasks assigned by the Shelter Coordinator to support DRC’s emergency response

Required Qualifications

  • University degree in Electrical Engineering.
  • Certification in Electrical Engineering and membership of the Technical Chamber of Greece.
  • Minimum 5 years’ experience as Electrical Engineer on medium to large scale infrastructure electrical projects.
  • Strong verbal and written English skills. Must be able to read and write technical documents in both Greek and English.
  • Strong computer skills. AutoCAD and MS Office experience is required
  • Previous working experience with local or international NGOs will be considered as a strong advantage

South Sudan: SGBV Manager

The SGBV Manager is one in charge of one of the project section at area level. DRC will elevate the GBV protection component into a stand-alone program to be headed by a GBV Manager, under the direct supervision of the Area Manager. He/she will be directly responsible for both activities and personnel pertaining to the DRC’s programming on GBV which includes capacity building and awareness raising activities for community responders, economic empowerment initiatives, psychosocial response, and referral services. He/she will provide daily direction and guidance to project cycle management, proposal development and implementation of activities. The staff complement of the GBV program will include 1 senior national staff supervisor, 4 SGBV prevention officers, 4 SGBV response officers, 6 SGBV assistants, and 1 certified psychosocial counselor.

The GBV Protection Manager is the lead for the DRC in engaging the other relevant actors in the field as well as the focal person for the communication between DRC-Bentiu and the GBV sub-cluster in Juba. Whenever appropriate, he/she will collaborate with other protection and humanitarian actors and work towards mainstreaming GBV protection with other DRC sectors as well as with other humanitarian actors by building capacity, increasing community engagement, and strengthening mechanisms for self-protection by communities.

Main Responsibilities:

Programming:

  • Contributes to the design of protection projects for the Area Office under the guidance of the Protection Coordinator, and responsible for planning and timely implementation of GBV protection activities, ensuring adherence to DRC policies and procedures.
  • At the field Office level, overall responsible for rigorous application of project cycle management standards to achieve program quality in design, implementation and monitoring; for example, strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of DRC presence in the field.
  • Conduct surveys and assessments in new areas to determine GBV protection programming needs and program expansion and produce and disseminate survey/ assessment reports in a timely manner.
  • Contribute to the strategic direction of the DRC Protection sector, in close collaboration with the DRC Protection Coordinator, including, participation in national and cluster level initiating strategy planning as well as field level cluster initiatives.
  • Contribute to the strategic direction of the Area office and country mission through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.
  • Ensure synergy between general protection, GBV protection, and other sectors at Area office level but also across DRC Area programs in the country.
  • Work with the Area manager, Technical Coordinator, Grants Manager and other Program team members to contribute to new project development, including preparation of narrative and budget reports. For technical aspects of the project design, she/he will coordinate with the Protection Coordinator.
  • Lead the team in preparation of detailed Annual, Quarterly and Monthly Work plans and program reviews and the timely and quality preparation and delivery of weekly, monthly, quarterly and annual progress and donor reports.

Budgeting, Budget expenditure and Budget Tracking:

  • The SGBV manager is the budget holder for protection project(s) and shall approve financial and procurement transactions within DRC set guidelines and ceilings and Donor contractual agreements.
  • Develop and update root costing templates and data bases to feed into relevant donor budget lines
  • Compile monthly cash monthly forecasts for the GBV Protection program and track budget expenditures to ensure timely utilization of funds vis aviz work plans, and implementation schedules and adjust budget forecasts when needed.
  • Guide the team in preparation of procurement plans for protection project activities and coordinate with the Area office Logistics personnel for their submission to Juba for procurement and shipment to Field Office.
  • Track procurement plans on weekly and monthly basis and provide feedback to procurement offices at the Area and Juba offices for corrections and adjustments.

Human Resources and Administration:

  • Overall responsibility for managing the Area office GBV protection staff including ensuring positive and collaborative working relationships in line with DRC's Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.
  • Manage and lead the GBV Protection Programme staff in coordination with the relevant support departments at the Area office and Juba. He/she must endeavor to create positive working relationships among the staff towards an effective implementation of project activities.
  • Initiate and take the lead in the recruitment of the GBV protection program staff and, in coordination with the HR department, ensure that competent personnel are recruited for the program.
  • Conduct Performance planning and appraisal for staff, identifying areas for capacity building and training as well as nationalization. Coach and mentor staff-both professionally and competencies. Contribute activity to the evolution of the country office nationalization strategy and policies.
  • Carry out GBV protection staff skills needs assessments, prepare annual capacity building and training plans in consultation with Area manager and HR Officer/Manager and oversee the execution of the plan.
  • Ensure timely and effective staff recruitment and induction processes, and regularly review staffing structures and staff deployment plans ensuring appropriate gender balance, paying sensitivity to ethnic contexts and expanding opportunities for nationalization.
  • Support the HR in ensuring all staff is well versed on the DRC's Code of Conduct, accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse.

Coordination and Representation:

  • Represent DRC and actively participate in various cluster, coordination, and other meetings relevant to GBV protection issues. Liaise with partners, local authorities, and local communities whenever it serves the objectives of the program in the area of protection.
  • Forge strong information and experience sharing relationships with protection teams in other DRC South Sudan locations
  • Perform other relevant duties assigned by the Protection Coordinator or Area Manager.

​About You

Experience and technical competencies:

  • At least 5 years working experience with international humanitarian programs and project management, ideally in displacement situations, of which at least 2 years must be in a foreign country. Previous work experience in South Sudan will be considered an asset;
  • At least 2 years of experience with on-the-ground GBV protection activities in displacement related contexts, management experience and proven management skills.
  • Proven advocacy skills and experience with engagement on protection issues within the humanitarian infrastructure; has knowledge of and experience in engaging the cluster system in IDP camps or coordination mechanisms in refugee camps; experience as a field cluster lead will be an advantage;
  • Experience in project cycle management, including proposal writing, budget management, and donor reporting. Excellent computer and IT skills. Strong communication and writing skills;
  • Strong team leadership and conflict resolution skills; Cultural sensitivity, consensus team building, and adaptability will be considered a strong asset;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • Experience working in security-sensitive environments and enforcement of team security protocols is an asset.Good computer and IT skills and strong communication and writing skills;
  • Ability and willingness to work in very remote and isolated location with limited resources and possible security risks;

Education:

Post- graduate degree in psychology, social work, law, or similar area; Certification as a psychosocial counselor will be an advantage

Uganda: Finance and Administration Assistant

Background

DRC is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

In Uganda, DRC assists the refugees from neighboring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighboring countries as well as to address the sustainable solutions for the refugees. DRC is also the lead of a Consortium (Save the Children, ZOA, and CEFORD) for implementation of an EU Trust Fund project in Adjumani, Kiryandongo and Rhino camp.

Duty Station

This position is based in Arua and will be providing support to the implementation of DRC Program. The job will require frequent travel within the Area.

Position & Reporting Line:

Finance and Administrative Assistant is responsible and reports to the Head of support.

General Objective:

The Finance and Administration Assistant will facilitate the efficient and effective financial/administrative operation of DRC operational office. She/he will ensure compliance with all DRC Operations Handbook Manual (OHB) alongside donor policies, procedures, guidelines and rules.

She/he will seek and receive policy guidance/ instructions and support from Head of Support, Finance and administration Officer on their respective areas of responsibilities.

Specific Tasks:

Finance Roles

· Maintain financial files (physical and soft copies) and records according to DRC Operations handbook.

· Assist with preparation of the budget.

· Implement financial policies and procedures.

· Establish the cash requirements, and maintain adequate cash levels and related cash controls, safe custody of safe keys.

· Ensure weekly cash counts and reconciliations by DRC Operational office are conducted every Friday of the week, reviewed by the Head of Support and filled in Kampala for review by Finance Officer the following Monday.

· Ensure month end cash counts are properly supervised and submitted to DRC Country office in Kampala by 1st of every month.

· Confirm that full accountabilities (documentations) are obtained for all expenditures and validity of claims all financial claims.

· Ensure weekly cashbooks’ preparation with complete documentations for all the projects for review by Project/Finance manager every Friday of the week.

· Ensure transactions are properly recorded and entered into the cash books on a daily basis.

· Maintain and reconcile daily, weekly and monthly cash books and budget follow ups.

· Prepare and reconcile bank statements.

· Ensure that monthly cash books are submitted to Finance Officer 5th of every month.

· Process approved payments of supplier / service provider invoices on the basis of complete documentation.

· Prepare schedules for all taxes withheld or paid on a monthly basis where relevant and submit to Finance Officer for verification before submission to the relevant authorities.

· Assist with the monthly, quarterly and annual DRC and donor reports preparation.

· Supporting Finance and Head of Support to adequately prepare for both internal and independent audits.

· Ensure copies of project files and related documents are submitted to DRC Country office, Kampala for back up storage in both hard and soft copies.

· Keep copies of all documents submitted to DRC Country office in Kampala in file for reference.

  • Supervise scanning of vouchers and supporting documents and sees that proper filing is done in accordance with donor requirements and / or DRC OHB manual.
  • Inform the Finance Officer/Head of support on all financial issues which can affect the execution of the DRC Programmes.

· Ensure the safeguarding of all available funds.

· Prepare Payment Vouchers and review Order Requests in accordance with the approved authority Matrix and running budgets.

· Reconcile the accounts payables.

· Accurately prepare the necessary documents, compile source documents and daily postings of all the paid transactions in the cash books.

· Reconcile the accounts receivables/advances and Issue receipts for all the funds received.

· Prepare and submit staff details including Timesheets to Human Resources Officer for verification and computations.

Administrative Tasks

  • Responsible for efficient functioning of the field offices and Residence compounds in the field.
  • Responsible for the storage and restocking of office consumables (Stationery and Kitchen etc) for field offices.
  • Advice and support the Program Manager or the designate on all administration and premises-related matters within the office.
  • Coordinate and forward to the Administrator all travel requirements local and international and procure travel tickets.
  • Monitor all service contracts (compound, internet etc) and forward renewal contract needs to the Administrator. Ensure related contract payments are done before expiry of contract period.
  • Supervise the office attendant and Guards.
  • Responsible for update of all e files in the back-up hard drive on a weekly basis.
  • Responsible for timely scanning of all vouchers and timely submission to the Kampala office for onward dispatch to HQ on a monthly basis.
  • Support the Administrator in the creation of standard Contracts for Works, Goods and Services in line with local regulations.

About the job

The Field Coordinator, in coordination with the Head of Office of Erbil, has the overall responsibility for timely and quality implementation of the DRC’s operations in the Qayyarah area of responsibility, which includes Shirqat and Hamam-al- (AoR). This includes the hands-on management of administrative and programmatic functions within the AoR.

The Field Coordinator is responsible for the day to day administrative and programmatic activities management of the CCCM project in Qayyarah Airstrip, as well as facilitating the coordination of CCCM, Livelihoods, Cash& Distribution, Protection and WASH activities in the AoR

Under the supervision of the HoO and in relationship with the HoP and the Safety Advisor (SA), the Field Coordinator is responsible to be the internal and external focal point regarding access & liaison with authorities in Qayyarah.

In close coordination with Project Managers, the Field Coordinator contributes to the development of programmatic strategy in the AOR

Duties and Responsibilities

  • Ensure timely and technically sound planning, implementation and follow up activities/projects, including budgets, in the assigned area(s).
  • · Represent DRC before relevant donors, local authorities and coordination bodies in the AoR.

  • In coordination with Erbil Liaison Officer, be the DRC internal & external focal point for access regarding the AoR from Erbil, notably by making sure that all required authorizations had been granted and that all the required staff are put on the authorization, as well as coordination with OCHA Civil-Military (CM Coord).

  • Analyse the specific local humanitarian & security context, needs, gaps, stakeholder, and constraints and anticipate forthcoming movements and displacement-related trends, recommending appropriate adjustments to and expansion of programme activities.

  • Overall management of DRC Qayyarah guesthouse and sub-office in Qayyarah airstrip camp, including management of support staff in those locations

  • Monitor the progress of the CCCCM project against work plans and provide appropriate support to the Camp Manager and other CCCM staff to ensure that work plans are adjusted, as needed, and targets are met.

  • Ensure that M&E practices and tools are applied in the CCCM project, in coordination with the M&E Coordinator.

  • Prepare and maintain up to date work plans and expenditure plan for the CCM project, in line with proposal and budget documents.

  • Monitor staff performance and conduct to ensure compliance with job requirements and DRC policies and values.

  • Monitor the security of DRC staff, assets and operations on the AoR, in coordination with the Head of Office, Safety Advisor and senior country management in Erbil.

About you

To be successful in this role you must have:

  • University degree or higher education relevant to humanitarian programming, or significant demonstrable past professional experience gained through field work.
  • Significant professional or practical knowledge of Shelter, WASH, Livelihoods and Protection strategies, policies and implementation modalities, including of multi-sector and/or multi-location grants.
  • Preferably candidate will have significant experience in CCCM in a coordination position or as a field coordinator in a camp or displacement context

Specific tasks

The Life Skill Assistant is responsible for the following tasks within the framework of DRC standard regulations and operational procedures:

Project Management:

  • Responsible for design, coordination, implementation and contribution to the effective implementation of the adolescent girls project by working closely with the beneficiaries, local authorities and partners working in the area.
  • Responsible for building self esteem and confidence among adolescent girls
  • Facilitate development of self management skills among adolescent girls
  • Building the capacity of adolescent girls to communicate effectively
  • Facilitate adolescent girls and boys to Identify and pursue opportunities for economic empowerment.
  • Facilitate and empower adolescent girls and boys to attain finance literacy skills
  • Sensitizing adolescent girls and boys on self-reliance, ownership and sustainable development.
  • Facilitate adolescent girls and boys to know their human rights and responsibilities
  • Promoting sexual reproductive health among adolescent girls.
  • Prepare a detailed monthly action plan and share with the Life Skills Officer for final review and approval. Identify clearly the specific problems to be addressed by the action and the perceived needs and constraints of the target groups and particularly how the action will provide the desired solutions.
  • Ensure timely field assessment/monitoring visits are conducted on project activities to ascertain the progress, challenges and propose solutions to the same.
  • Monitor the impact of life skills activities against the indicators set in the logical frame work of the project.

Project development, implementation and reporting

· In collaboration with the Arua protection team, she/he will proactively contribute to quality and timely writing of weekly, monthly, quarterly and annual reports.

  • Developing strategies for participatory development of activities to meet the needs of the refugee and host community adolescent girls and boys.
  • Assist the protection team in organizing and delivering trainings and promoting the refugee law on the rights of refugees and other thematic areas.

· Contribute to the daily quality implementation, monitoring and evaluation of adolescents' project and interventions in Arua.

Support management team to:

· Follow up all DRC / DDG Procedures for Security, Finance, Logistics, HR and Administration.

· Uphold DRC’s code of conduct and principles of accountability.

· Any other tasks as may be assigned from time to time.

Logistics /Finance

· Support the protection team to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups.

Purpose and Duty Station.

The Administrative Assistant will give day to day administrative support and will be based in Arua Office, in close collaboration with other HR/Administrative Assistants in Westnile offices focusing on reception, practical arrangements and accommodation in Westnile.

Key Responsibilities

  • Manages assistance to all travelers by ensuring timely accommodation bookings in line with the DRC travel policy.
  • The Administrative assistant controls the central mailing system for Arua Office.
  • The Administrative Assistant is responsible for processing payments to service providers under their docket to be reviewed by the Head of Support for accuracy. These payments will relate to travel and accommodation, utilities (cooking gas, running water, electricity, Garbage and Stan kit)
  • The Administrative Assistant will from time to time be required to take responsibility in office management by ensuring the office environment is clean and conducive.
  • Manages assistance for all guests including staff and all the other stake holders.
  • Manages the central mailing book for West Nile office ensuring that all incoming and outgoing mail is correctly recorded.
  • Maintains an updated contact list as shared by the IT Officer.
  • Organizing and scheduling appointments.
  • Receiving phone calls at the office.
  • Ensures that there is always tea, coffee and drinking water available at the office.
  • Compiles minutes from the Monday morning meetings from all Westnile locations and disseminates a finalized copy by Thursday of every week after the review of the Head of Support, It is the responsibility of the Admin Assistant to follow up with various field sites to ensure that the minutes will be received timely.
  • From time to time give assistance with logistical support to the organization of in-house trainings and meetings ensuring the venue is in order, stationary available, clean/suitable food and refreshments are provided if need be.
  • Manages filing of office administrative documents.
  • Displays necessary notices and memos on the office Notice board as requested.

The Monitoring and Evaluation Coordinator will work closely with the Head of Programmes (HoP) to strengthen DRC Iraq monitoring, evaluation, learning, accountability and information management systems.

Duties and Responsibilities

Monitoring and Evaluation

  • Assist the Programme Development department in developing strong indicators and logical frameworks for new projects
  • Support the Project Managers with the active implementation of their M&E plans, ensure M&E plans are updated timely and M&E findings are in place for all donor reports.
  • Coordinate with field staff to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary data
  • Link with data and grants management tools developed to collect information and profiling. Support team to use these tools on all projects activities levels. (Excel, SPSS, ODK, SurveyCTO…)
  • Organize, participate and collect field data and process / analyse this data
  • Take part and carry out assessments, evaluation and any other form of survey or review of projects
  • Undertake field trips and do physical observation on on-going projects
  • Guide the regular sharing of the outputs and the M&E findings with projects staff and implementing partners
  • Lead the implementation of Information Management (IM) platform and securely transfer large program field data. Support with accuracy of data entered in to the platform and day-to-day management.
  • Capacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needs

About you

Essential qualifications and experience:

  • A bachelor’s degree in relevant field (development, social research preferable with a focus on monitoring and evaluation as well as compliance issues). Master’s degree in relevant field will be an asset.

Greece: Education Cultural Mediator (part time) - National Contract

Introduction

The Education Cultural Mediator will provide support in implementation of Foreign Language Education for Adult Refugee Student project. S/he will coordinate among students who are participating in the program from sites (Schisto, Scaramanga and Elionas) and urban settings making sure they are receiving needed support.

Duties and Responsibilities

Responsibilities will include, but not necessarily be limited, to the following:

Support to students

  • Provide support to students who are attending language classes at University campus, organizing regular (daily/weekly) visits to sites (Schisto, Skaramangas and Elionas) and meetings with students to address ongoing challenges and provide necessary support
  • Disseminate information (roles and responsibilities) among students, making sure they understand their responsibilities and minimum requirements for University course such as regular attendance and absence from the lessons.

Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 50 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations.

About the job

The Protection Cluster Co-Coordinator will work with UNHCR – as the lead agency responsible for the overall implementation of the cluster coordination role in accordance with IASC guidelines on cluster leadership and accountability – to: a) strengthen effective management of the cluster; b) improve the representation of NGOs and other key stakeholders, including civil society organizations; and, c) reinforce the accountability of the humanitarian response towards the cluster’s people of concern.

The Co-Coordinator will work with the designated UNHCR lead to support the management of the National Protection Cluster (NPC) and the Protection Working Group (PWG) for the Kurdistan Region of Iraq (KR-I) in order to ensure that the Cluster, as well as the broader humanitarian effort, are responsive to the needs of the conflict- and displacement-affected population. In contrast to the UNHCR Lead, the DRC Co-Lead will place greater focus on supporting the work of the Cluster’s sub-national and governorate-level bodies, namely to ensure that the coordination effort translates into concrete improvements to the lives of the Cluster’s beneficiaries.

Duties and Responsibilities

Coordination of the Protection Cluster and KR-I PWG

  • Support the participation of partners in the Cluster mechanism by engaging them bilaterally and multilaterally;
  • Support the work of the Protection Sub-Clusters (Child Protection, GBV, Mine Action and HLP) and, in particular, the work of co-leads at the national, sub-national and governorate level.
  • Co-Chair the Protection Cluster meetings, including the Strategic Advisory Group, and the KR-I PWG meetings;
  • Support the UNHCR Lead with respect to engagement in OCHA-lead processes, e.g. Iraq Humanitarian Pooled Fund and contingency planning, and other national coordination mechanisms and working groups set up in Iraq.
  • Support the establishment and maintenance of effective coordination mechanisms and tools, including for the purpose of information and data management in close collaboration with, among others, the Cluster’s Information Management Officer;
  • Support sub-national and governorate level PWGs in the development of governorate-specific tools and work plans and ensure a coordinated protection response to meet the needs of the cluster’s populations of concern;

Accountability to Affected Populations

  • Based on assessed protection vulnerabilities, needs and gaps, develop or update agreed upon response strategies and action plans for the Cluster and ensure that these are adequately reflected in overall country strategies.
  • Ensure that Cluster participants are aware of relevant policy guidelines, technical standards and relevant commitments under international humanitarian and human rights law;
  • Support and build the capacity of the Government to uphold its obligation and responsibilities to protect the rights of affected civilian population in adherence with international and national laws.

Promotion of protection mainstreaming

  • Ensure the integration of protection considerations in sectorial needs assessments, analysis, planning, monitoring and response; ensure gender-sensitive programming and promote gender equality;
  • Ensure that the needs, contributions and capacities of women, girls, men and boys of all background are reflected in partners’ programming.
  • Promote and support training of humanitarian partners and other cluster members to improve mainstreaming of protection into sectorial responses.
  • Support the development and/or harmonization of vulnerability criteria for targeted assistance.
  • Support the GBV Sub-Cluster with respect to its participation in the Prevention of Sexual Exploitation and Abuse (PSEA) Network.

Training and capacity-building

  • Promote and support training of humanitarian partners and other cluster members to improve mainstreaming of protection into sectorial responses;
  • Support and build the capacity of the Government to uphold its obligation and responsibilities to protect the rights of affected civilian population in adherence with international and national law
  • Monitoring, reporting and analysis
  • Support proper reporting on the protection activities and functioning of information management system for the protection cluster;
  • Support efforts to harmonize protection monitoring tools, reporting/vulnerability assessment formats in consultation with cluster member organizations;
  • Support adequate reporting and effective information sharing, with due regard for age and sex disaggregation;
  • Streamline methods to share information including reports with partners, as well as to be submitted to OCHA and UNHCR (including weekly updates, bulletin, website, etc.)

Advocacy and resource mobilization

  • Identify core advocacy concerns for the Protection Cluster through consultative processes, including resource requirements;
  • Contribute key messages to broader advocacy initiatives of the HCT and other relevant actors and support local interventions when violations of international standards and principles occur;
  • Ensure the Protection Cluster’s adherence to international humanitarian and international human rights laws and instruments, the Guiding Principles on Internal Displacement, and other relevant instruments.

About you

To be successful in this role you must have:

  • Post graduate degree in international law, political or social sciences;
  • Excellent understanding of protection issues in mixed emergency situations and detailed knowledge of protection and humanitarian principles, guidelines and laws, as well as the humanitarian architecture;
  • Excellent leadership, coordination, communication, capacity building, planning and analytical skills;
  • Excellent advocacy and representation skills including the development of strong interpersonal relationships to facilitate communication within the cluster;
  • Self-motivated and excellent understanding of protection issues in the country;

Who are we?

The Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people worldwide.

DRC has been actively assisting people and communities affected by the current Syrian crisis since 2011, with programmes in support of Syrians in Lebanon, Jordan, Turkey and Syria.

The DRC Syria programme, operating from Damascus, currently has 10 expatriate staff and more than 80 national employees – some of which are based at the DRC Community Centres located in 6 different areas throughout the country. In addition to this, DRC has a network of more than 250 volunteers supporting DRC’s operations.

About the job

Based in Damascus, the Livelihoods Programme Manager will be responsible for timely and quality management and supervision of all DRC’s activities related to livelihoods, including: livelihood counselling, vocational training, internships, productive workshops, asset replacements and micro-grants.

S/he will provide programmatic and operational oversight for the programme, implemented in DRC community centres, livelihoods facilities, and partner facilities. S/he will manage existing Livelihoods partnerships with Ministry of Education (MoE) and the Syrian Arab Red Crescent (SARC) and local authorities; and explore new partnerships as needed.

S/he will implement a cohesive Livelihoods HR strategy through the rollout of the Livelihoods competency framework, and cooperation with operational colleagues, to ensure a ‘fit for purpose’ field team.

S/he will lead monitoring, evaluation and reporting for the project in close coordination with the MEL Manager, and liaise with DRC grants and programme development colleagues to ensure grant deliverables for the different livelihoods projects.

The key focus of the coming period is application of research findings to existing programme design, systematization of programme information management and beneficiary ‘pathway’ through the Livelihoods pyramid of interventions.

The Livelihoods Manager reports to the Head of Programmes.

Duties and Responsibilities

Strategic vision

  • Refine the livelihoods strategy for DRC in Syria based on research findings and an analysis of the evolving context;

  • Lead the implementation of the livelihoods strategy, including through the development and management of partnerships with key public and private sector actors.

Programme management and activities implementation

  • Ensure compliance with donor requirements and DRC’s administrative, logistical, and financial procedures;

  • Create, refine and execute work plans, spending plans and related systems to ensure that project deadlines are met and targets achieved;

  • Oversee annual, monthly and weekly implementation plan development with team members;

  • Oversee the development of organizational and technical standards operating procedures, training materials for DRC Livelihood staff;

  • Coordinate with programmatic colleagues to ensure joint use of facilities, approach to HR/field staff, and joint programme improvement initiatives are aligned;

Team Management

Grant stewardship and reporting

  • Participate in the production of grant deliverables (narrative reports, results trackers, BFU justifications) in coordination with the Head of Programme, Grant Managers, Programme Development Manager, MEL Manager, Operational teams, and Regional Livelihood Advisor.

Coordination & Representation

  • Promote relations and coordinate activities with other humanitarian actors, donors, UN, civil authorities, SARC, and private sector actors;

  • Establish and maintain relationships with other NGOs, international organizations, government offices, particularly those working in Livelihoods;

  • Actively participate in coordination mechanisms with network partners to ensure information sharing, coordination of interventions and enable meaningful intervention;

  • Function as Damascus Hub Coordinator for the Livelihoods-focused Syria Resilience Consortium, including close cooperation with partner Handicap International.

The Regional Mixed Migration Secretariat

The overall objective of the Regional Mixed Migration Secretariat (RMMS) East Africa & Yemen (EAY) is to support agencies, institutions and forums in the Horn of Africa and Yemen sub-region to improve the management of protection and assistance response to people in mixed migration flows in the Horn of Africa and across the Gulf of Aden or Red Sea in Yemen, as well as other migratory routes from the Horn outwards in northerly, westerly and southern directions. To do this it produces a range of information, research and analysis and participates in the displacement sector in terms of policy debate, policy dialogue and data gathering innovations (the Mixed Migration Monitoring Mechanism initiative, 4Mi).
The Horn of Africa is an important departure point for people in mixed migration flows. Each year tens of thousands of people leave the Horn of Africa and move within the Horn of Africa, in the hope of finding a safer or brighter future elsewhere. Most move with smugglers and the routes used are dynamic and changing.

The RMMS has been hosted and managed by the DRC Regional Office for East Africa and Yemen, in Nairobi. The work of RMMS is guided by Steering Committee, consisting of 8 representatives (one from each of the following: UNHCR, IOM, Intersos DRC, the Swiss Agency of Development Cooperation, the Norwegian Ministry of Foreign Affairs, the EU Delegation to Kenya and IGAD), meeting twice a year to discuss the RMMS activities and work plans.

The Danish Refugee Council (DRC) have recently established a Global Mixed Migration Secretariat (GMMS) with a centralized coordination structure overseeing the different RMMS entities, global 4Mi activities and DRC’s mixed migration strategy in general. The new GMMS is based out of Geneva and has an initial structure of three staff: a Strategic Lead (Coordinator), a Global Specialist Lead, and a Policy and Research Coordinator. The GMMS will be managed and supported by the DRC headquarters in Copenhagen.

Background
RMMS research and analysis products are used by policy-makers and those working with governments and mandated agencies, and RMMS staff are frequently invited to speak and present at high level meetings, conferences and workshops where policy is discussed and considered. However RMMS East Africa and Yemen (EAY) has yet to develop a targeted policy advocacy strategy that actively links the research and analysis to the policy discussions, and there is most likely a missed opportunity if DRC/RMMS does not attempt to engage more thoroughly or more deliberately with policy development.

There is a need to take the data collection, research and analysis by RMMS to the policy-making and policy dialogue level to support various processes that encompass policy development as well as operationalization of responses to mixed migration phenomena. In particular, in the East Africa and Yemen region new opportunities exist to:

  • Contribute to the regional policy development in the Horn of Africa (e.g. Khartoum Process, IGAD RCPs, African Union, etc.)
  • Based on knowledge from the region, contribute to multilateral dialogues (i.e. the Global Compacts on Migration and Refugees, Valletta Process, EU Trust Fund initiatives etc.) by providing policy relevant analysis and recommendations on mixed migration in the Horn of Africa

An external evaluation commissioned by the Swiss government in 2015/16 provided a strong justification for increased engagement by RMMS in regional policy processes, highlighting the need “to further the support to actors in the sector by heightening the research focus on best-practices, solutions, country specific break-down of data and issue/topic specific research [..] helping actors translate the research into interventions and can increase the impact of RMMS” and suggesting RMMS “should develop a clear advocacy strategy. The strategy should focus on how to influence regional actors such as the African Union and IGAD, as well as global actors such as UN agencies and EU. With RMMS regional position they are well-positioned to influence such actors, while conducting national level advocacy would require more presence in the various countries”.

Against this background, RMMS aims to recruit a Policy Advisor and Analyst to strengthen RMMS’s engagement in regional policy development.

Objectives and key responsibilities
Overall objectives:

  • To bridge the gap between research and analysis and evidence based policy development in the East Africa and Yemen region.
  • To provide policy relevant analysis and recommendations on mixed migration in the East Africa and Yemen region.
  • To influence regional policy processes and improve migration policies in the region.

Key responsibilities/tasks of the Policy Advisor and Analyst

  • Map relevant mixed migration actors and identification of specific process, fora, institutions and partners to engage with
  • Identify specific assets, areas of expertise and added value RMMS can offer the policy environment
  • Lead on policy-focused research on mixed migration, through the publication of two policy briefing papers
  • Develop strong linkages between RMMS data collection, research & analysis and policy development and operational responses
  • Develop a policy development strategy for the RMMS EAY to increase its capacity to influence regional and global policy dialogues
  • Develop a work plan for the implementation of policy development strategy (including activities, targeted actors, institutional set-up and objectives)
  • Develop and maintain excellent relations with regional and national stakeholders (e.g. IGAD, AU, national counterparts, etc.) and relevant international actors in the region (UN agencies, donors/embassies, EU, NGOs) and establish new partnerships where relevant
  • Engage and represent RMMS in regional fora such as the Khartoum Process, the IGAD Regional Consultation Process, Regional Committee on Mixed Migration, etc.
  • Organise events that contribute to mixed migration policy development in the region (e.g. roundtables, debates, seminars, research launches, etc.)
  • Contribute to regular RMMS products, such as feature articles on the website, monthly summaries and maps, quarterly and annual trend analysis, etc.
  • Work closely with the RMMS team in Nairobi, relevant DRC staff in the region and the Policy and Research Coordinator of the Global Mixed Migration Secretariat in Geneva
  • Ensure a regular exchange of information with interested donors in particular with regards to policy relevant RMMS activities.
  • Manage any external consultants working on special (research) projects
  • In close cooperation with the RMMS Coordinator (and under the overall responsibility of the Coordinator), bring in new donors to develop a sustainable engagement of RMMS in regional policy development

Reporting Arrangements
• The Policy Advisor and Analyst will be supervised by the RMMS Coordinator. The Policy Advisor and Analyst may have to manage and supervise short-term consultants.

  • Strong analytical and writing skills in English is essential; proven track record of publications on migration;

Who are we?

The search for durable solutions to the protracted displacement stemming from the Syrian crisis is a key humanitarian and development necessity for the Middle East and North Africa (MENA). This search for durable solutions is a regional, cross-border issue and demands a multi-sectorial response that goes beyond the existing humanitarian agenda. The discussion around the options and rights of the displaced are highly politicised.

DRC, IRC, and NRC have recently established the Durable Solutions Platform (DSP). The objective of this platform is to generate knowledge and promote dialogue about the long term future of Syrian refugees and internally displaced people based on international best practice and principles for preparing and supporting durable solutions for people in displacement.

One of the platform’s aims is to raise awareness, organize dialogue and build capacity with Syrian civil society on the subject of durable solutions. For that purpose, the platform is seeking a qualified candidate to lead liaison with Syrian CSOs in the MENA region.

The platform has a small team that is hosted by the DRC regional office in Amman, Jordan. The platform is managed by a steering committee.

About the job

The civil society liaison coordinator is responsible for establishing and maintaining relationships with and support for civil society in Syria and the Middle East, as well as diaspora organisations.

Duties and Responsibilities

  • Lead stakeholder mapping and civil society network building.
  • Focal point and liaison for interaction and coordination with and engagement of Syrian and other regional civil society organisations
  • Support and/ or facilitate Syrian civil society and diaspora work shops
  • Develop a strategy for awareness raising on durable solutions among civil society in the region
  • Assess training needs and develop trainings on durable solutions for Syrian civil society organizations

Qualifications

To be successful in this role you must have:

  • At least 3 years of working in a liaison role, preferably with civil society organisations.
  • Advanced university degree or equivalent in political science, international relations, humanitarian law, migration, Middle East studies or related field
  • Sound knowledge of and exposure to the field of migration, protection, and human rights issues
  • Excellent communication and interpersonal skills and ability to easily establish and maintain relationships with people from a wide variety of backgrounds
  • Experience with civil society work and affinity with civil society capacity building
  • Experience in the MENA region
  • Fluent in Arabic and English.
