Overall purpose of the role:
The overall responsibility of the Economic Recovery Officer- Financial Inclusion is to implement a financial inclusion activity in a project funded by DANIDA and led by DRC in partnership with DanChurch Aid (DCA) and Turkana Pastoralist Development Organization (TUPADO). The role will directly report to a Financial Inclusion Team Leader and support the day-to-day implementation of the financial inclusion related activities in the project as well as contribute to the engagement of the key financial service providers. In addition, he/she will undertake other duties as assigned by the Team Leader in a matrix management arrangement in coordination with the Project Manager to ensure the project expectations are met.

Responsibilities:
R1. Project Management/Development, Monitoring & Evaluation:

  • Plan, undertake and support the broad implementation of financial inclusion activities in P2P project.

  • Remain abreast of topical developments related to economic recovery and financial inclusion that will promote community participation in the financial sector hence improving their economic/livelihoods well-being.

  • Promote sector learning and knowledge management in the financial inclusion sector through: collating findings/ information collected from the field as well as routine monitoring to draw lessons.

  • Lead in community mobilization, sensitization, formation of groups and training on VSLAs as well as FED (financial enterprise development) to promote financial inclusion amongst the vulnerable and unbanked communities.

  • Develop and or adopt sector guidelines and tools in support of financial inclusion activities implementation.

  • Submit timely and high-quality activity and donor and internal progress reports.

  • Work closely with the Protection, MEAL and Advocacy/Communication teams to enhance program integration through well-thought-out strategies.

  • Ensure Financial Inclusion component growth in scope through identification of gaps and developing possible solutions.

  • Work closely with MEAL unit to identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action point.

  • Support the Economic Recovery team in project kick-off, review and project closure meetings including periodic program review and planning meetings and external meetings as often and as requested by the supervisor.

  • Ensure project staff adhere to CHS Principles in project implementation; participate in CHS audits and support M&E plan.

    R2.Coordination & Partnership:

  • Develop and maintain effective working relationships with all stakeholders, including refugee and host community members and leaders, NGOs, UN agencies, DRS (Department of Refugees Services), FSP (financial Service Providers) and other DRC team members including partners to enhance multi-agency and multi-sectoral cooperation and coordination on response activities.

  • Promote collaboration and synergy between refugee-focused interventions and the host communities.

  • Actively participate and engage in relevant coordination meetings and collaborate with other agencies of relevance/value add to DRC’s agenda.

R3. Budget Management:

  • Provide support to ensure sound budget expenditure, adherence to DRC financial procedures and donor requirements as related to the financial inclusion activities.
  • Draft spending plans, procurement plans, and work plans based on financial inclusion activities and budgets.
  • Participate in Budget Follow-up meetings to ensure the budget is tracked and over/under expenditures are addressed in time.

R4. Staff Supervision:

  • Mentor, provide technical supervision and capacity building support, and facilitate the performance development of community incentive staff.

R5. Technical Implementation:

  • Implement technical activities related to financial inclusion including building the capacity of VSLAs as well as work with digital partners to digitize VSLAs.
  • Provide technical leadership to other project staff on best practice around financial inclusion and business practices, focusing on community engagement.
  • Conduct training in financial literacy and entrepreneurship skills, working with micro-businesses to strengthen business plans and operations.

Experience and technical competencies:

  • Minimum of 3 years + of field experience in implementing economic recovery/livelihoods programming in an International NGO’ or other relevant agency
  • Experience implementing Financial Inclusion interventions and models (VSLA/GS&L, Financial Education, savings groups-bank linkage) is an added advantage.
  • Technical experience in financial inclusion programming including working with VSLAs, developing the capacity of micro-enterprises, working with micro-loans and formal financial institutions, providing financial inclusion training. Experience working with sharia finance an advantage.
  • Experience in working with digital service providers and digital financial services including the implementation of digital solutions.
  • Strong project management skills, with experience managing multiple location, sector project budget.
  • Experience working in urban displacement responses and in multi-sectoral interventions.
  • Experience in the digitization of savings groups project, enterprises, or social associations is an added advantage.
  • Strong planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding working environment.
  • Good analytical and strategic planning skills.
  • A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders.
  • Good level of communication and interpersonal skills.

Education:
A degree in relevant field (Business Management, Economics, Entrepreneurship or Community Development or its equivalent).
Language:
Fluency in written and spoken English is essential.

Overall purpose of the role:
The Accountability Officer will be responsible for ensuring the quality and accountability of DRC’s program in Kenya through the effective processing and management of the Feedback and Complaint Response Mechanism (FCRM) and strengthening accountability practices as defined by the Country Office Accountability Plan for Kenya program through working with DRC and Partners’ teams.

Responsibilities:
R1. Accountability and Learning 70%

  • To manage the day-to-day functions of the Feedback and Complaint Response Mechanism (FCRM) by working closely with MEAL Assistants and MEAL Officers.
  • To ensure all complaints received to the FCRM are timely provided with a response in collaboration with Program Teams and the Code of Conduct Committee.
  • To ensure FCRM Channels e.g. hotlines, WhatsApp, email, and FCRM Boxes are working properly and accessible to the People of Concern (PoC) as per DRC mandate.
  • To regularly update the FCRM focal points referral system and ensure complaints are handled through appropriate channels confidentially and safely.
  • To facilitate the development, implementation and review of the CHS Improvement Plan for DRC Kenya with the relevant program and support units.
  • To produce monthly analytical reports on FCRM and share them with relevant program units and partners for organizational learning and continual improvement.
  • To lead the FCRM-Program regular and periodic meetings and ensure the actions are documented, and followed up and resulted in a mutual improvement to strengthen accountability to the affected population within DRC and partner organizations.
  • To develop content for FCRM awareness-raising among PoC and design attractive IEC materials e.g. posters, brochures and business cards in collaboration with Communication Officer and make sure they are disseminated by all means to the public.

R2. Capacity building 20%

  • To coordinate and liaise with DRC Kenya teams and partners to improve accountability practices generally and FCRM accessibility for program participants, including establishing a broad understanding of the full function of the FCRM amongst the communities we work with, DRC staff, partners and suppliers. This includes conducting formal training, refreshers and field visits.
  • To conduct regular visits to the DRC and partners’ operation areas and ensure relevant program staff are refreshed on accountability principles by organizing training and feedback sessions.
  • To support partner organizations in building their accountability mechanisms and establish proper channels for FCRM.

R3. Monitoring & Evaluation 10%

  • To ensure the awareness, accessibility and responsiveness of DRC Kenya FCRM is regularly monitored and improved through all monitoring and evaluation activities happening within the organization.
  • To closely work with MEAL Officers on collecting feedback from PoC on DRC FCRM and accordingly develop and implement corrective action plans.

Experience and technical competencies:

  • University degree in social science or relevant fields or equivalent professional qualification.
  • 4-5 years of experience with the humanitarian sector in accountability, MEAL or relevant fields.
  • Working skills of MS Office Package
  • Data analytical skills (analysis and visualization)
  • Fluent English language skills (Speaking and Writing)

Education:

  • A Bachelor’s Degree in Statistics/Information management Sciences, MEAL or related field

MEAL Officer

Overall purpose of the role:
The MEAL Officer will be responsible for conducting Monitoring & Evaluation activities as per the work plan. This role has program focus and ensures compliance with DRC MEAL procedures and guidelines within the program locations. The role contributes to program quality assurance and data management, which are translated into action plans and day-to-day tasks. The role provides MEAL technical support and/or guidance to field operations. The role will be responsible for ensuring effective MEAL systems and tools are in place, and are adopted by field teams, partners and other implementing agencies. The incumbent will work closely with Project Manager, MEAL Coordinator, all the DRC program staff, & staff from partner agencies.

Responsibilities:
R1. Designing, planning & implementation of strategies for data collection & storage, analysis & sharing:

  • Responsible for all projects database. She/he will work in designing databases on project activities/beneficiaries and assist in updating regularly the database according to the project requirements.
  • Support project staff and partners in planning for and executing MEAL activities, including, data collection methodology and tools and data management, analysis and use.
  • Support and contribute to the development and implementation of MEAL systems for DRC and partners, including SOPs, guidance and tools.
  • In collaboration with the MEAL Coordinator make recommendations about the methods the projects should use to collect, analyze and manage data to improve data quality and the efficiency of data systems.
  • Support DRC local partners in all MEAL requirements including capacity building, assessments, and reporting
  • Ensure accurate data entry of new information into the beneficiary database and regularly update, maintain existing database system records
  • Strengthen and maintain networks with other partners by attending relevant M&E working group meetings to help analyze trends, findings and best practices.
  • Ensure all project data (Distribution data, persons reached in various activities among others) is AGD (Age, Gender and Diversity) disaggregated.
  • Support in conducting assessments and community visits as needed, facilitate focus groups and other qualitative data collection exercises.
  • Conduct all field data collection through mobile data collection for quantitative data and paper forms for qualitative data. - ensure tablets and phones to be used for assessments are charged before commencement of assessment exercises.
  • Conduct data analysis and providing inputs, information and statistics for monthly, quarterly, annual and other reports for the project.

R2. Design and Implementation of Monitoring, Evaluation, Accountability & Learning Plans:

  • Participate in the baseline, mid-term and end of term evaluations of program activities
  • In coordination with PM and MEAL coordinator, guide and cooperate with advisors/consultant who are contracted to implement specific surveys, assessments and studies required for evaluating outcomes and impact.
  • Under the direction of the MEAL Coordinator, support research and study activities on M&E related issues.
  • Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on project activities.
  • Maintain the Complains and feedback received and ensure a timely and appropriate follow-up or referral if needed.

R3. Report Writing & Documentation:

  • Coordinate and quality assure MEAL activities and processes within the ECHO HIP consortium
  • Build capacity of partners in the consortium on MEAL
  • Ensure the Indicator performance tracking tool is updated monthly for all projects by the project team and partners.
  • Compile and submitting relevant project reports to the project manager.
  • Prepare sector’s operation plans/work plans & reviews
  • Maintain a clear and transparent filing system.
  • Documentation and dissemination of lessons learned from monitoring data, grant closure reviews, evaluations and project studies.
  • Undertake any other duties and responsibilities as assigned by the project manager.

Experience and technical competencies:

  • Minimum of 4 years of work experience within the field of monitoring and evaluation;
  • Working knowledge in Turkana and Garissa County or ASAL areas
  • Working experience in the field of Economic Recovery/Self- reliance, Protection, SGBV, Social Work, Child Protection preferred.
  • Experience in working with protection information management systems.
  • Experience in participatory assessments and community-based monitoring approaches;
  • Clear understanding of Core Humanitarian Standards (CHS);
  • Experience with capacity building of staff, and in convening and facilitating trainings and workshops
  • Excellent knowledge of MS Office Word, Excel Power Point, and other Statistical software

Key responsibilities:

The Learning Specialist will play an essential role in the creation, management and promotion of durable solutions related knowledge and learning as a vehicle for designing effective durable solutions policies and programming.

Develop and manage ReDSS Kenya knowledge management and learning strategy

  • Design and manage a ReDSS Kenya knowledge management and learning strategy to systematically create, share and apply durable solutions related knowledge to inform programming and policy influencing.
  • Compile and synthesize information and data and manage the production and dissemination of a diverse range of information products.
  • Produce and coordinate regular analytical case studies and briefs on developments, trends and outcomes of displacement and solutions in the Kenya based on research and analysis produced by ReDSS and/or partners.
  • Operationalize and monitor a ReDSS Kenya learning framework with measurable indicators with monthly, quarterly and annual reports and related products shared internally and externally, informed by ReDSS’s overall Shared Agenda document.

Support knowledge sharing and organization of learning events, including through support to the new Kenya Evidence Platform project

  • Develop a dissemination structure with clear coordination mechanisms, to share regular analysis and information/ update including development and management of a variety of learning tools and templates (online or otherwise).
  • Facilitate and coordinate knowledge sharing and learning activities between ReDSS, its partners and key stakeholders at national and county level (with a particular focus on local academia, refugee researchers and local authorities).
  • Support preparations for learning events and workshops and carry out post-learning event evaluation
  • Support the Kenya Country Manager in project management tasks relating to the Kenya Evidence Platform project, particular on liaising with other ReDSS staff and project partners to ensure delivery of the workplan
  • Provide support and coordinate with refugee researchers and local academia, in particularly under the Kenya Evidence Platform, in commissioning thematic/sectoral studies on durable solutions related themes (including quality assurance and monitoring of collective objectives)
  • Ensure quality standards of all knowledge products produced by ReDSS in collaboration with partners

Manage ReDSS Kenya external communication and branding

  • Manage ReDSS Kenya communication and branding tools
  • Manage ReDSS Kenya website page, and provide and share regular analysis on its use
  • Work with ReDSS regional communication and learning coordinator to update ReDSS social media accounts to share and disseminate knowledge and learning from Kenya
  • Produce quarterly updates for external sharing with key partners and stakeholders
  • Maintain ReDSS contact database and manage all communication and visibility components

  • Provide additional support to the work of the ReDSS Kenya team and the wider ReDSS team as required

DRC MERO

Danish Refugee Council is a leading humanitarian agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations based on humanitarian principles. About the job:

The overall role of the EORE Project Coordinator is to provide oversight and ensure implementation of all EORE activities implemented by DRC directly and with the local partner in the oPt that includes: 1) training, education and awareness on EO and safe behavior, resulting in reduced risk-taking behavior within the conflict-affected communities 2) supervision, coaching (remote/in-person) of implementing teams (DRC and partners; 3) overall oversight on EORE activities across all relevant projects, participation in coordination mechanisms, donor reporting and fundraising.

Responsibilities:

Technical Oversight and Supervision

  • Prepare and conduct training for EORE facilitators and team leaders of partner staff.
  • Conduct refresher training for EORE facilitators and ensure the skills of the EORE facilitators are according to applicable internal and international standards.
  • Technical supervision and oversight of partner staff and ensure that the tasked EORE activities are carried out in the field.
  • Prepare and ensure that the team has the necessary materials and other equipment to carry out the designated activities.

Planning, monitoring & quality management

  • Initiate, plan and coordinate EORE in targeted communities with partner organizations.
  • Support the coordination and leading of needs’ assessment, baseline surveys and data collection in the field.
  • Analyze data on EORE by the teams and provide analysis on KAP.
  • Conduct regular Quality Assurance (QA).
  • Act as budget manager for the project.

Coordination

  • Liaise with local authorities, community leaders, and stakeholders to ensure the smooth running of the EORE activities were possible.
  • Maintain good communication and coordination with partner organization.
  • Maintain good coordination with other humanitarian mine action organizations and relevant partners implementing in Gaza.
  • Maintain good relationships and communication with other mine action interventions (UN and INGOs) in the area with those involved in EORE to ensure good coordination and shared knowledge.
  • Maintain proactive engagement in relevant coordination mechanisms.

Reporting

  • Prepare weekly/monthly/quarterly work plans.
  • Prepare weekly/monthly/quarterly reports.
  • Prepare donor reports.
  • Ensure that all reports from the field are properly completed and submitted in a timely fashion.
  • Ensure timely reporting to the Emergency Manager, donors, other relevant stakeholders, and HDP Regional Coordinator.
  • Keep monthly records of EORE teams’ progress and activities.
  • Undertake any other tasks as required by Emergency Manager.

Experience:

  • Minimum 4 years’ experience in EORE within humanitarian mine action programs.
  • Prior experience working with NGO is an asset.
  • Excellent working knowledge of International Mine Action Standards and experience in drafting standard operating procedures and training management plans.
  • Knowledge of Mines and other EOs encountered in the Middle East region.
  • Proven experience and knowledge of information management and analysis, IMSMA is an asset.
  • Good writing skills in reporting and proposal development.
  • Ability to work away from home within remote environments for extended periods of time.
  • Excellent discipline with the ability to follow direct instructions.
  • Team-player who accepts DRC lines of management and is able to command authority him/herself.
  • Well organized, proactive, flexible, and trustworthy.
  • Excellent communication and interpersonal skills.
  • Computer literate, MS Office, and DRC Dynamic.

1. Background

DRC has been operating in West Africa since 1998 and in North Africa and Latin America since 2011. The DRC West-North Africa & Latin America (WANALA) Regional Office is based in Dakar, Senegal, and covers several countries. Led by the Regional Executive Director, the DRC WANALAC oversees, supports, and provides strategic directions for DRC’s Country Offices within the above-mentioned regions. It includes Burkina Faso, Cameroon, Central African Republic, Mali, Niger, Nigeria, Algeria / Tunisia, Libya, Colombia, Venezuela, and Mexico.

2. Purpose

Based in the DRC West and North Africa & Latin America (WANALA) Regional Office (hereafter: WANALA), the Program Assistant Trainee will support the follow up of programmes and the development and quality review of proposals and reports covered by the regional office. He/she will also contribute to assist in the organization of regional internal and external program events and support communication initiatives. The Trainee will work intensively with the Program Department and will have interactions with the Support services and Country Offices in the region and HQ. It is a unique opportunity to join a well-known international organization and benefit from a support adapted to the practical application of academic teaching.

Under the traineeship programme, trainees will have 10% of their time allocated to learning objectives they will define according to their interests and possibilities offered by DRC.

3. Responsibilities

Under the management of the Regional Head of Program, the Program Assistant Trainee will have the following activities and tasks:

  • Assist in the review and/or development of concept notes, proposals, budget and amendments, in coordination with the regional program teams and according to priorities defined with the RHoP
  • Assist in the revision of donor or program reports
  • Work with the Regional Head of Program to ensure concept note, proposal workflows and deadlines are followed by program teams.
  • Participate in the organization of kick-off and closure meetings for regional projects, regional annual reviews and external events.
  • Work with the Support services in the organization and coordination of workshops and internal events.
  • Draft and/ or review communication and advocacy products based on information from country and regional teams according to priorities defined with the RHoP

5. Required Qualifications

  • Relevant university degree, or proven social experience related to the sector (as volunteer/…);
  • Proven social skills and a interest in people and operational management;
  • Understanding of the different contexts of the West Africa, North Africa and/or Latin America Regions;
  • Interest in and a professional project in grant management and institutional fundraising (procurement and tender processes); and/ or in communication; and/ or in one of the sectors of DRC (protection, economic recovery, Humanitarian disarmament and peacebuilding).

Overall purpose of the role:
The IM Specialist will be responsible for the analysis of quantitative & qualitative protection data and the dissemination of information related of data collected by protection monitoring enumerators and partners.
Under the supervision of the Project Manager, and in close collaboration with the wider DRC team across the country and region, the successful candidate will be responsible for conducting data checks, cleaning, validation, storage, and analysis of protection data. Contributing to the better use of data, the role will lead on developing innovative data visualization and provide support on data collection and management trainings. The post holder will be part of a Project Management Unit comprising of the Project Manager and MEAL Officer. The IM Specialist will be a go-to person within the team for survey, data collection and data management questions.

Key Responsibilities:
R1. Protection Monitoring:

  • Develop and maintain protection information monitoring systems including set up of data collection tools and databases
  • Compile regular reports, develop necessary visualizations on project performance for use by both internal and external stakeholders
  • Conduct regular analysis of data to assess project progress, identify trends and inform decision making

R2. MEAL Support:

DRC has been operating in Somalia since 1998 using a protection of human rights framework. Somalia is experiencing a devastating humanitarian crisis, with nearly 80% of the population in need of some form of humanitarian assistance. DRC in Somalia is scaling up the operation in emergency response through an integrated approach accessing hard to reach populations.

Overall purpose of the role

The Protection Manager will lead the strategic direction and ensure quality implementation of DRC's protection activities across Somalia and Somaliland. They will provide technical oversight of DRC’s protection activities and management of country-level and project-specific protection staff across field operations, ensuring harmonization, sharing of best practices, and compliance with global and organizational standards.

The Protection Manager has technical responsibility over all of DRC’s protection activities. The country office has an exciting and varied funding base with different focus areas, including but not limited to general protection, child protection, protection from gender-based violence, community-based protection, emergency response actions, a mixed migration component, and a dedicated voluntary returnee project.

In addition to technical support and quality assurance, the Protection Manager will lead the development and updating of country-specific protection strategies and will oversee the development of guidelines, standard operating procedures, and tools to ensure harmonization and use of best practices across all areas of operation. Training and capacity building remains important aspect of the role, especially as DRC intends to move into different delivery modalities that are more integrated with other programming components, including programming in hard to reach locations.

Responsibilities

Technical Oversight and Management of Protection Programming

  • Design and manage DRC's general protection, legal protection, GBV, child protection, and other protection interventions as per international best practice standards.
  • Conduct rapid needs assessments to inform program design and strategic direction as well as identify risks and vulnerabilities, including those related to gender, age, and disability.
  • Develop concrete initiatives to reduce protection risks and design specific strategies to build upon existing assets within the population.
  • Develop, adapt, and oversee the rollout and application of quality measures for DRC’s protection activities, in line with SPHERE standards, the Inter-Agency Minimum Standards for Child Protection, and guidelines defined in national coordination fora.
  • Conduct and supervise internal and external training on protection-related issues, including protection mainstreaming for DRC staff, partners, and project beneficiaries.
  • Contribute to the development of proposals, budgets, concept notes in coordination with relevant DRC departments.

Protection Integration across DRC sectors and programmes in Hard to Reach locations

  • Promote integrated programming and ensure internal coordination and harmonisation of DRC protection interventions across sites and with other core sectors, specifically CCCM, Economic Recovery, and Emergency Response programming.
  • Contribute to protection mainstreaming across all DRC field offices.

Coordination and Representation

  • Represent DRC in general protection coordination meetings, such as the Protection Cluster and the CP-GBV Sub-Cluster working group as well as in relevant technical working groups related to IDP protection and durable solutions, as agreed with the Head of Program.
  • Coordinate with government agencies, such as the Ministry of Women, Families and Children Affairs, Ministry of Labour and Social Protection, UNHCR, UNICEF, protection NGOs, and other key stakeholders on the provision of protection services and relevant contingency planning.
  • Ensure internal coordination and harmonization of DRC protection-related activities with DRC Somalia’s regional protection programs.
  • Promote improved understanding of protection issues among all relevant stakeholders and ensure the observance of international protection and humanitarian legal standards.

Monitoring, Reporting, and Development

  • Take the lead on protection-related proposals as relevant, and ensure that all proposed interventions are protection mainstreamed, regardless of sector, in close collaboration with DRC’s grants, M&E, and program staff.

Qualifications and Experience

  • 5-8 years of work experience in law or protection, particularly in refugee, returnee, IDP, and host community protection.
  • 6 years of experience working with international NGOs, UN agencies, relevant ministries, or local authorities in responding to the needs of refugees, returnees, IDPs, and host communities
  • University or graduate degree in psychology, law, social work, gender, or other relevant field.
  • Demonstrated experience coordinating with and supporting national and local authorities as well as humanitarian coordination fora.

Somalia is experiencing a devastating humanitarian crisis, with nearly 80% of the population in need of some form of humanitarian assistance. DRC in Somalia is scaling up the operation in emergency response through an integrated approach accessing hard to reach populations.

Overall purpose of the role

The Camp Management Coordinator oversees a diverse and complex portfolio across five displacement axes in South Central Somalia. S/he is responsible for the roll out of DRC’s CCCM catchment area approach and coordination of assistance and services at site level, in coordination with CCCM Cluster and relevant authorities. This entails mitigating systematic gate keeping diversions, building capacity and establishing effective collaboration through and area-based approach with a diversity of stakeholders where this is currently lacking. Effective site monitoring tools, countrywide registration and working closely with the multi-sector team is required to ensure an integrated. first line response for new arrivals is a key component of the role. The role aims to ensure teams provide a lifesaving response and coordinate with health and nutrition and protection actors so displaced families can access to basic needs and services in sites and to work with DRC’s approach in mitigating displacement in hard to reach areas.

Responsibilities:

CCCM/SMC Technical Support

  • Lead the update and roll out of DRC CCCM/ SMC strategy and exit strategy in Somalia
  • Lead the harmonization of CCCM methodology, tools, processes, and outputs to integrated and CCCM teams and externally with LA and Cluster partners;
  • Provide technical support and overall coordination in the design and implementation of DRC SOM´s CCCM programming through direct implementation across 5 key axes, encompassing over to 200 sites;
  • Provide technical guidance and oversight to the rezoning and catchment approach to site allocation
  • Ensure integration with other DRC sectors such as Emergency, Economic Recovery, Protection, WASH and Humanitarian Disarmament & Peacebuilding (HDP);
  • Represent DRC in the CCCM and Shelter clusters, as well as the relevant technical working groups and vis a vis the national and local authority as required.
  • Contribute to CCCM related to IM and MEAL planning and implementation;
  • Ensure needs in IDP sites targeted by the actions are inclusive of host community needs;
  • Engage with Grants and Program Depts, most notably Emergency and Durable Solutions, on SMC related proposal developments and revisions.

Oversight of CCCM/ SMC Implementation

  • Navigate and mitigate the systemic gate keeping that results in aid diversion in assistance delivery
  • Oversee the development and implementation of DRC CCCM and integrated activities along with other sector leads in PRT, Emergency, Distributions and WASH.
  • Conduct frequent field visits to monitor the quality of CCCM implementation and intersectoral integration and highlight gaps.
  • Improve utilization of site monitoring data in informing humanitarian responses at IDP hosting sites, CCCM Cluster, as well as utilization of the data for analysis and advocacy purposes;

CCCM Policies and Representation:

  • Support and contribute to DRC Somalia’s emergency preparedness and response at site and area level including, planning, reporting, assessments, coordination, messaging, relocations, return intentions and any other relevant activity.

Community participation and representation:

  • Establish, support and aid in the design of site management committees, recognising influence of ‘Camp Leaders’ in Somali context
  • Oversee and support representative committees and community groups, ensuring Inclusion is main factor in composition and any community-based targeting

Site Service Coordination and Monitoring:

  • Responsible for establishing and maintaining coordination amongst the key actors, including government representatives, UN agencies, international NGOs and national NGOs and other service providers groups and supporting (non) existing coordination mechanisms.
  • Assist in monitoring, in close collaboration with Protection: all technical work carried out in the site setting, including water, sanitation and hygiene activities, construction activities, and any other activities implemented by DRC, as well as the activities of other organisations. Ensure all activities respect international standards for each sector.
  • Lead on information gathering, site prioritization and participatory assessments undertaken within the sites, cognizant of the prevelance of inauthentic sites
  • Ensure accountability through ensuring access to static CRM, mobile CRM and information sharing with the community and service providers.
  • Contribute to donors reporting requirements, PDMs and ensure all data is collected and indicator tracking tools are updated regularly. Design, support and establish decongestion initiatives in IDP sites and ensure innovative responses to WASH interventions

The overall purpose of the role:

The Disaster Risk Reduction (DRR) Specialist serves as the Danish Refugee Council's (DRC) primary expert for both institutional and community-based disaster readiness measures, with an emphasis on proactive strategies, early warning systems, and developing the resilience of communities and local stakeholders (including the local government) within Venezuela.

Responsibilities:

Technical support

  • Provide technical support and guidance to DRC Venezuela in the implementation of projects and tools related to Disaster Risk Reduction (DRD), Disaster Preparedness (DP), and Disaster Management (DM) at the organizational, government and community levels linked to anticipatory action, anticipatory early warning, and disaster resilience.
  • Monitor and follow up on the implementation of DRC Venezuela projects related to disaster preparedness and resilience.
  • Provide technical support for the integration, preparedness, and resilience of disasters into DRC Venezuela's plans and strategy, as appropriate.
  • Promote greater understanding of disaster preparedness and resilience terminologies, tools, quality criteria, and approaches.

About the job

You will play a key support role to the Grants Management Manager in building and administering the country program’s portfolio of multiple grants across all locations and sectors in which DRC operates in Ukraine. Founded in 1956, The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities – in more than 40 countries around the world.

In the DR Congo, DRC has been involved in humanitarian aid since 2009. Initially working in Province Orientale, DRC has gradually extended its reach to North Kivu and Ituri provinces. Overall purpose of the role:

The overall objective of the Head of Operations (HoO) is to ensure the accountability of DRC’s programme towards the humanitarian needs in DR Congo and the donors supporting the response. The HoO ensures that DRC’s projects bring a significant contribution to meeting immediate humanitarian needs during the emergency and other programming phases. The HoO is a key senior position in the DRC country set up, responsible for cross-cutting programmatic information management, sound design of and overseeing assessments and ensuring that information collected is reflected upon, used to improve ongoing projects, responsible for project implementation oversight, and field operations management. The HoO ensures that best practices are incorporated into consistently high quality grant proposals and reports. Responsibilities:

Operations Staff Management and capacity building

  • Effectively manage the Area Managers and the Project Managers with an emphasis on excellence, promoting a culture of accountability, cooperation, learning, creativity and innovation;
  • Ongoing development of team composition and structure to ensure that is fit for purpose, develop Job descriptions, follow up field staff related recruitment processes and orientation of staff. Proactively seek to increase the numbers of women in the field team;
  • Development of overall staff competence through leadership, training and coaching of technical and management key field staff;

Operations development

  • Roll out of the PMC to ensure its full implementation in country, with the support of HQ SOA and HQ Senior PCM Advisor;

  • Develop a close and productive working relationship with Area Offices and the technical team in coordination with the HoP to ensure that all aspects of programs are implemented to maximum affect and compliant with DRC and donor regulations;

Risk Management & risk Planning

  • Responsible for updating the risk and issue register;
  • Coordinating with other departments on the roll out of the mitigation plan, ensuring effective management by the different risk owners;
  • Lead regular meetings on risk monthly updates with the Country Director, HQ SoA and Operation Director Regional.

Re structuration of the field structure

  • In collaboration with the SMT, RO and HQ, lead the field restructuration process;
  • Report regularly during SMTs on key achievements, adjust and amend the plan accordingly;
  • Support change management by creating acceptance and buy-in from most stakeholders, and applying a bottom-up approach.

Program Monitoring, Evaluation, Accountability and Learning

  • In collaboration with HoP, ensure that all projects contribute to measuring impact and are in line with DRC’s country strategic plan;
  • In collaboration with HoP and MEAL focal point, ensure that there is a functioning feedback and complaint mechanism for beneficiaries in place;
  • Adopt an evidence-based approach that see the dissemination of lessons learned and best practices within DRC country and Regional teams, to donors and to other stakeholders when relevant, to ensure synergetic programming and cross-program collaboration in DR Congo and in the whole EAGL region.

Donors liaison, Partnerships and representation

  • As required represent DRC’s DR Congo programme to funders and potential donors;

  1. Context of the position

The Regional Safety Coordinator (RSC) will advise and assist the Executive Director for West & North Africa and Latin America (ED WANALA), the Regional Senior Management Team (RSMT) and Country Directors to develop and implement DRC’s Safety Risk Management System (SRMS) across DRC programming in the region. Fully implementing the SRMS will ensure that DRC meets an appropriate level of duty of care for those who fall under DRC’s responsibility as per Global Safety Policy.

The RSC reports to the ED WANALA with a technical line to the Head of Global Safety (HoGS) at HQ. While the RSC does not directly line manage safety staff, they provide technical oversight and support to safety staff within the region.

2. General presentation of the position

Safety Risk Management System

  • Assist and monitor the development of systematic country operation safety risk assessments ; supervise and endorse the assessment of safety levels; ensure that the safety level system is kept current.
  • Advise the ED WANALA and RSMT on available safety management strategies, including the transfer, avoidance, acceptance and/or control of risks.
  • Assist in the development of safety plans, including local safety rules (LSRs); standard operating procedures (SOPs); critical incident management plans (CIMPs); and minimum operating safety standards (MOSS)
  • Support the implementation of safety improvement plans (SIPs) and assist in the implementation of staff capacity training plans, including the delivery and prioritization of training modules, specifically personal awareness, and safety training (HEAT/HEIST) and incident management team (IMT) training to country operations.
  • Undertake regular MOSS audits across the region.

Technical support, advice, and capacity building

  • Provide technical supervision and support to all senior safety staff across the region. Develop their skills and knowledge through constructive feedback, training events and supporting personal development goals.
  • Assist country offices with the selection, recruitment, and professional development of safety staff.
  • Provide regular analysis, statistics, and reporting on key developments within the region to RED and HoGS
  • Provide safety advice as part of programme development and during programme implementation, including programme assessments.
  • Identify potential scenarios, indicators of change and key decision points.
  • Conduct ad hoc safety risk assessments post incident or due to low levels of MOSS compliance.
  • Ensure risk registers identify safety risks where relevant and work with SMT on identifying risk treatments and programme or operation safety-related access constraints.
  • Act as the focal point for technical advice on procurement and installation of safety-related equipment
  • Provide strong oversight to consortium’s where DRC is involved to ensure that an appropriate level of duty of care is maintained.
  • Oversee the travel clearance request system to ensure compliance.

Representation

  • Be the focal point for safety co-ordination between relevant actors.
  • Attend IAWG Regional Security Forum (RSF), INSO, UN and other relevant external fora
  • Establish a network of contacts and represent DRC at security meetings

Incident and critical incident management and response

  • Support the establishment and maintenance of the Regional CIMT and country-level IMTs
  • Coordinate the CIMT in the event of a critical incident
  • Ensure effective country-level CIMPs are in place
  • Brief CIMT members on their responsibilities and ensure alternate members are available and briefed
  • Assist in the management of safety incidents and provide timely and accurate incident reports
  • Conduct After Action Reviews following a critical incident

  • RSMT, Senior international and national staff in country operations, regional team and HQ safety unit.

External:

3. Profile for the position

Mandatory:

To be successful in this role, we expect you to be a positive, mature leader with a proven track record of developing and implementing safety related initiatives.   • Relevant university degree (in lieu of degree, at least 8 years’ experience in the safety and security sector not including military experience)
  • At least 6 years in security and safety management including international safety and security experience in several countries, preferably in INGOs and within the current region
  • At least two years as a safety and security manager with an INGO at a country or regional level; preferably with experience in high-risk environments
  • Proven ability to develop and implement effective and contextualized safety and security protocols and systems
  • Ability to be flexible and demonstrate an innovative approach to safety risk management
  • Substantial experience in information gathering, analysis and report writing, including conducting and producing high quality SRAs.
  • Demonstrated experience with critical incident management
  • Demonstrated experience with delivering effective safety-related training

DESCRIPCIÓN GENERAL DEL CARGO:

Bajo la supervisión del Gerente de Protección, el Oficial de Protección apoyará la implementación en terreno de todos los objetivos de Protección bajo los proyectos de DRC. El Oficial de Protección desarrollará y mantendrá buenas relaciones con las personas de interés, las partes interesadas relevantes y otros actores humanitarios, para apoyar la implementación y coordinación adecuadas de las actividades de Protección de DRC que se desarrollarán en el área de intervención. RESPONSABILIDADES:

Implementación del Proyecto de Protección

  • Participar en la implementación de actividades generales de protección de acuerdo con los objetivos acordados.
  • Monitorear y documentar continuamente las necesidades de las personas de interés.
  • Implementar el monitoreo de protección, a través la recopilación de datos y datos cualitativos implementando cuantitativos a través del monitoreo de protección individual, grupos focales y entrevistas de informantes claves sobre temas de protección.
  • Apoyar el desarrollo de registro de víctimas y aquellas actividades relacionadas con la Ley 1448, conforme lo requiera el contexto.
  • Identificar y documentar a las personas o comunidades vulnerables que han sido afectadas por las dinámicas del conflicto armado en la región, recopilando la información necesaria y llevando a cabo la valoración de las situaciones de riesgo y vacíos de protección que presente la población.
  • Manejar la información confidencial de manera correcta, gestionando los archivos de protección de manera precisa, correcta y completa.
  • Desarrollar planes para abordar las necesidades de protección identificada procediendo a entregar la asistencia de protección individual (IPA) y/o remisiones a servicios especializados internos y/o externos
  • Mantener la base de datos de entrevistas a actores clave, remisiones e IPA, actualizada y correcta.
  • Proporcionar información para informes semanales, mensuales, trimestrales y anuales según requerido por el Líder del Equipo de Protección. Así mismo los informes ad hoc cuando sea necesario.
  • Apoyar al Team leader de Protección en la elaboración de informes o insumos resultado del monitoreo de protección para la participación de DRC en los espacios locales de coordinación (ELC), en las mesas

EXPERIENCIA :

  • Mínimo 2 años de experiencia relevante en protección humanitaria, trabajo social, derechos humanos, trabajo con víctimas del conflicto armado u otro trabajo similar de terreno, relacionados con instituciones del Sistema Nacional de Atención y Reparación Integral a las Víctimas – SNARIV, ONG u otra organización sin ánimo de lucro.
  • Experiencia de terreno y de trabajo con desplazados internos.
  • Experiencia de terreno y de trabajo con mujeres sobrevivientes de VBG y personas LGBTI.
  • Conocimiento básico sobre las rutas de asistencia y reparación para víctimas del conflicto armado.

Conocimiento en Ley 1448.

Implementación del Proyecto de Protección

  • Participar en la implementación de actividades generales de protección de acuerdo con los objetivos acordados.
  • Monitorear y documentar continuamente las necesidades de las personas de interés.
  • Llevar a cabo tareas básicas dentro del área de protección, incluyendo recolección de datos, identificación de patrones y tendencias, como llegadas / salidas / nuevos flujos de personas de interés en el área, etc.
  • Apoyar al equipo legal en la toma de declaratorias o reportes, en el marco de la ley 1448.

DESCRIPCIÓN GENERAL DEL CARGO:

Apoyar el departamento de servicio de soporte en Catatumbo-Base en las diversas tareas financieras y administrativas para responder a las necesidades de los departamentos técnicos y de programas.

Principales Responsabilidades:

Gestión Financiera y Presupuestaria:

  • Asegurarse que los datos y las transacciones se registren correctamente y se ingresen en DRC Dynamics.
  • Preparar y conciliar estados de cuenta bancarios acorde a las fechas límites establecidas semanales y mensuales.
  • Preparar y conciliar la(s) caja(s) menor(es) semanal y mensualmente.
  • Mantener archivos y registros financieros ordenadamente.
  • Realizar un seguimiento mensual de los contratos y asegurarse de que todos los contratos se renueven, cierren o paguen a tiempo.
  • Archivar, escanear y enviar mensualmente documentos financieros a la oficina Bogotá.
  • Usar correctamente las funcionalidades de DRC Dynamics.
  • Realizar seguimiento presupuestal para todos los presupuestos asignados a la base Tibú.
  • Apoyo en la elaboración de informes a donantes.
  • Apoyar la organización de auditorías externas, internas y solicitud de información de donantes.
  • Asegurarse del cierre contable semanal de la base Tibú y el envío de los “Conteos de Caja” a tiempo.
  • Asegurarse del cierre mensual contable de la base dentro de los tiempos establecidos.
  • Preparación y revisión de los pagos gestionados en la oficina.
  • Manejar la plataforma bancaria.
  • Causar pagos en el sistema DRC Dynamics y montarlos al banco, previa revisión del cumplimiento de los procedimientos internos de DRC, así como de los soportes correspondientes.

Gestión de efectivo:

  • Mantener los controles de efectivo de acuerdo con los procedimientos establecidos por DRC.
  • Monitorear las reservas de efectivo.
  • Preparar las solicitudes de efectivo a la sede de Bogotá.
  • Efectuar transacciones bancarias.
  • Mantener el registro diario actualizado de las transacciones en el sistema DRC Dynamics.
  • Manejo y gestión de los recursos de caja menor de acuerdo con los procedimientos establecidos por DRC.

Administración:

  • Actuar como auditor/verificador de los procesos del área contable y de finanzas en la base.
  • Cumplir con los requisitos internos de los donantes.
  • Gestionar los procesos documentales correspondientes a la contratación.
  • Apoyar el proceso administrativo de reclutamiento y selección de personal.
  • Apoyar el proceso administrativo de gestión documental de las áreas de finanzas.

Gestión Tributaria:

  • Apoyo en la elaboración de información exógena.
  • Apoyo en los requerimientos solicitados por la administración tributaria

  • Realizar informes mensuales y cuando sean requeridos por la gerencia.

EXPERIENCIA :

Founded in 1956, The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities – in more than 40 countries around the world.

DRC has been implementing emergency response projects in Tanzania since the onset of the Burundi refugee crisis in 2015 in three refugee camps in the Kigoma Region at the border with Burundi. DRC’s integrated projects for refugees, asylum seekers and host communities comprise sectors such as Camp Coordination and Camp Management (CCCM), Protection, Water, Sanitation and Hygiene (WASH), Shelter and infrastructure, General Food Distribution (GFD) and Livelihoods. In 2018 the office in Bujumbura, Burundi in 2018 was set up aimed at strengthening cross border responses and enhance the impact of interventions in support of Burundian returnees.

Overall purpose of the role:

The Grants Management Manager (GM Manager) will support the Head of Programmes in building and administering the country program’s portfolio of multiple grants across all locations in which DRC operates. The GM Manager will assist in securing new funds by coordinating and/or leading proposal development processes and ensuring high-quality and timely donor reporting.

The GM Manager provides expert advisory services and will have oversight of the DRCs Grant Management Minimum Standards function by working closely with the programme team and providing technical advice to all team members on donor rules and regulations to ensure all programs are compliant. The GM Manager will work collaboratively with the Programme Managers/Managers, Program Sector Leads, Monitoring, Evaluation and Learning Team, Finance, and Headquarters staff as well as externally with donors and DRC programme partners.

Geographic scope: Tanzania-Burundi

This role has a focus on Tanzania- Burundi and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Main Responsibilities:

Technical Support/Specialist Advisor

  • Provides expert advisory services for the specialized area of grants management and donor compliance with a significant impact on the organization as a whole;
  • The GM Manager will work across multiple sectors/disciplines/geographic areas within the organization to contribute to organizational goals;
  • Act as focal point for the Grants Management DRC Dynamics system and train relevant staff on the grants management module;
  • Participates in Grants Management reference groups either at global or regional level within the areas of Grants Management to develop new standards and innovative solutions;
  • Support the updating of the country strategy for Burundi and Tanzania and its annexes, and support with the Annual Review preparations, delivery and key write ups;
  • Support with updating the advocacy strategy;
  • Participate in the SMT meetings and represent TZ&BDI in HoP meetings as needed.

Partnership

  • Promote that DRC’s partnership and localization principles, skills and approaches are applied by staff across programs and projects with partners;
  • Facilitate the collaborative development and delivery of the partner capacity development plan– institutional and organizational- including project support plan, ensuring that it appropriately addresses issues identified in the due diligence process, and coordinate with relevant departments for the timely, quality implementation of the plan;
  • Lead on the identification, assessment and contracting of local partners, as well as on the monitoring of implementation, the capacity building needs and lead initiatives to improve partnership practices by periodically assessing DRC’s partnership approach, considering both DRC and partners’ perspectives, capturing lessons learned and best practices, and making recommendations for improvement;
  • In coordination with the Regional Partnerships and Localization Advisor, provide and/or facilitate localization and partnership management trainings, refresher trainings and ongoing support on partnership management and compliance for key partners and DRC staff.

Programme development, Quality and Coordination

  • Act as the lead writer/Manager/editor for concept notes and proposals, as needed. These will be designed in collaboration with the program development team, Head of Programme, Area managers, technical advisors, Regional Office and Head Quarter colleagues, ensuring that DRC’s programme handbook guidelines are incorporated into proposal design;
  • Ensure communication between all departments (finance, program, and operations) in drafting of budgets;
  • Contribute to the development of strong data collection and monitoring & evaluation plans within each proposal, including well-designed log-frames and indicators;
  • Maintain up-to-date information on donor priorities and funding opportunities;
  • Assist senior management in developing the humanitarian country program strategy and coordinating the delivery of assistance;
  • Improve programme quality of current and future projects, participate to drafting relevant SOPs to facilitate implementation, and provide direct support to sector managers and team leaders to improve program quality with a focus on (1) accountability and roll out of full CFM including toll lines, IEC, focal points (2) oversight of partner mapping, vetting, relationship building, capacity building, development of partnership/localisation strategy;
  • Lead on the rollout and implementation of DRC Project Cycle Management tools in each sector/project;
  • Capacitate and mentor Sectoral managers, Coordinators and Team Leaders on PCM and tools.

Research, Analysis and Capacity Building

  • Manage the MEAL department in conducting needs assessments and background research to guide DRC programming;
  • Map donors and projects in Tanzania and Burundi relevant to DRC’s focus sectors;
  • Conduct visits to field locations as possible/needed;
  • Undertake training for programme and operation staff on grants management and processes to enhance quality within DRC programming. This will include quality reporting and project cycle management. Also provide one-on-one support in report writing, proposal development, indicator tracking, DRC-specific tools, and other topics, as needed;
  • Supervise the organization of grant start-up, quarterly and closure review meetings to ensure donor compliance, operation/program integration, logistics support, etc. in the multiple DRC office locations.

Reporting

  • Manage and supervise internal and external reporting, ensuring high-quality, well-written and timely reports meeting donor and DRC requirements;
  • Supervise the maintenance of the grants and report tracking system to ensure all grant files are organized and well managed for planning and preparation of donor reports and project monitoring. Maintain grants and sub-grant management system, including grant files, project and financial reporting documentation, and monitoring systems and tools to ensure grant compliance.

Representation

  • Assist the management in donor liaison and communication. Represent DRC in other external meetings with stakeholders and coordination meetings.

  • Ability to analyze budgets for compliance with donor budget guidelines.
  • Excellent French and English writing skills is required, not optional
