Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations.

About the job

The Logistics and Procurement Manager has the overall responsibility for leading, coordinating and overseeing DRC logistics and procurement function/activities in the assigned DRC area of operations.

Duties and Responsibilities

Planning and Operation

  • Implement sustainable and robust procurement and logistics systems for the efficient and effective delivery of operations in the area of operations following DRC’s operational handbook
  • Ensure the timely implementation of recommendations and improvements indicated by the Senior Logistics Coordinator or requested by the Head of Office
  • Develop procurement plans in collaboration with the Project Managers
  • Ensure efficient and timely ordering of all items procured to ensure timely access to necessary goods and services for the area of operation, including through delivery to point of distribution as necessary
  • Ensure compliance with donor requirements, rules and regulations relating to logistics, particularly in relation to local procurement and anti-corruption measures
  • Liaise with the Head of Office and other managers in the area of operations on all logistics issues to ensure that all bottlenecks to delivery are overcome;
  • Represent DRC at Logistics Cluster Meetings in area of operations
  • Ensure that all suppliers and service providers conform with the Code of Ethics;
  • Ensure that all contract payments are processed in a timely manner;
  • Ensure that the asset register and inventory items for the Area of Operations are up-to-date at all times;
  • Ensure that the warehouses in the area of operations are operated in an effective and efficient manner, with timely disbursement of materials as requested
  • Support the finance admin department in finalising inventory lists for donor reports;
  • Ensure that the fleet management requirements are actioned on a monthly basis;
  • Provide input for project proposals and budgets as requested;
  • Ensure that Field Office costs for the office compound are optimised and communicated effectively to the Head of Office and Finance Admin Manager, including suggestions for changes
  • Build procurement and logistics capacity with the Logistics Team in area of operations
  • Ensure that all relevant non-logistics staff (particularly including programme and finance staff) are trained on logistics procedures;
  • Ensure that all new staff in area of operations have received a comprehensive logistics briefing on arrival
  • Ensure that the organisations’ security, financial and human resources policies and practices are implemented in relation to all logistics department staff and activities in area of operations.
  • Support all program activities in logistics related functions (such as delivery of relief items or cash distribution)

Organisation, administration and personnel management

  • Overall responsibility for the management of the procurement and logistics team in area of operations, including oversight in distribution activities
  • Oversee the observance of the DRC Code of Conduct within the procurement and logistics department, ensure that logistics staff fully understand what corruption is and are trained at least once a year on the detail of the Code of Conduct and anti-corruption measures;
  • Ensure that all suppliers and logistics staff are aware of the procedures to whistle-blow for corruption and other breaches of the Code of Conduct.
  • Ensure that all suspicions and allegations of corruption are reported to the Head of Office immediately, unless the Head of Office is alleged to be involved, in which case suspicions and allegations should be reported to the country director.
  • Ensure that the terms of employment for national staff are enforced and that disciplinary issues are dealt with quickly and fairly;
  • Ensure that a training and professional development plan is developed for all staff in the logistics team;

Accountability

  • Responsible to ensure that all procurement & logistics is conducted in accordance with the DRC’s Operations Handbook Chapters that deal with Procurement and Logistics in areas such as Procurement, Warehousing, Stock Management, Asset Management and Fleet Management.
  • Responsible to ensure that recommendations for improvements (e.g. from audits) are implemented in a timely manner
  • Responsible to ensure that all allegations of breaches of the Code of Conduct by staff reporting to the logistics and procurement Manager are reported and with the support of the Team Leader and Security Focal Point, investigated and concluded swiftly.

About you

To be successful in this role you must have:

Essential qualifications and experience:

  • Bachelor’s degree in relevant field or extensive experience can substitute qualification.
  • Minimum 5 years of logistics and supply chain experience gained in developing countries
  • Excellent communication skills – verbal and in writing
  • Excellent inter-personal skills and proven ability to negotiate with a wide range of people (internally and externally)
  • Ability to adapt to the complex and stressful working conditions of the area of operations
  • Cultural and gender sensitivity, adaptability, willingness to travel.
  • High-level knowledge and practice with Word, Excel, Outlook, etc.
  • Ability/willingness to work with extremely tight deadlines and multiple tasks.
  • Excellent written and spoken English required; Arabic an asset.
  • Willingness to follow security policies and procedures.

Myanmar: Logistics & Procurement Coordinator - Rakhine Sittwe, Rakhine State, Myanmar

DRC is seeking a Logistics & Procurement Coordinator for its operations in Rakhine State, to strengthen the logistics support for our ever growing humanitarian and development activities across our three Rakhine offices.

The Logistics & Procurement Coordinator is responsible for all procurement of goods and services, warehousing, transportation of good and people, vehicle fleet management and general logistics support to the programme.

Who we are?

DRC has been providing humanitarian assistance in Myanmar since 2009. DRC is currently engaged in humanitarian responses in Rakhine, Kachin, and Kayah States in the West, East, and South-East of the country respectively. DRC's solution focused approach is leading to increased livelihood activities to reduce dependency.

In 2012, waves of inter-communal violence swept through Rakhine, forcing 140,000 people to flee their homes and take refuge in IDP camps spread across the state. DRC activities assist these IDPs, as well as other non-displaced conflict affected populations. DRC implements a multi-sector response, including Protection, Child Protection, Camp Management (CCCM), Livelihoods, and WASH in Sittwe, Pauktaw, Kyauktaw Maungdaw and Mrauk-U Townships. DRC also provides emergency response to the frequent natural disasters in the State, including floods, landslides, and cyclones. Currently DRC Rakhine State reaches over 100,000 conflict-affected people.

Duties and Responsibilities

The Logistics & Procurement Coordinator will support the Programme Managerand technically report to the Operations Coordinator in Yangon.

Responsibilities include:

1. COORDINATION

1.1.Lead the coordination with the Rakhine programme staff to ensure logistics & procurement involvement in the whole programme cycle

1.2.Ensure that all logistics & procurement specific DRC/donors’ rules and policies are understood and respected

1.3.Establish and strengthen systems, policies and standardize operating procedures for Logistics & Procurement at Rakhine state level, in coordination with Operations Coordinator in Yangon

1.4.Support Programme Manager in defining Safety & Security strategies and SOPs.

1.5.Manage and build capacity of team divided in two units, Logistics & Procurement:

Logistics: Logistics Officer, Logistics Assistant, Fleet & Transport Assistant, Warehouse Assistant

Procurement: Procurement Supervisor and four Procurement Assistants

1.6 Responsibility for assigned operational budgetary lines within programmes related to operations of the Rakhine programme.

2. PROCUREMENT

2.1.Ensure that procurement policies and procedures are rigorously followed

2.2.Procurement of all goods and services

2.3.Establish and follow up annual procurement plans

2.4.Track all orders, purchases and deliveries

2.5.Oversight of all purchase and service contract to ensure DRC's interests are protected

2.6.Optimise all logistics operations to increase cost effectiveness including setting up longer term supply contracts

2.7.Ensure DRC supplier due diligence is effective in the Myanmar context

3. LOGISTICS

3.1.Fleet: management of rental and owned vehicles, generators, speed boats & motorbikes (in line with DRC guidelines)

3.2.Transport: management of all transportation of goods and people (via road, river, air) to-from areas of operations and-or other DRC offices

3.3.Asset: registration, maintenance, repairs-maintenance & disposal of DRC assets accordingly to donors’ rule and policies (in line with DRC guidelines)

3.4.Warehouse: manage the DRC warehouse and stores (in line with DRC guidelines)

3.5.Premises: health and safety, contract management and repairs/maintenance at DRC premises

4. TECHNICAL SUPPORT

4.1 DRC field staff in Mrauk-U (head of base and one logistics assistant) and Maungdaw (head of base, one logistics officer and one supply chain assistant). Regular travel to these bases is required (up to 20% of time).

4.2 Prepare plan and follow to build capacity of key identified national staff to feed into the long term aim of the post being nationalised.

4.3 Support PM in ensuring that the security and safety SOPs in relation to premises/transport/travel are implemented

About you

To be successful in the position you should meet most/all of the following requirements:

  • Minimum 4 years of experience in Humanitarian logistics, procurement, transport and distribution, warehousing and stock management
  • Demonstrated skill at team capacity building
  • DRC logistics experience is a clear advantage
  • A good understanding of the procurement rules and regulations of major international donors
  • Experience of being responsible for budget lines within programmes
  • Commitment to and understanding of DRC’s aims, values and principles
  • Excellent interpersonal and team building skills
  • Experience working in complex humanitarian setting, experience of security related responsibilities desirable
  • Studies in Logistics and/or Supply Chain Management;
  • Fluency in English
  • Excellent skills MS Word, Excel, Outlook, Power point.

Turkey: Livelihoods Programme Coordinator

DRC’s livelihoods programming aims to build the capacities and assets of vulnerable Syrian and host community individuals to enhance their social and economic self-reliance.

The Livelihoods Programme Coordinator is based in the national office in Hatay, South-eastern Turkey. S/He is technically supervising the quality of the implementation of Livelihoods in Hatay, Mersin, Kahramanmarsh, Kilis, and Sanliurfa. S/He will guide DRC’s strategic positioning, technical development and quality implementation of cash and livelihoods programmes. S/he will ensure the programme is delivered to a high quality in line with DRC’s, donors and international standards.

About the job

The role of the Livelihoods Coordinator is to ensure development and implementation of an efficient, accountable, and measurable livelihoods program in the provinces where DRC is operational. Key responsibilities include ensuring overall coordination of DRC’s livelihoods portfolio, which includes livelihoods counselling, transferrable skills, vocational/technical training, job integration, business development with financial support, management of livelihoods centers through partners. S/He is expected to be familiar with international humanitarian relief and development activities and operational issues related to livelihoods programming in Urban context with a strong experience working with local partners. S/He reports directly to the Head of programme.

Duties and Responsibilities

External representation and coordination

  • Represent DRC at national working groups and core groups on livelihoods
  • Support in strengthening the liaison with key stakeholders in the livelihood sector;
  • Support in harmonisation of approaches in livelihoods programming across field sites;
  • Participate in DRC MENA livelihoods and private sector engagement’s task forces
  • Provide briefings for donors and stakeholders as needed.

Technical support

  • Provide technical guidance and support to programme staff on livelihoods activities both from DRC and partner organisations;
  • Lead development and updates of strategies on livelihoods approaches, tools, guidelines and SOPs;
  • Ensure risk assessments and mitigation measures related to livelihoods programming are completed;
  • Provide technical oversight of programme activities, including spot checks;
  • Support start-up of new livelihoods programmes;
  • Support recruitment of livelihoods staff as required.

Management

  • Line manage technical unit team, ensuring information flows between national and field based level
  • Enable an effective team through result oriented management systems, providing leadership, on-the-job capacity building and designing staff development strategies; Ensure detailed capacity building plan for staff is in place;
  • Closely coordinate with the HoP and the Protection Programme Manager and ensure regular information flows regarding program implementation and quality control;
  • Encourage a positive, innovative and mutually supportive team spirit amongst the livelihood team.

Programme development, management and reporting

  • Provide technical inputs into proposals and develop new budgets for livelihoods programming
  • Support field teams to implement good quality programming;
  • Provide technical inputs and quality assurance of interim and final project reports in coordination with Grants team;
  • Support identification and development of strategic partnerships on livelihoods;
  • Support accountability to affected populations and roll out of accountability improvement plan

Capacity Building

  • Capacity assessments of DRC and partner’s staff in areas of livelihoods;
  • Provide training and mentoring as required;
  • Support capacity assessments and capacity building plans for partners;
  • Technical capacity support to livelihoods staff and partners.

M&E

  • Work closely with M&E teams to develop and implement ethical and safe monitoring and evaluation tools and mechanisms, including qualitative data collection and analysis;
  • Oversee and ensure analysis of results and guide staff to use these results to enhance program effectiveness and quality.

About you

To be successful in this role you must have:

  • University degree or higher education relevant to business management, economic, law, political sciences, social sciences, or development field
  • At least 3 years of proven experience in the Livelihoods/Economic recovery sector in urban settings;
  • Proven experience in working with partners
  • Experience in coordination with external stakeholders such as donors, authorities, municipalities, employers, partner NGOs etc.
  • Fluency in the English language, both written and verbal.
  • Above average computer literacy
  • Experience working with employability promotion programmes, counselling methodologies, labour market studies, entrepreneurship and business development is an asset
  • Context knowledge of Turkey and/or the Middle-East is advantageous.
  • Strong experience in working with national partners, local/government authorities, and donor guidelines.

Kenya: Project Officer

Background

The Horn of Africa is an important departure point for people in mixed migration flows. Each year tens of thousands of people leave or pass through Somalia and its neighbouring countries, including Yemen, in the hope of finding a safer or brighter future elsewhere. On-going coordination of mixed migration work in the region through Mixed Migration Task Forces (MMTFs) in Somalia and Yemen, as well as other forums have identified many of the overall regional migration challenges as have the Regional Conferences on mixed migration in the Gulf of Aden, held in Yemen in 2008 and Djibouti in 2009. A meeting in Djibouti in March 2011 served to specifically consult on and discuss the establishment of such a secretariat. The RMMS is hosted and managed by the Danish Refugee Council (DRC) Regional Office for the Horn of Africa and Yemen, in Nairobi. It officially commenced its work in July 2011.

Purpose

The overall objective of the Regional Mixed Migration Secretariat (RMMS) is to support agencies, institutions and forums in the Horn of Africa and Yemen sub-region to improve the management of protection and assistance response to people in mixed migration flows in the Horn of Africa and across the Gulf of Aden or Red Sea in Yemen. It does this through data development, analysis, research and advocacy. It concentrates on the so-called “northern route” mixed migration flows from Somalia and Ethiopia and through Somalia; Ethiopia and Djibouti to Yemen, but also look at the southern and western flows out of the region.

​The key responsibilities of the Project Officer can be summarized as offering high caliber support to the Coordinator and the RMMS team predominantly in administrative, reporting social media functions with occasional opportunities for analysis, research and writing.

​As such the RMMS Project Officer will assist the RMMS Coordinator in a wide range of activities as part of the overall strategy of the Regional Mixed Migration Secretariat, as listed below.

​**Key Responsibilities:**

The key activities of the Project Officer will include:

  • Administrative Support: RMMS is part of DRC with rule and procedures pertaining to procurement, logistics, recruitment and administration of grants etc. The Project Officer will be the primary person in the RMMS Nairobi team responsible for handling all aspects relating to the smooth running of administrative issues both in relation to DRC regional office as well as external parties.
  • Administrative areas: The range of activities and duties requiring administrative support include but are not limited to, recruitment contracts, donor agreements, and procurement of services and goods for RMMS, arranging workshops, Steering Committees, Task Force meetings, disseminating reports and assisting with payments of goods and services and accumulating necessary paperwork to fulfil DRC administrative requirements on all matters relevant to RMMS.
  • Information management: The monthly collection and assembly of media reports on Mixed migration for the monthly Media listing, the locating and selection of recent publications to be listed and loaded onto the RMMS website, the selection and loading of articles, publications and headlines for the tickertape website function.
  • Social Media: The handling of social media for RMMS in relation to Facebook and Twitter accounts and any further accounts RMMS adopts. The promotion and enhancement of RMMS’s social media profile and content in line with the social media strategy.
  • Reporting: As and when required to support fully RMMS and the Senior Project Officer with donor reporting as well as any assistance with reporting to HQ etc.
  • Writing and analysis: To enhance the content of the website through regular updating of the Country Profiles and other elements and needed such as the keeping of minutes at meetings and the reportage at workshops as and when needed. Assistance with researching and writing other reports, studies and features as defined by the RMMS team and in particular the RMMS coordinator and senior project officer.
  • Advocacy: Assist with advocacy, promotion of regional dialogue, networking and coordination by assisting the RMMS to facilitate and coordinate consultation/technical working workshops and conferences/meetings, and to assist in the identification of areas for research or tools development;

  • University degree.
  • A minimum of 3-5 years of experience in similar positions involving administrative functions, information management, research, and social media / communications;
  • An active knowledge of the region and the socio-economic and political dynamics affecting it;
  • Some human rights/protection knowledge and international refugee law and/or proven interest and/or track record in the humanitarian agenda;
  • Having some understanding and interest in the regional mixed migration dynamic in the Horn of Africa and Yemen;
  • Good IT command and close familiarity with the maintenance and management of template-style websites (but IT specialization is not required);
  • Strong writing skills in English is essential;
  • The successful candidate will have the ability to perform a series of tasks requiring the application of specialized and general skills;
  • He/she must be comfortable working against set objectives with a high degree of autonomy when required and able to act with initiative;
  • Although this is essentially a non-representational position, the RMMS Project Officer will be required on occasion to represent the Secretariat in meetings and in the absence of the Coordinator;
  • The RMMS will be a small team and it is essential that candidates thrive in conditions of transparency and active team work;

​​**Reporting Arrangements:**

  • The Project Officer of the Regional Mixed Migration Secretariat will be supervised by the RMMS Coordinator.
  • The overall strategy and outline for the work of the RMMS will be laid and approved by the Steering Committee of the RMMS. The RMMS Coordinator will report to the Steering Committee on a quarterly basis, and work according to the rolling 6 months’ work plans approved by the Steering Committee.

DRC has been actively assisting people and communities affected by the current Syrian crisis since 2011, with programmes in support of Syrians in Lebanon, Jordan, Turkey and Syria.

The DRC Syria programme, operating from Damascus, currently has 9 expatriate staff and more than 80 national employees – some of which are based at the DRC Community Centres located in 6 different areas throughout the country. In addition to this, DRC has a network of more than 200 volunteers supporting DRC’s operations.

About the job

Based in Damascus, the Education Manager will be responsible for providing overall leadership, management, technical support, and strategic vision for the education program, building and managing an appropriate team, and liaising with governmental and non-governmental partners (both international and national) to ensure that the program is well-designed, contextually sound, and effectively delivered per donor requirements.

The Education Manager reports to Head of Programmes.

Duties and Responsibilities

Technical Quality

  • Provide guidance on program design from the outset of business development to implementation phases of project life cycles;
  • Provide clear technical support, supervisory guidance, training and mentoring to all Education programs, activities and teams in Syria and in close coordination with the PDM and HOP to ensure consistent, harmonized and quality program design and implementation across project sites and improved integration between Education and other DRC programs.
  • Ensure that programs are in line with INEE Minimum Standards and SPHERE Standards including protection and gender mainstreamed
  • Ensure that standards set by Protection and Education clusters are applied to DRC education programming.

Implementation and program quality

  • Manage the overall project by planning, monitoring and evaluating project activities in accordance with grant agreements, donor regulations, and internationally recognized quality standards;
  • Prepare, in coordination with key staff, workplans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans and financial forecasting
  • Ensure the best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely submission of financial reports to donor ( via fiance & grants Unit);
  • Input and support program quality team in design of effective, proactive, and iterative M&E and IM systems following the logical framework and ensure that mechanisms are in place to facilitate the achievement of targets and outcomes;
  • Conduct frequent field visits where possible to all program sites in Syria – security and access permitted.
  • Work closely with Program Quality unit and the Education program team to develop, adapt and implement harmonized monitoring and evaluation systems; analyze results to ensure program effectiveness and quality, with a focus on the impact of DRC Education programs throughout Syria.
  • Prepare and fully participate for Grant Review meetings ( also for Kick offs) to ensure that grant(s) is on track, and all under/over spent are handled with strong planning
  • Work closely with finance and grants teams to develop budget notes for all partners, and for IRC’s direct implementation
  • Ensure compliance with donor requirements and DRC’s internal procedures and guidelines during implementation of the education programmes in Syria.
  • Responsible in preparing and participate at grant Kick off and Grant review meetings trough out the duration of the grant cycle
  • Attend Extended Senior Management meetings to give monthly update on Education programming as well as meet with HOP on weekly basis for updates.

Grant Management

  • Serve as the overall focal point for all education grants and responsible for addressing grant-related issues, including effective financial management, procurement/asset management, and development of thorough, timely donor reports.
  • Coordinate with education team to draft external donor reports, carry out final review and make timely submissions to grants unit.
  • Work closely with the HOP and PDM to input into new proposals in technical strengthening of Education programming in Syria

Strategic planning

  • Design, preparation and roll out of Education strategy in line with DRC Syria Country Action Plan and Result Contract;
  • Provide cohesive leadership to Education programming in Syria, ensuring that priorities and opportunities identified are in line with DRC strategic plan and goals.
  • Remain abreast of ongoing trends in Syria and in the region as related to Education programming, and provide regular updates on these trends and how they affect programming to Head of Programmes.

Team Management & Capacity Building

  • Supervise Education team on day to day basis by providing leadership support and guidance.
  • Provide on-the-job training and coaching to the education team to promote holistic program approaches and strategies.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Assist the staff in identifying professional development needs and opportunities.
  • Work with the staff to ensure performance objectives are regularly reviewed and met.
  • Provide continuous performance feedback to staff; identify performance issues and work with staff and Human Resources to document and address issues in a timely manner

Coordination & Representation

  • Maintain and Develop conducive working relations with other humanitarian actors, donors, UN, and governmental authorities

Required qualifications

  • Masters degree in education, social sciences, or international development

DRC is one of the largest NGOs in CAR, operating out of 3 field offices with a country office in Bangui. DRC CAR has 30 international staff, more than 400 national staff and an annual turnover of 13 million EUR. DRC CAR operates within three main pillars of multi sector emergency response, protection and livelihoods and provides life-saving, early recovery and durable solutions assistance to IDPs, refugees and other conflict affected populations in Bangui and in the three prefectures of Ouham, Ouham-Pende. The humanitarian situation in CAR is marked by recurring insecurity and displacement, compounding deep poverty and underdevelopment. CAR is experiencing a complex and protracted emergency, demanding an integrated response. Protection Project Manager (LV)

The Protection Project Manager (LV) must manage, implement, follow up and monitor a country wide protection project (including project development, administrative, HR, logistical and financial follow up and reporting) in a volatile and instable context

Co-coordinator of the GBV national sub-Cluster:

-The Co-coordinator of the GBV national sub-Cluster in CAR is assisting the UNFPA in the leadership and the management of the sub-Cluster. S/he ensures a substantial contribution to the coordination mechanism and strategic decisions.

Principal Responsibilities: Protection Project Manager (LV)

-Ensure that the LV and reporting activities within the project are implemented in a timely, professional and sustainable manner;

Manage and develop a team of 13 national staff members including the management of their performance and their participation in various trainings

-Manage relationships with a high number of partners (INGO, local NGO, UN agencies, government, peace keeping operations, local social services, police/gendarmerie, etc.) and develop new partnerships according to the needs identified;

-Ensure the respect of the Communication Protocol by all partners using la LV in their communication pieces;

-Maintain and develop a complex referral pathway / mechanisms;

-Create and maintain the project data base to ensure qualitative data collection and information sharing in collaboration with the data entry staff and M&E department;

-Advocate in collaboration with the Protection Cluster (and other relevant working groups and institutions) for relevant action to address assessed needs and gaps;

-Prepare and maintain up qualitative, timely and analytical reports to donors and humanitarian partners;

Co-coordinator of the GBV national sub-Cluster:

-Contribute to the elaboration of the GBV response strategy in CAR and coordinate its implementation;

-Contribute to the coordination meetings set up, the action points execution and follow up, the different sub-region working groups operation, and the annual action plan implementation and evaluation;

-Provide technical input and participate in the selection committee for common funds allocation (HF);

-Support collaboration with the Protection Cluster and the Inter-Cluster working groups, as well as with other coordination mechanisms (OCHA - MINUSCA) and the GBV IMS steering committee;

-Represent the GBV working group in other Clusters’ meeting (protection, inter-cluster, health, child protection etc.) and support the steering of the IASC and GBV new guidelines in the relevant working groups;

-Support and lead the GBV IMS technical working group and the PSEA Task Force in collaboration with the GenCap;

-Contribute to the Cluster’s advocacy strategy and to the gradual handover of the cluster’s responsibilities to the government.

About you:

To be successful in this role you must have:

-University degree in political/social sciences, human rights, development or a relevant equivalent;

Strong background in GBV and listening familiarity with practical challenges faced by displaced, returnees and other vulnerable persons in CAR.

About the job

Finance/Admin/HR Manager, in coordination and cooperation with the supporting staff, and the Head of Finance and Administration (HoFA) is responsible for keeping financial, accounting and administrative and HR functions in order to meet legislative requirements and support operations in Duhok and all areas of operation managed from there.

Duties and Responsibilities

• Establish and maintain internal financial and administration procedures compatible with the country’s law, the organization’s internal regulations and donor requirements;

• Ensure that proper financial and administrative procedures are adhered to and maintained at field office, in coordination with the Heads of Field Office, in compliance with DRC rules and regulations;

Somalia: CONSULTANCY ON CBDRM REVIEW TO INFORM STRATEGY FOR SOMALIA

1.BACKGROUND AND CONTEXT

The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 30 countries throughout the world. The Danish Refugee Council (DRC) and its sister organization DDG has been providing relief, humanitarian community safety, and early recovery/development services in the Horn of Africa since 1997. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

The Somalia Resilience Program (SomReP) is a multi-year effort by seven leading NGOs (World Vision, Oxfam, DRC, COOPI, CARE, ADRA, and ACF) to tackle the challenge of recurrent droughts— and the chronic vulnerability that results—among pastoralists, agro pastoralists, and peri-urban households across Somalia. Designed to address communities’ unique needs toward building resilient livelihoods, the program builds on collective lessons learnt by consortium members.

As part of SomReP expected results and to support the resilience of chronically vulnerable people in Somalia, DRC with the help of SomReP TU planned to conduct CBDRM assessment in southwest regional state of Somalia, The objective is to develop a CBDRM strategy for South West State of Somalia that will provide a framework for strengthening resilience programming.

2.PURPOSE

The purpose of the consultancy is to develop a CBDRM strategy for South West State of Somalia that will provide a framework for strengthening resilience programming in SOMREP areas.

The specific objective of this consultancy is to evaluate the current CBDRM methodologies, process and approaches, as implemented by SOMREP partners, in Somalia. In addition, the consultancy will analyze information about different types of DRR.

The Assessment shall look at but is not limited to understanding the following questions:

  • What kinds of disasters experienced by the local communities?
  • What kinds of physical and livelihood impact caused by the disasters have been experienced in the target locations?
  • What are the existing local structures that permit the integration of risk reduction aspects with local planning structures? Are there any active or functional institutions supporting DRR and what role do they play?
  • What are the process and approaches of CBDRR in southwest estate?
  • What are the coping strategies and community contingency plans?
  • Does the CMDRR process adequately address gender issues in the context of drought and livelihood vulnerabilities?
  • What are the early warning and early action or monitoring & evaluation systems which are in place to measure the potentially for-reaching impacts of CBDRM in future?
  • What factors that can contribute to successful CBDRM in the target locations?
  • What are the recommendations for SomRep partners to implement CBDRM in Southwest regional stateHow the implementation of CBDRM is be valued /perceived as a process for increasing resilience and reducing vulnerability?
  • What are the disaster communication and information follows in Somalia?

3.KEY RESPONSIBILITES

3.1.Scope of consultancy

The assessment will be conducted in Biadoa district especially SomRep target locations (EU). Specific locations will be selected from peri-urban and Agro pastoral communities (Accessibility to some of the locations to non-Somalis, may be dependent upon the security situation at the time of the field visit, and travel must be pre-approved by the DRC Safety Advisors. Applicants must explain how they plan to access the places in their expressions of interest.

3.2.Key tasks with list of ‘key activities’, under each responsibility.

Under the overall guidance of the FSL manager, DRC M&E manager and SomReP technical unit, the consultancy entails the following tasks:

  • Review CBDRM process as is currently conceived & implemented for its effectiveness, appropriateness and relevance.
  • Provide an analytical and technical inputs on quality of existing documents, strategies and plans, procedures, mechanisms and capacities of CBDRM.
  • Analyze the relevance of the PDRA process (participation, inclusion, transparency of the information gathering process, dissemination and ownership) and its linkage to PDRA measures
  • Coordination: institutional set up and coordination mechanism. This should include current existing mechanism at different levels of governance, recognition, effectiveness and efficiency of those institutions. Give precise recommendations on how these institutions can be capacitated to enable them perform their intended duties and responsibilities of coordination and implementation, early warning and early action, resource mobilization etc.
  • Establish the effectiveness & efficiency of community and government institutions to monitor, communicate/disseminate and act on Early Warning Early Action approach as per their Contingency plans.
  • Establish linkages between PDRA and PDRA measures. Examine how CBDRM links with crisis early warning monitoring, action and crisis management (prevention and alleviation activities, emergency preparedness and management and post disaster rehabilitation and reconstruction measures) and develop a regional strategic framework that will guide CBDRM work based on the findings, recommendations and context.
  • Mapping of key stakeholders and other actors who have willingness to, can, have the capacity to be or should be involved in community based disaster risk management.
  • Examine the relations between local community risk management schemes and poverty alleviation.
  • To assess the common natural hazards across in the region with their impacts, Conduct risk perception index (identify and rank)
  • Hazard and risky mapping with seasonal calendars for target locations.
  • Assess and advise the existing gaps in terms of Capacity building (training or workshop) for communities and LA, which includes technical and non-technical aspect.

3.3.Methodology

The consultant will lead the development of the methodology for the qualitative and quantitative data collection and design of tools to conduct key informant interviews and focus group interviews with host communities for the disaster affected households.

The interviews shall include but is not limited to the following themes: Experiences with and perceptions of different types of disasters (impact to their livelihoods, coping mechanisms, CBDRM principals and approaches, community based early warning and early actions), contingency plans, coordination with stakeholders, disaster mitigation measures etc.

The consultant will be responsible for identifying and training field data collectors prior to the data collection and ensuring that they have the needed language & technical skills and access to the geographical areas. The research consultant may consult with DRC regarding the selection of data collectors if needed.

The research consultant will supervise and support the field research teams and participate in some of the interviews while the field data collectors can conduct other interviews independently. The research consultant is responsible for ensuring the quality of the data collected.

As a minimum the following number of interviews should be conducted:

· A total of 100 in-depth qualitative key informant interviews with pastoralist, Agro pastoral and per- urban communities (app. 10 KII per location)

· A total of 20 qualitative interviews with IDPs (a minimum of 2 interview per location)

· A total of 20 Focus Group discussions with Host Community (app. 2 FGs per location)

3.4.Key deliverables/outputs

i. Inception Report– The inception report will be a scoping exercise for the assessment and will include the proposed methodologies, data collection and reporting plans with draft data collection tools such as interview guides, the allocation of roles and responsibilities within the team, a timeframe with firm dates for deliverables, and the travel and logistical arrangements for the team. This is expected a maximum of four days after signing of the contract.

ii. Debriefing meetings / Feedback to Area Managers at field levels– The consultant will report his/her preliminary findings to the DRC’s Program Coordinators and DRC Monitoring and Evaluations Officer before leaving the field.

iii. Draft Report– A full draft report in line with agreed format/outline, identifying key findings, conclusions, recommendations for the current and future operation, and take in consideration the outputs of the debriefing session will be shared with DRC 7 days following completion of data collection for review to get initial feedback.

iv. Final report– The final report (max 40 pages, excluding the preliminary pages and annexes) should be submitted after incorporating all comments and in line with TOR, This will contain a short executive summary (max 3 pages) and a main body of the report covering, background to the areas being assessed, a description of the assessment methods and limitations, detailed findings and their analysis following questions raised in TOR. Emphasis should be to bring out issues that either enhance or undermine beneficiaries’ adaptive, absorptive and transformative capacities to cope with shocks from drought and other disasters. The report should contain a detailed CBDRM strategy for South West State of Somalia and contingency plans for SomRep target locations in Baidoa district. Recommendations should be specific, feasible, and in line with DRC’s strategic mandate.

The report should also contain appropriate appendices, including a copy of the ToR, cited resources or bibliography, a list of those interviewed and any other relevant materials. The final assessment report will be submitted one week after receipt of the consolidated feedback from DRC. The report should be Five (5) Hard-cover-bound copies and soft copy in two (4) CD- ROMs in pdf version.

4.DRC/DDG’s responsibilities

The consultant will report to the DRC Food Security and Livelihoods Manager and closely coordinate field activities with program coordinator & SomRep Technical Advisors. The M&E Manager will provide support on a case to case basis. DRC staff in the evaluation areas will provide necessary support to the team, as may be needed. The Consultant shall provide updates on progress as requested.

DRC will provide the following to the lead consultant:

  • Transport to and from the field (as part of the overall contract)
  • All necessary project documents as requested by the consultant
  • Travel Insurance, where applicable(The cost must be reflected in his/her budget)
  • Accommodation, including meals, for consultant (and will be deducted from Budget)
  • Pay consultancy fees at a mutually agreed rate

The terms and conditions of service will follow DRC terms of consultancies. Payment will be done according to the finance procedures of DRC/DDG.

5.REPORTING ARRANGEMENTS

The consultant will report to the DRC Food Security and Livelihoods Manager and closely coordinate field activities with program coordinator & SomRep Technical Advisors. The M& Manager will provide support on a case to case basis.

6.DURATION OF ASSIGNMENT

It is anticipated that the assessment will take 20 days from the date of signing the Contract, The Consultant/Consultancy firm should develop a feasible costed work plan/activity schedule covering an approximately 20 days and submit as integral part of the proposal for this consultancy.

7.EXPECTED PROFILE OF CONSULTANT

  • Advanced university degree in disaster risk management, development studies, social sciences, economics, environmental management studies or other related fields.
  • A minimum of 5 years of progressively responsible experience in disaster preparedness, prevention and risk reduction.
  • Ability to analyze complex livelihood systems.
  • Good knowledge and experience in survey design, implementation of surveys and statistical data analysis.
  • Previous experience doing similar assignment with DRC is also an added advantage.
  • Demonstrable experience in leading evaluations using Participatory Impact Assessment (PIA) approaches
  • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner;
  • Demonstrated experience in both quantitative and qualitative data collection and data analysis techniques, especially in Disaster risk reduction and management;
  • Experience, knowledge and clear understanding of Somalia’s humanitarian context; culture and the Somali political dynamics.

We are looking for a dedicated, motivated and highly qualified Programme Manager to oversee the DRC program in Rakhine State, Myanmar.

Who are we?

DRC has been operating in Myanmar since 2009 and currently supports operations in four different States. The overall programme objective is the promotion and protection of durable solutions for vulnerable populations including conflict and disaster-affected people, IDPs and returnees in Rakhine State, Kachin State, Northern Shan State and the Southeast of Myanmar. DRC’s work is based on humanitarian and protection principles and human rights.

In Rakhine State, DRC has a well-established presence, initially providing emergency assistance to communities affected by cyclone Giri. Following the June and October 2012 violence, around 140,000 people were displaced, including over 120,000 people in camps, mainly in Sittwe, as well as in other affected areas in rural townships. Another 100,000 people in host/surrounding villages are affected due to poverty, restrictions on freedom of movement and lack of access to basic services. The DRC programme in Rakhine focuses on protection, child protection, livelihoods support and recovery activities, camp management, shelter, WASH and disaster risk reduction. Furthermore, longer-term support to local authorities in strengthening community-driven safety and reconciliation processes and other types of support are envisioned. DRC in Rakhine State also operate out of a sub office in Mrauk U and are in the process of initiating operations in Maungdaw, Northern Rakhine State.

DRC/DDG Myanmar currently employs over 300 national and 28 international staff and operates from eight operational offices. DRC’s main office is in Yangon; the main donors of DRC in Myanmar are ECHO, EC, UNHCR, UNICEF, DFID, DANIDA, AusAid, USAID and SDC.

About the job

DRC is currently delivering humanitarian aid in IDP camps, and implementing development programming across all communities. Both activities are complemented by high quality protection programming and advocacy focused on durable solutions. The Rakhine team consists of approximately 130 staff, including 12 expatriates. The Programme Manager reports to the Country Director, and line manages the expatriate Coordinators in CCCM, WASH, Livelihoods, Protection, and Logistics and Procurement, in addition to providing operational support to the Maungdaw and Mrauk U Heads of Office. The PM also line manages a national staff Deputy Programme Manager and the Finance/Admin Officer.

The post will be based Sittwe, Rakhine State – with frequent and extended stays within Rakhine, particularly the DRC Mrauk U Office, and Maungdaw in northern Rakhine State

Duties and Responsibilities

Overall, the Programme Manager will be responsible for the following:

Project Portfolio

  • Manage, supervise and monitor the timely implementation of DRC’s Rakhine project portfolio, at present comprising of funding from ECHO, EC, DANIDA, OCHA, UNICEF, UNHCR, LIFT, AusAid, SDC, USAID and private donations
  • Organise and oversee regular project review meetings of activities and expenditures, particularly for multi sector projects within the portfolio
  • Maintain a collaborative and enabling work environment

  • Lead the development of new programme initiatives and funding opportunities for activities in Rakhine State

About you

Under the supervision of the WASH Coordinator and WASH Program Manager, the WASH GIS Officer is responsible for Produce and further develop existing maps and tools of water networks throughout Nineveh governorate in order to support the WASH response.

Support the WASH cluster and Technical Working Groups in information management and mapping areas of intervention and water infrastructure. Work with the Directorate of Water Nineveh to capacity build through a strategy of training, technical support and direct implementation with work shadowing and mentoring.

Duties and Responsibilities

· To consult with external stakeholders as to their needs and develop appropriate project plans to meet agreed objectives.

· With the support of the WASH Coordinator and WASH PMs, develop timely implementation plans and identification of required external inputs to projects, including specialized hard and software.

· Development pilot software and programmes, with a consideration for language for it’s usability (Arabic as appropriate)

· Ensure learning and feedback from piloted software are reflected in updated outputs and support the wider roll out of these.

· Development of Water Infrastructure mapping tool for information sharing, supporting the works of the Water Treatment Plant Working Group and sustainable end line management of DoW

· Develop a tools that are suitable for handover to the Directorate of Water (DoW) as a comprehensive record of beneficiary service provision, population, technical data bank and a repository for tracking works

Nigeria: URGENT - Logistics and Procurement Manager

DRC in Nigeria

DRC is the process of scaling up and emergency programme in Nigeria focusing on responding to the huge humanitarian needs and challenges in the North East of Nigeria. Nigeria’s northeast is currently experiencing a significant humanitarian crisis, which has been the result of the ongoing-armed conflict between Boko Haram, the Nigerian military and the Multi-National Task Force in the north-east. An estimated 10 million people are affected by the conflict, this has led to a state of emergency being declared in three north-eastern states and spill-over effects into neighbouring countries. High insecurity in the region has made access for humanitarian actors extremely difficult and further exacerbating the situation.

DRC operations will initially focus on Borno and Adamawa States where DRC focus on meeting the basic needs (protection, WASH, food security and shelter) of urban caseloads and displacement camps, as well as establishing access to affected areas that have opened in recent months.

  • Establish and maintain a high quality procurement system, which is accountable, transparent and compliant with DRC’s Procurement Policy and donor requirements

2 Stock and Asset Management

  • Maintain and be responsible for management for all DRC stocks
  • Maintain the warehouse and project assets and all related systems for the programme, ensuring full control of items at all stages, including stock management and release of items
  • Produce stock movement reports according the DRC reporting policy and formats
  • Ensuring all DRC Assets are tagged and listed in the Asset Management database at the time of procurement with an asset file created for them and that a regular monitoring system is in place

3 Fleet Management

  • Ensure all DRC vehicles are regularly serviced and maintained

4 Management and Coordination

About the job

The WASH/Shelter Coordinator has the overall responsibility for designing, coordinating, supporting and representing DRC WASH/Shelter activities in Iraq.

Roles and responsibilities:

  • Support ongoing harmonization between field office operations in WASH/shelter activities and approaches;

· Contribute to the planning, design and evaluation of WASH/Shelter projects, including proposal and budget drafting, to secure programme funding for identified needs;

· Lead and coordinate DRC run WASH cluster technical working groups (TWG) as well as being part of the Strategic Advisory Group (SAG);

· Liaise with local, regional and national government water sources departments to ensure longevity in design and planning of 2nd and 3rd phase interventions;

· Advocate and support relevant government bodies to encourage monitoring and planning sustainable use of water resources in areas of intervention as well as assist them in understanding the operational and maintenance commitments of projects after handover from NGOs.

· Represent and communicate DRC’s integrated and multi-sectorial strategies to national and international partners, stakeholders and key actors (including donors);

· Provide technical assistance and overall coordination to the roll out of the WASH/Shelter strategy and its constituent projects, including in the development of tools, methodologies, assessments, baseline data collection, M&E and accountability processes, reports etc;

  • Support capacity building and organize/lead training as required to ensure high quality in programming, as well as integration and consolidation of multi-sectorial specialisms between field offices and teams;

· Undertake field/site visits to monitor the quality of activity implementation and provide technical advice, guidance and oversight to managers and field project staff as necessary;

· Support the WASH/Shelter departments in strengthening information management, including standardized databases for WASH/Shelter and planning purposes;

Essential qualifications:

· University degree or higher-level technical qualification relevant to the WASH/Shelter sectors, or significant professional technical experience in WASH/Shelter programming for INGOs;

· Cultural sensitivity and adaptability;

DRC are looking for highly qualified, self-motivated CCCM Project Managers able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under a variety of displacement contexts in Iraq. Possible locations of intervention are in Mosul, Tikrit, Qayarrah & Anbar, implementing either / both informal and formal camp management activities for new & protracted displacement as well as working with the Returns/Early recovery framework within the country.

Roles and responsibilities:

Project & Staff management

· Project management oversight – including budget, reporting, and indicator tracking in collaboration with the CCCM Coordinator & Head of Office

· Monitor the progress of the CCCM project against work plans and provide appropriate support to the CCCM staff to ensure that work plans are adjusted, as needed, and targets are met.

· Day to day management of CCCM project staff with a strong focus on capacity building and development/promotion of staff

· Responsible for providing timely inputs to narrative & budgetary reports to Programme Development, Head of Office, and Coordination staff

· Ensure that M&E practices and tools are applied in the CCCM project, in coordination with the M&E Coordinator & Head of Office

· Provide inputs into proposal design for areas of intervention

CCCM activities responsibilities (depending on location):

· Oversee the day to day implementation of direct camp management activities in large, formal camp settings, including Community Services, Camp Operations, Registration/IM & Coordination activities

· Provide support to national authorities in camp management – including development of training and handover programmes, as well as capacity building of local authorities and/or service providers

· In conjunction with the CCCM Coordinator, establish area-based CCCM approaches, including mobile CCCM activities such as data collection, displacement & service mapping

· Manage mobile CCCM teams to implement informal site interventions such as site risk reduction, fire safety, community representative development

· Coordinate with WASH, Protection & Shelter Programmes to ensure, where possible, that responses in target locations are integrated

· Develop & maintain tools for identification of trends & gaps in displacement sites or areas, including raising appropriate advocacy points in coordination forums

· Set up required CCCM coordination mechanisms for camps and/or displacement areas

· Conduct intentions & exit surveys for displaced populations, as well as conduct activities that feed into the Returns/Early Recovery framework within Iraq

· Set up and establishment of Multi Purpose Community Centres (UDOC) in identified priority areas in urban settings

· Lead contingency planning exercises as required at field level with other humanitarian agencies/OCHA

· Design and implementation of Complaint Response Mechanisms, referral pathways where appropriate in all displacement settings

· Work with CCCM Coordinator to design contextual and appropriate CCCM approaches in areas of intervention

Representation

· Engage with and maintain relationships with relevant stakeholders, which can include local authorities, security actors, UN coordination, and other humanitarian agencies

· Regularly attend cluster coordination and other relevant meetings in area of implementation – providing relevant notes to Heads of Office, CCCM Coordinator and other senior management staff

About you

Experience and technical competencies: (include years of experience)

· Significant professional or practical knowledge of CCCM strategies, policies and implementation modalities, including multi-sector and/or multi-location grants.

BACKGROUND

The Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes in fragile states throughout the developing world. The East Africa and Yemen region consists of programmes in seven countries including Somalia, Kenya, Yemen, Ethiopia, Djibouti, Uganda and Tanzania

DDG has operated in Somalia since 1999 with a focus on community-driven approaches to Armed Violence Reduction (AVR) as well as humanitarian mine action. DDG has established itself as one of the main international actors engaged in bottom-up community safety, conflict management and security and justice reform in the country. DDG has worked in over two hundred communities and has over the past five years had an annual turnover around ten million dollars funded by most of the key institutional donors in Somalia. DDG is currently joining DFID’s Security and Justice Programme for Somalia as the partner ensuring community and district level engagement with security providers and traditional and modern justice providers initially in 10 urban and semi-urban centres across four states of southern Somalia. Given the complex and challenging operational environment that characterises much of Somalia, DDG recognises that understanding the changing context and ensuring the programme is conflict sensitive is essential to guarantee effective programme delivery in conflict-affected areas and avoid exacerbating conflict. Furthermore, it is a key priority of DDG and DFID to ensure a strong focus on learning and policy influencing in relation to security and justice reform in Somalia and other complex and insecure contexts.

PURPOSE

DDG is looking for a dynamic Conflict Analysis and Policy Advisor (CAPA) for Somalia. The CAPA for Somalia will lead DDG’s efforts to strengthen its organisational capacity to systematically conduct and make use of conflict analysis to inform and shape conflict sensitive programming and advocacy. S/he will ensure ongoing monitoring and analysis of local conflict and security dynamics with special focus on DDG’s areas of operation and ensure learning and policy influencing based on the impact of DDG’s and other actors conflict management, security and justice engagement in Somalia. The CAPA will play a key role in developing a security and justice knowledge management system, which shall enable DDG and partners to base programme decisions on strong contextual understanding. In collaboration with other DDG advisors and partners the CAPA will ensure close monitoring and analysis of the impact of interventions on key indicators related to issues such as police accountability, justice actors, popular legitimacy and the conflict sensitivity of aid agencies. The CAPA will support DDG’s and DFID’s efforts to build a community of practice focussed on security and justice related issues in Somalia.

From the outset, the role will involve coordinating and carrying out conflict analyses in 10 target areas and working with programme staff to review programme design in order to ensure conflict sensitive programming. The CAPA will also work with programme staff to develop training materials for communities, security providers and traditional authorities on use of conflict analysis tools.

The CAPA will be expected to identify conflict analysis needs, develop appropriate conflict analysis tools and guidelines, developing training materials for staff, supporting the Somalia country programme in planning and managing the implementation of conflict analysis and making use of conflict analysis for programme strategy development, project design, advocacy and fundraising.

The role involves regular field visits to monitor quality of conflict sensitive programming and outcome oriented conflict management programming to include conflict prevention, mitigation, and resolution and always looking to build upon indigenous systems of conflict management. Further the position will engage with key technical counterparts in other agencies, donor focal points and the technical disciplines within the broader DRC/DDG organisation at both country and regional levels.

This position will work closely with DDG’s Global Conflict Analysis Advisor and the Regional Conflict Analysis Coordinator, as well as the DDG Global AVR Team to technically support the development and implementation of high quality programming in Somalia and strengthen the organisations capacity for conflict analysis globally.

Main task and responsibilities will include, but not be limited to:*Conflict Assessments, Analysis and Advisory*

  • Design, lead and coordinate conflict assessments in 10+ target hubs across four states in Somalia, managing field research teams, with overall responsibility to produce high-quality conflict analyses reports that can inform conflict sensitive policy and programming, and support learning and adaptation of the programme.

  • Work with programme staff to develop training materials on use of conflict analysis tools.

  • Further develop and expand on the current systems and tools for conflict analysis within DDG together with the Global AVR team.

  • Share with and learn from other DRC/DDG global and regional teams practices and opportunities for quality conflict analysis.

Conflict Sensitive Programming

  • Enable that DRC/DDG interventions in Somalia take a conflict sensitive approach that begins with a strong conflict analysis and regular assessments of how project activities and operations interact with local conflict dynamics.

Innovative programme development

  • Support the DDG Global Conflict Analysis Advisor and Regional Conflict Analysis Coordinator with developing a strategy, process plan and relevant tools of conflict analysis management with a view to institutionalising conflict analysis and conflict sensitive programming in Somalia and the wider East Africa region.
  • Inform discussions on broader justice and security policy and programme and support the establishment of a Justice and Security Knowledge Hub for Somalia.

Support programme strategy development and project design.

  • Ensure that all conflict management-related activities are coordinated with and complementary to each other and well-coordinated with DRC and external partners.
  • Carry out regular field visits to monitor and advise field staff in programme delivery.

Knowledge Management and learning

  • In collaboration with colleagues establish a Justice and Security Knowledge Hub for Somalia, which shall support programme learning and adaptation, as well as work as a resource facility for conflict sensitivity in Somalia, collecting and organising relevant research and analysis reports, policy briefs, academic literature, grey literature, etc.

Staff capacity development

  • Support the DDG Somalia Programme Manager in ensuring that DDG field staff are well trained and have the relevant skills and capacity to deliver programmes efficiently and effectively in conflict sensitivity and conflict management related programming.
  • Develop and implement coaching and training for the staff in coordination with the Global AVR Adviser to ensure each and every activity is based on a strong evidence-based Theory of Change, and teams have all necessary manuals, guidelines and training to achieve project objectives.

Fundraising and communications

  • Support the Somalia team in resource mobilisation efforts including through technical liaison and engagement with donors, stakeholders and technical working groups, forums etc.
  • Coordinate with other actors and stakeholders to ensure that DDG programmes and approaches are well linked into other related initiatives.
  • Provide technical and hand-on support to programme staff during development of funding proposals particularly Theories of Change, Logical Frameworks and M&E frameworks and plans.
  • Disseminate results in varied ways to enhance use in reports and in decision making.
  • Provide technical support to ensure that DDG is able to articulate and document relevant best practices.
  • Ensure documentation and consolidation of success stories, which can be communicated externally.

Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes in fragile states throughout the developing world. The East Africa and Yemen region consists of programmes in seven countries including Somalia, Kenya, Yemen, Ethiopia, Djibouti, Uganda and Tanzania

DDG has operated in Somalia since 1999 with a focus on community-driven approaches to Armed Violence Reduction (AVR) as well as humanitarian mine action. DDG has established itself as one of the main international actors engaged in bottom-up community safety, conflict management and security and justice reform in the country. DDG has worked in over two hundred communities and has over the past five years had an annual turnover around ten million dollars funded by most of the key institutional donors in Somalia. DDG is currently joining DFID’s Security and Justice Programme for Somalia as the partner ensuring community and district level engagement with security providers and traditional and modern justice providers initially in 10 urban and semi-urban centres across four states of southern Somalia. Given the complex and challenging operational environment that characterises much of Somalia, DDG recognises that understanding the changing context and ensuring the programme is conflict sensitive is essential to guarantee effective programme delivery in conflict-affected areas and avoid exacerbating conflict. Furthermore, it is a key priority of DDG and DFID to ensure a strong focus on learning and policy influencing in relation to security and justice reform in Somalia and other complex and insecure contexts.

PURPOSE

The DDG Somalia Programme Manager leads DDG’s excellent team of national and international staff and works closely with programme donors, senior national and regional management and DDG’s team of technical advisers specialized in different aspects of security and justice, community safety and conflict management. S/he has management responsibility for DDG’s work in Somalia and must ensure high quality and timely implementation of planned results, grow DDG’s programme and ensure adherence to applicable donor and organizational policies and requirements.

RESPONSIBILITIES AND TASKS

As part of the DRC/DDG Senior Management Team in Somalia, the DDG Somalia Programme Manager is responsible for DDG’s programme in Somalia.

Specific responsibilities include:

Strategy Development

  • In co-ordination with the Country Director, the DDG Regional Coordinator and DDG technical specialist/Advisors (AVR; Mine Action; Conflict Analysis; EOD etc), lead the strategic development of DDG’s work in Somalia and cross border initiatives with neighbouring countries.
  • Work with the DRC Deputy Country Director and Head of Program on quality assurance to ensure that DDG’s Somalia Programme fits within and complements DRC’s wider Somalia programme.
  • Ensure proper understanding of DDG’s strategy and portfolio by relevant actors (including DRC/DDG staff, partners, NGOs, government counterparts, and donors).
  • Update the Country Director from time to time on DDG program strategy development issues.
  • Contribute to the operationalization and implementation of the DDG specific aspects of the Results Contract.

Management

  • Management, operational oversight, coordination and implementation of DDG projects within the DRC/DDG Somalia programme.
  • Ensure high quality project implementation for DDG and DRC/DDG joint projects in accordance with donor and DRC/DDG regulations as well as in line with agreed indicators, budgets, and work plans.
  • Support and supervision of DDG Somalia programme staff. This includes coaching, ensuring co-ordination between local managers, staff recruitment and development.
  • In consultation with the country Admin and HR Manager, provide appropriate and timely feedback to DDG staff regarding their performance, including bi-annual staff performance appraisals. Identify with staff their needs and opportunities for professional development.
  • Brief the Country Director regularly on DDG program status, and issues that require support and follow up.
  • Serve as a member of the Country Senior Management Team.
  • Any other assignments as delegated by the Line Manager.

Programme development

  • Ensure high quality programming by building on DDG’s strong programmatic platform, global best practice and foster innovation.
  • Explore and exploit opportunities for joint Armed Violence Reduction and Mine Action projects as well as integrated DRC/DDG projects.
  • Consult with Head of Program development and quality assurance, and the DRC Deputy Country Director on program synergies and joint programming.
  • Jointly with the DRC Head of Program contribute to the preparation of the annual strategic program document (SPD) for DRC/DDG Somalia.
  • Participate in the organization of the quarterly meetings and Annual review meetings.

Finance and administration

  • Work closely with the DRC/DDG Operations Director, and Head of Finance in ensuring sound financial practices as per DRC financial processes.
  • Responsible for budget monitoring, financial management and expenses control including compliance with minimum DRC/DDG and donor requirements and ensuring that the necessary systems are in place.
  • Signatory of official documents (payments, purchase orders etc. as per IDRA) within approved parameters and in compliance with the laws of Somalia, donor and DRC/DDG’s rules and regulations.
  • Work closely with the Area Operation Managers/Coordinators and Admin/HR manager to ensure sound administration of field offices where DDG programme staff are operating.

Fundraising

  • Develop strong relations with existing and new donors based on DDG’s track record and mutual trust and respect.
  • Develop and implement a donor engagement strategy in consultation with the country Director, DDG Regional Coordinator and other DDG technical expats/advisors and the DRC/DDG Somalia Grants Manager.
  • Actively identify and respond to relevant funding opportunities.
  • Be a driving force for the development of highly competitive funding proposals to ensure a growing impact on Somalis and their country.

Security

  • In consultation with the Safety Manager, play a key role in security management in ensuring DDG staff adherence to security procedures, monitoring the development in the security situation, developing contingency plans etc.

Reporting

  • Ensure proper and timely financial and narrative reporting in compliance with internal and external reporting requirements including procurement.
  • Work closely with the Head of Program and Grants Manager to ensure timely reporting to donors.

Representation/Liaison

  • In close coordination with the Country Director, represent DDG in key meetings forums in Somalia and also with local government authorities, donors, partners, UN agencies, international and local NGOs and various local co-ordination forums.
  • Work closely with the Area Operation Managers who are currently interlocutors with regional authorities at area level.

Accountability

  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DDG’s activities.
  • Work closely with the DRC/DDG Head of Program development and quality assurance and Monitoring and Evaluation Manager to ensure quality assurance of DDG work in Somalia/land.

Myanmar: Myanmar Protection Coordinator

Who are we?

DRC has been providing assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine and Kachin, and in Kayah in the South-East. In Rakhine, activities are targeting local vulnerable populations as well as the around 140.000 internally displaced persons (IDPs) that had to flee waves of violence in 2012. DRC implements a multi-sector response, delivering shelter, community infrastructure, Water Sanitation & Hygiene (WASH), Non-Food Items (NFIs), livelihoods and protection (including child protection) assistance, to Internally Displaced People (IDPs) and conflict-affected populations. DRC furthermore serves as the Camp Management agency for approximately 56,000 IDPs in rural Sittwe. The main operational areas in Rakhine are Sittwe, Pauktaw and Mrauk-U Townships. DRC’s protection programme in Rakhine, which started at the very onset of the violence, refers today to a broad spectrum of sectors in IDP camps as well as host/affected villages. It includes regular protection monitoring and related referrals, reporting and advocacy work, individual protection assistance to the most vulnerable and awareness raising/trainings for government officials and community leaders on rights of IDPs and conflict affected populations. DRC also works in the GBV and Child Protection subsectors. DRC coordinates through the Protection Working Groups in Sittwe and Yangon.

About the job

The Protection Coordinator will lead initiatives focused on enhancing DRC’s protection activities and promotion of durable solutions by providing technical and programmatic support to the field teams. The Protection Coordinator will be the technical and strategic coordinator on Protection for DRC Myanmar ensuring DRC has a consistent and clear approach to protection across the country.

Responsibilities

Protection Programmatic Support – 70% - initial priority focus

  • Provide technical support to field programmes and ensure quality protection analyses, country protection strategy and protection responses
  • Lead the drafting of a country level protection strategy and work to raise the protection profile of DRC in Myanmar
  • Provide technical support to field offices and protection staff, particularly in the following programmatic areas: Child Protection, GBV, General Protection Monitoring
  • Ensure country capacity on Protection Information Management (PIM) is of a good quality and standard with a particular focus on strong and action oriented protection monitoring
  • Provide support to adapt the Protection Monitoring tools as needed to develop a framework to monitor progress towards attainment of durable solutions in Myanmar
  • Support country level analysis and compilation of the monthly base level Protection Monitoring Reports
  • Provide trainings and capacity building to staff, particularly on protection monitoring and case management, including development/finalisation of standardized training material to be used across all sites
  • Participate in the recruitment processes of senior Protection staff
  • Ensure other DRC programs and projects adhere to protection principles through protection mainstreaming trainings and technical support to other sectors
  • Contribute to and coordinate the design, implementation and evaluation of protection related programming to secure follow on or expansion of funding for the protection program as per identified needs and in a standardized manner across programmes
  • Undertake onsite visits to monitor the quality of activities implementation and provide technical advice to field project staff as necessary
  • Organise and facilitate regular sector meetings with the country Protection teams to enhance programmatic coherence and regular exchange of information and lessons learnt

Protection Advocacy – 30% (in close coordination with the CD)

  • Contribute to and lead in developing DRC and or joint policy position papers/ briefs and advocacy messaging on thematic protection issues
  • Represent DRC at the Yangon Protection Working Group and sub cluster working groups, ensuring that issues from the field are raised and addressed
  • When requested, represent DRC at other working groups for the purpose of protection mainstreaming
  • Consolidate the Myanmar wide protection advocacy strategy, based on existing state level strategies
  • Ensure that DRC staff are aware of and up to date on key protection advocacy issues relevant to Myanmar, in particular those pertaining to Durable Solutions
  • Preparation of briefing notes and advocacy papers as relevant, and on the request of the CD, attendance at meetings/ briefings with key identified stakeholders

About you

To be successful in the position you should meet the following requirements:

Essential qualifications:

  • University degree or higher education relevant to humanitarian work: preferably in law, social sciences or humanitarian aid
  • Significant knowledge of International Human Rights Law, particularly with Refugee Law and of Durable Solutions

Essential experience:

  • Proven experience of at least 6 years in international field protection and management and direct implementation of protection programmes, ideally in IDP/emergency contexts
  • Experience of general protection as well as Child Protection and GBV programming, specifically with practical experience in Protection Monitoring and Case Management in emergency settings

Background

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are 4 main programme offices in Somali region, one in Yemen, one in Kenya and one regional office in Nairobi. There are also non-operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently there are over 150 DRC staff in the region. The last 2 years have seen some growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.

Purpose

The primary purpose of the MIS officer is to provide technical support services and be the main point of contact for IT related issues in DRC Kenya offices. The MIS Officer advises DRC management on IT solutions that will best help the organization grow and perform more efficiently. Also working with DRC consultants and companies from beginning to end, outlining the most effective resources and oversee projects through design, development to completion.

Key Responsibilities:

Support Services

  • Function as the main point of contact for IT related issues in the use of computers, software and other communication equipment
  • Design, develop and maintain computer networks
  • Provide technical advisory services in relation to new networking or appropriate technology for office use
  • Troubleshoot/diagnose IT problems and react accordingly
  • Advise and instruct staff (users) on IT best practices, internet and e-mail usage and appropriate course of action where problems are encountered
  • Liaise with Regional IT Manager on IT equipment that need repair/replacement
  • Prepare an inventory schedule of all IT equipment and software in use
  • Carry out simple and brief, on the job training for staff as required.

  • Install all new hardware, systems, and software for networks.
  • Install, configure, and maintain network services, equipment and devices.

  • Configure centralized antivirus admin kit and ensures antivirus program is up-to-date
  • Manage user accounts, permissions, email, and anti-virus, anti-spam
  • Maintain high systems availability and redundancy
  • Assist the Regional IT Manager to maintain system performance and react pro-actively to issues to maximize uptime

Reporting

  • Prepare a comprehensive monthly report of the IT occurrences to Program Support Coordinator, HoFA and the Regional IT Officer.

Skills & Qualifications:

  • Bachelor’s degree in Information Technology or other related field from a recognized institution
  • At least 4 years’ experience working in a busy IT support environment

  • LINUX servers administration skills

Duties and Responsibilities

The role is a key position for DRC Myanmar and a part of the senior management team.

  • Manage, supervise and monitor the timely implementation of DRC’s activities in Northern Shan State. Activities will include, but not limited to, community protection mechanisms, protection monitoring, case management, capacity building efforts and advocacy as well as mine risk education and victim assistance
  • In coordination with the Deputy Programme Manager, ensure that the operations of the DRC programme in NSS is run compliant with DRCs operational procedures and policies in relation to administration, finance, HR, logistics and procurement
  • Directly supervise and provide support to the Protection team and provide operational support for the Humanitarian Mine Action team and the upcoming Livelihood programs
  • Participate as an active member of the Senior Management Team for DRC Myanmar
  • Engage proactively in humanitarian coordination and deliver protection trainings to DRC staff, consortium partners and stakeholders more widely
  • Promote and support the work of community-based organizations in order to strengthen protection mechanisms in the state
  • Develop new programme initiatives and funding opportunities for DRC in Shan State
  • Supervise the work of DRC staff and ensure that program activities are in compliance with DRC’s policies
  • Manage the monitoring and evaluation of all programs in Northern Shan State, with the support of the M&E team
  • Manage all the reporting tasks for the projects in Northern Shan State, in coordination with the Grants Management Officer in Yangon
  • In close coordination with DRC’s Safety Manager and the NSS Deputy Programme Manager, monitor the security environment and implement appropriate safety and security procedures (MOSS compliant)
  • Ensure timely and accurate financial monitoring and reporting of the project portfolio
  • Engage in Programme Management Committee meetings with consortium partners on regular basis
  • Represent DRC in coordination mechanisms at the field level, including cluster meetings as well as liaising with stakeholders such as relevant government departments. Represent DRC at the National level in NSS related forums as necessary
  • Oversee recruitment and management of any consultants or researchers engaged to support the programming
  • Liaise with DRC Kachin on Protection and Livelihood programming, particularly on the strategy for Livelihoods in the state

The Programme Manager (Head of Office) will report to the DRC Country Director.

About you

The qualified candidate is strong and independent, working with proven protection programming experience as well as experience in management and oversight of a well-functioning office. She/he is very familiar with humanitarian principles and practices, has some background in representing an international organization to external partners and authorities and good networking skills.

The ideal candidate represents the majority of the below mentioned areas:

Qualification and minimum requirement

  • At least 4 years of management experience with international humanitarian programmes - ideally in displacement-related contexts
  • Experience of working on a programme that includes protection activities for at least 2 years, and good understanding of protection in humanitarian context
  • Solid management skills including staff management and ensuring compliance with organisational guidelines and policies for administration, procurement and logistics
  • Demonstrated ability to conduct trainings and capacity building activities on protection and International Human Rights Law related topics, including on-the-job coaching of national staff
  • Proven advocacy skills with engagement on protection issues within the humanitarian infrastructure
  • Experience of project cycle management including proposal writing, budget monitoring and reporting
  • Ability to work both independently and as part of a team;
  • Professional fluency in English;

Desirable

  • Previous experience/knowledge in humanitarian mine action programmes
  • Previous experience/knowledge of protection monitoring programmes
  • Previous experience working with community-based organizations
  • Proven knowledge of inter-ethnic conflict dynamics
  • Knowledge of psychosocial support and community protection mechanisms
  • Knowledge of livelihood and cash-based support
  • Monitoring and evaluation experience

Duty station

Shan State (Lashio) with frequent travel within the State and Yangon is to be expected.

Introduction

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in 40 countries around the world.

DRC’s mandate is driven by three global strategic objectives within the DRC Response Framework: Saving lives and alleviation of immediate suffering among people affected by conflict, Safeguarding, restoration and development of livelihoods, and, Institutional and organisational change that contributes to protection of people’s rights and peaceful handling of conflict.

Background

DRC has been operating in Greece since December 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island. In March 2016, DRC expanded its operations in Athens, in response to the changing context and the build-up of refugee population on mainland Greece.

Purpose

Under the overall supervision of Head of Programmes, the Programme Coordinator is responsible to support, develop and harmonise the overall Programme of DRC in Greece. The Programme Coordinator is in daily contact with all Units to lead, support and monitor programme implementation. The Programme Coordinator report to the Head of Programme and liaise with Area managers as well as with the Senior Management in Greece as needed.

Duties and Responsibilities

Responsibilities will include, but not necessarily be limited to, the following:

▪ Support the HoP in managing DRC programme in cooperation with DRC Greece Senior management and the grant Coordinator;

▪ Develop innovative, strategic partnerships with international, regional and local public and private actors, including relevant authorities, humanitarian actors, and civil society,

▪ Technical support: under the guidance of the HoP, S/he provides technical support on programming to the area managers, and to the Grant Coordinato across all sectors of intervention,

▪ Capacity building: provide training to relevant staff and assist the HoP in organizing workshops and training targeting DRC and partners’ programme/grant management staff.

▪ Monitoring and Evaluation: support the HoP and the Grant Coordinator in monitoring DRC programme across all sectors of intervention, develop adequate data collection tools and conduct relevant analysis;

▪ Procurement: provide technical support to DRC Greece procurement unit for all programme-related tendering as needed;

▪ Representation: Act as DRC representative in external programme and sectoral meeting as required and in agreement with the HoP.

Required Qualifications

· University degree in international development, social sciences or a related subject;

· A minimum of 3 years’ experience in project management in NGO sector;

· A good knowledge and understanding of grants management, project cycle, including log frame approach;

· Experience in managing large programme implemented by multiple offices;

· Strong command of MS Office package;

· Experience in training, building capacity and mentoring staff is an advantage.

Skills & Qualities

· Excellent interpersonal and teamwork skills, working with different groups, partners and nationalities;

· Strong communication and analytical skills; works well under tight deadlines;

· Excellent English language skills (written and spoken) a must;

Terms and Conditions

The contract will be under the Greek Labor Law, and all allowances will be provided to the employees (Christmas, Easter, Vacation bonus).

The position will be based in Attica (Greece) and national terms and conditions apply.

We offer an interesting job in one of the world’s best NGOs. DRC will offer the successful applicant a fix-term contract, renewable depending on both funding and performance. You must be available to start work at the latest from September 2017 and able to work in Attica (approximately 70% of the time), travelling to Northern and Central Greece, and the island of Lesvos (approximately 30% of the time),.
